TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was called to order by Mayor Bourgeois at 7:00 p.m. on Wednesday, April 4, 2007 at the Addis Municipal Center.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None

Minutes: The minutes of the March 7th regular meeting were approved, as corrected, on a motion by Councilman Landry, 2nd by Councilman Toups and adopted.

Wrestling Resolution: Mayor Bourgeois deviated from the agenda in order to present to the Brusly Wrestling team a resolution adopted by the Mayor and Council congratulating them on their State Championship. Team Captains Nick Hebert and Eric Stocking accepted the resolution for the team.

911- 3 mill tax proposal: Brusly Mayor Joey Norman and Anthony Summers of the 911 office were introduced and presented the request for a 3-mill property tax to fund the parishwide 911 central communications system. The tax proposal will be on the May 5th ballot.

LGAP: Mayor Bourgeois advised that a letter has been received from the State advising that the Town was awarded their request for $35,000.00 to do another phase on the Myhand Street culvert property.

Mayor Bourgeois further advised that Representatives and Senators will be at the Community Center in Addis on April 16th from 6:30 p.m. to 8:00 p.m. for anyone interested to meet with them.

Parish Council: Mr. Randy Mouch advised that the parish is completing recreational facilities at the parish parks, and will take care of a ditch which has been holding water. Mr. PeeWee Berthelot further advised that the parish has cleared some shrubs and trees along Laws Road and will come back later to clear more of this area.

Police Report: The monthly police report, given by Chief Anderson, included 103 traffic citations issued; 7 misdemeanor arrests; 1 felony arrests; 10 wrecks worked. The misdemeanor arrests included 2-traffic; 3-disturbing the peace; 1 stalking; 7 leash law. The felony arrest was for attempted first degree murder.

Mayor Bourgeois advised that an individual in River Landing Subdivision is interesting in having a block party in the cul-de-sac on April 21st. The interested party will be advised to contact Chief Anderson for a permit for this activity.

Sewer Report: In the absence of John Artigue who was attending school, the monthly report was read by Mayor Bourgeois. It included 15 equipment failures; 2 leaks; 1 electrical relocation; and 5 miscellaneous calls. The sewer machine was run in Fisher Trailer park to unplug a line; There were 2 sewer inspections in Missouri acres; and 3 tie-ins on Highway 1 South and one on Tullier Lane.

Planning & Zoning Commission: Annexation Petition: Mayor Bourgeois advised that the required letter was received from the Registrar of Voters on the annexation petition on property formerly owned by the Stanley Family. The Assessor's office advised that Estate papers on the property have not been completed. Mr. Raymond Loup advised that the annexation petition will be resubmitted when this has been completed.

Computer Contract: Mayor Bourgeois advised that he has not heard from Eric Seneca on the proposed contract.

J.P. Messina Subdivision: Following a discussion on the subdivision of the Messina property, Mr. Larpenteur advised that the subdivision process has to take place so the subdivision can be properly approved by the Planning & Zoning Commission and the Town. This process will be started immediately.
Mr. Oscar Boudreaux engineer, advised that he reviewed plans for Plantation Ridge and approved it.
A motion was made by Councilman Landry, 2nd by Councilman Cazes to accept the engineers review of the Plantation Ridge Subdivision plat, contingent upon John Artigue's review and concurrence . The motion was adopted.

Sugar Mill Update: Mayor Bourgeois advised that the engineers for the condominiums and apartment complex will come before the Planning & Zoning Commission and present a preliminary plat for the apartment complex. Approximately two months after that the garden home district will begin.

NEW BUSINESS: Employee Health Insurance: A motion to continue health coverage with Blue Cross/Blue Shield, with no additional premium as quoted by the company, for the Town's employees was approved on a motion by Councilman Cazes, 2nd by Councilman Toups and adopted.

Cable Resolution: A resolution which was presented by LMA which states that the Town of Addis desires to encourage and promote competition within its municipal limits for cable services (as that term is presently commonly understood within the cable service industry) and other video programming ("Cable Services" ) for its citizens, was adopted on a motion by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted unanimously.

Grass Cutting: A motion to advertise for the 2007/2008 Highway 1 grass cutting contract was made by Councilman Cazes, 2nd by Councilman Parrish and adopted.

Relay for Life: Mrs. Faye Watts of the Civic League was present and explained several fund raisers available for Relay for Life. The Town will sell "moon" and "star" cards for window display and take orders for luminaries and purple ribbons. Monetary donations are also welcome. The Relay for Life will be held on May 4th at the Brusly High School field.

July meeting: A motion was made by Councilman Cazes, seconded by Councilman Parrish to change the July meeting date, which falls on July 4th, to Wednesday, July 18. The motion was adopted. A notice will be put in the paper.

Public Comments: Several complaints were made about pit bulls being allowed on the streets or confined only on leashes. Mayor Bourgeois explained the ordinances regarding these dogs. Letters will be sent to known owners of pit bulls, along with a copy of the ordinance.

Fire Department: At 8:12 p.m. a motion to temporarily adjourn the meeting to hold the meeting of the Board of Commissioners for Fire Sub-District #1 of WBR, was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
At 8:21 p.m. a motion to reconvene the regular meeting of the Mayor and Town Council was made by Councilman Toups, 2nd by Councilman Parrish and adopted.

Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.

Sewer: The purchase of the following items was approved on a motion by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted:

Executive Session: At 8:30 p.m., a motion to go into Executive Session to discuss personnel and pending litigation was made by Councilman Toups, 2nd by Councilman Gauthreaux and adopted.
A motion to return to regular session was made at 9:10 p.m. by Councilman Landry, 2nd by Councilman Parrish and adopted.

Mayor Bourgeois advised that a personnel matter and pending litigation was discussed in Executive Session.

At 9:15 p.m. a motion to adjourn was made by Councilman Landry, 2nd by Councilman Cazes and was adopted.
