TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was called to order by Mayor Bourgeois at 7:00 p.m. on Wednesday, October 3, 2007 at the Addis Municipal Center. The Pledge to the Flag was recited.
Roll Call: Present: Mayor Bourgeois; Aldermen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None
Minutes: The minutes of the September 5th regular meeting were approved, as mailed, on a motion by Councilman Landry, 2nd by Councilman Toups and adopted.
Correspondence: Mayor Bourgeois advised that absentee voting for the October 20th state/parish elections will begin Saturday and go through the following Saturday.
Parish Council: Parish President PeeWee Berthelot and Parish Council Representative Randy Mouch thanked the people for being unopposed in the upcoming election, and for their help and cooperation the past four years.
Sewer Report: The monthly report, given by John Artigue, included 15 equipment failures; 3 jammed pumps; 1 leak; 1 tank installation and 2 miscellaneous calls. Sewer tie-ins were one in Sugar Mill and two in Missouri Acres.
Police Report: Chief Anderson reported 162 traffic citations issued; 17 misdemeanor arrests; 3 felony arrests; and 7 wrecks worked. The misdemeanor arrests were: 4-traffic; 4-disturbing the peace; 3-narcotics; and 5-dangerous animal permits; Felony arrests were: 2-narcotics; and 1 - 2nd degree battery.
Planning & Zoning Commission: Myhand Family rezoning request: A public hearing was held on the rezoning request by the Myhand family. Following the public hearing, a motion was made by Councilman Landry, 2nd by Councilman Toups to accept the recommendation of the Planning & Zoning Commission and grant the rezoning request of the Myhand family for the rezoning of their property. The motion was adopted.
Sarradet Subdivision: Following a discussion on the subdivision of property owned by Mr. & Mrs. Paul F. Sarradet, located at the south end of town near J. Patrick Fabrication Shop on First Street, a motion was made by Councilman Parrish, 2nd by Councilman Gauthreaux, to accept the recommendation of the Planning & Zoning Commission and approve the subdivision of the Sarradet property. The motion was adopted.
A resolution was offered by Councilman Toups, 2nd by Councilman Cazes to authorize Mayor Bourgeois to enter into a sale with Mr. & Mrs. Paul F. Sarradet in the amount of $27,135.00, for purchase of a 0.124 acre tract as shown on plat dated 9/12/07 by Henry E. Schwartz IV; further, to authorize Mayor Bourgeois to execute any documents necessary to purchase the property. The motion was adopted.
Younger Property: A motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to ratify the administratively approved subdivision of the Younger Property, as presented on a plat submitted by John Dunlap Land Surveying, Inc.. The motion was adopted
unanimously.

Old Business: Justice Department: Mayor Bourgeois advised that approval of property annexed under Ordinance 2005-4 was approved by Justice. Approval from Justice has been applied for on Crystal Lakes, LLC property and the other Berthelot subdivisions.
Old Computers: A motion was made by Councilman Parrish, 2nd by Councilman Cazes to declare computers recently replaced as surplus property and no longer needed for public use and authorize the disposal of same, further that schools in the area be contacted first to see if they are interested in obtaining these computers. The motion was adopted.
Architect services: Mayor Bourgeois will talk to Mr. Brian Budd to discuss architectural services for future expansion of the Town Hall.
Municipal Building Painting: Two quotes were received for the repainting of the Municipal Building:
(1) LeBlanc's Pressure Washing-------------------------$4,743.00
(2) L. C. Painting, Pressure Washing & Painting------$4,500.00
A motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to accept the quote of L. C. Painting in the amount of $4,500.00 for the repainting of the Municipal Building. The motion was adopted.
New Business: Street Grants: Mr. Oscar Boudreaux advised that all information necessary on the LCDBG grant have been submitted to the State, however, there is a very large backload and it may be some time before approval to spend the grant money is received.
A motion was made by Councilman Toups, 2nd by Councilman Cazes to authorize bids be let on the streets in West River Subdivision with opening dates set by the Mayor and Council. The motion was adopted.
A motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to let bids on the street repairs in Addis Place Subdivision, contingent upon LCDBG approval. The motion was adopted.
2008 LCDBG Grant: Mayor Bourgeois advised that he spoke with Consultant Ed Hannum who advised that, at the present time, the Town does not have any projects which would qualify for an LCDBG grant.
Sid Richardson Project: Mayor Bourgeois advised that he was contacted by Sid Richardson relative to a project they are contemplating to supply their own electricity. He explained the project as to the information he has so far.
Pit Bulls: Mayor Bourgeois advised that the Police Department has started to crack down on residents who have pit bulls. Following a lengthy discussion, a motion was made by Councilman Landry, 2nd by Councilman Cazes to leave the requirements for ownership of pit bulls as they are presently spelled out in our ordinance. The motion was adopted.
Holloween: Mayor Bourgeois advised that Trick or Treat in the Town will be from 5:30 p.m. to 7:30 p.m. on Wednesday, October 31st.
The Mayor further advised that Shaw is interested in annexation. More later on this.

Public Comments: Many more comments were made in regards to making the salary of the Police Chief and Mayor full time.
Fire Meeting: At 8:36 p.m. a motion was made by Councilman Toups, 2nd by Councilman Parrish to temporarily adjourn the meeting to hold the regular meeting of the Board of Commissioner for Fire Sub-District #1 of W.B.R. The motion was adopted.
At 8:45 p.m. a motion to reconvene the regular meeting of the Mayor and Town Council was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Gauthreaux, 2nd by Councilman Landry and adopted.
Sewer: A motion to purchase a list of spare parts for the lift stations, as presented by John Artigue, in the amount of $5,243.09, was made by Councilman Parrish, 2nd by Councilman Toups and adopted.
Police Committee: Mayor Bourgeois advised that tickets are again being sent to District Court.
Personnel: Following a discussion on the hardship which is caused from a prolonged, unexpected illness a motion was made by Councilman Landry, 2nd by Councilman Cazes, to amend the personnel policy, for the next ninety days, stating that any employee who has a verified medical condition that prohibits him/her from performing his/her job, the Town will pay his/her full salary for a period of 6 weeks, during that 90-day period, beyond that with the idea that the Council will look into obtaining insurance to cover this type of condition. The motion was adopted.
Drainage: John Artigue advised that the Myhand Street culvert project has started.
Buildings: Mr. Lonnie Clayton of L.C. Painting, LLC will be contacted to paint the Municipal building.
Streets, Roads, etc.: Mayor Bourgeois advised that he has received no further information on the street lights for the highway.
Following a discussion, a motion was made by Councilman Toups, 2nd by Councilman Cazes to contact the Highway Department to see if "No Turn" signs could be installed at various crossings along the Highway which have no turning lanes. The motion was adopted.
Adjourn: The meeting was adjourned at 9:42 p.m. on a motion by Councilman Landry, 2nd by Councilman Parrish and adopted.
