TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, September 6, 2006 at the Addis Municipal Center. Mayor Bourgeois called the meeting to order and led the Pledge to the Flag. He then asked for a moment of silence for those who died in the 9/11 attack.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None

` Others present: Attorney Larpenteur; Bonnie Kleinpeter; Owen Cope; Chief Anderson; John Artigue; Vera Lucas; Chief Melancon.

Minutes: The minutes of the regular meeting of August 2nd were approved, as mailed, on a motion by Councilman Gauthreaux, seconded by Councilman Toups and adopted.

Correspondence: Mayor Bourgeois complimented the Council; Engineer Oscar Boudreaux; Consultant Ed Hannum and the town employees for the job that was done on the recent sewer upgrade. The Town received Honorable Mention for the project at the annual LMA Convention.
A thank you note was received from the Baseball teams for the help the Town gave for them to participate in the play-off games.
A thank you note was received from the C. J. Cazes family for the memorial leaf given in honor and memory of C. J. Cazes.

Sewer Report: The monthly sewer report, given by John Artigue, included 13 equipment failures; 1 jammed pump; 1 leak; 1 tank installations, and 4 miscellaneous calls. Sewer tie-in inspections were: 1-Acadian Crossing; 2-Missouri Acres; 3-Sugar Mill; and 1-South River Road. Two tank lids were replaced and one discharge line unplugged.

Police Report: The monthly police report, given by Chief Anderson, included 138 traffic tickets written; and 5 vehicle crashes worked. There was no arrest report due to the computers being down.

Planning & Zoning: A discussion was held on the parking spaces required in multi-housing zones. Mayor Bourgeois advised that CRPC recommended 2 spaces per apartment unit with 1 space every 4th apartment for visitors.
Following the discussion, a motion was made by Councilman Landry, 2nd by Councilman Cazes to impose a 30 day moratorium on applications for permits to construct any multi-family dwelling in order for the Code of Ordinances to be amended to include requirements for parking in these areas. The motion was adopted.
A motion was made by Councilman Cazes, 2nd by Councilman Parrish introduce an ordinance to amend the Town of Addis Code of Ordinances to include requirements for parking in areas of multi-family dwellings. The motion was adopted.

OLD BUSINESS: Condemnations: Mayor Bourgeois advised that the Blanchard property in West River Subdivision has been sold and is being cleaned up, and the trailer on the washateria property has been painted. Condemnation action on these properties will not be pursued at this time due to these actions.
Cleanup of property on Addis Lane which was condemned has stopped. Mayor Bourgeois will contact the owners to find out their intentions on the completion of the cleanup.

Civic Center: A change order in the amount of $3,781.00 for additional work on the electrical system for the Civic Center was approved on a motion by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.

NEW BUSINESS: Grass Cutting: Following a discussion on the cost for the Town to cut grass on private property, a motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to amend the “grass cutting” letter to read .01 cents per square foot of property, plus the cost for removal of debris. The motion was adopted.

LCDBG: Mayor Bourgeois advised that the Town was not funded for road repairs in the first round of funding. There were 20 applications, 4 were funded, with the Town of Addis sixth on the list.

Rural Development: Mayor Bourgeois explained that the Rural Development grant which the Town has obtained in the past is now called The Local Government Assistance Program (LGAP). It was decided that the Town will enter an application for 2006-2007 funding.
A motion was made by Councilman Landry, 2nd by Councilman Toups to name Phase 2 of the Myhand Street culvert project as the target project for the 2006-2007 application for a Local Government Assistance program (LGAP) grant, with a request for $35,000.00. The motion was adopted unanimously.
A motion was made by Councilman Landry, 2nd by Councilman Parrish to pay a match of $5,075.00 over the proposed LGAP grant amount to complete Phase 2 of the Myhand Street culvert project. The motion was adopted unanimously.

Parish Council: Mr. Randy Mouch of the Parish Council arrived and was recognized. He advised that he had no particular report to make to the Town. A meeting was being held to discuss property on Court Street in Port Allen whose owners wish to use Town utilities. The outcome of the discussion could affect other areas in the future.

Appraisal of VFW: Mayor Bourgeois advised that the VFW Hall was appraised at $335,000.00 with one acre of land, and the adjacent vacant lot at $50,000.00. He further advised that the new Community Center cannot be used as a Hurricane shelter because the roof is rated for 105 miles per hour winds. More discussion at future meetings.

Resolution-LA 1/I-10 connector: A resolution in support of the Parish’s plans to have a new bridge built across the Intracoastal Canal was offered by Councilman Toups, 2nd by Councilman Cazes and adopted. A complete copy of this resolution is attached to and made a part of these minutes.

Cooperative Endeavor: An intergovernmental agreement drawn up between the Parish and the Town of Addis for the repair of roads within the town limits was approved, with one correction to show that a figure for the repairs would be obtained before the work commences, was approved on a motion by Councilman Parrish, 2nd by Councilman Cazes and adopted.

W.W. District #1 appointment: Mr. Gesner J. LeBlanc, III was reappointed to a five-year term on the Board of Commissioners for West Baton Rouge Parish Water Works District 1 on a motion by Councilman Toups, 2nd by Councilman Parrish and adopted.

Public Comments: Mr. Larpenteur thanked the Mayor, Council and Staff for the flowers sent to his mother while she was hospitalized.

Fire Dept Meeting: At 7:42 p.m. a motion to temporarily adjourn the meeting to hold the regular meeting of the Board of Commissioners for Fire Sub-District #1 was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.

At 7:55 p.m. a motion to reconvene the meeting was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.

COMMITTEE REPORTS: Finance: A motion to pay bills found in order was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
Mayor Bourgeois set a Finance Committee meeting for 5:30 p.m. on Wednesday, September 27th at the Municipal Center to discuss the revision of the 2006 budgets; five-year plan; and the VFW Hall.

Sewer: John Artigue advised that David Bertrand attended a certification class and passed the test for Class 2 certification.
A motion was made by Councilman Landry, 2nd by Councilman Cazes to purchase 5 sewer pumps at a cost of $1,292.00 each. The motion was adopted.
A discussion was held on the increased price to replace lids on sewer tanks. A motion was made by Councilman Cazes, 2nd by Councilman Parrish and adopted to charge $129.00 for fiberglass tank lids and $180.00 for metal lids if the lids are damaged by the residents.

Personnel: Mayor Bourgeois advised that the employee appreciation banquet will be held on the 21st, and that Paul W. Ramagos is the only 25-year recipient this year. He and his family have been invited to attend.

Drainage: John Artigue advised that the ditch along Bird Heights has been completed and the surrounding area dressed-up.

Executive Session: At 8:06 p.m. a motion to go into Executive Session to discuss the payroll progressive schedule was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
At 8:16 p.m. a motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to return to regular session. The motion was adopted. Mayor Bourgeois advised that the payroll progressive schedule was discussed in Executive Session.

Radio Station: Councilman Gauthreaux asked about the progress of the proposed radio station in the Addis area. Mayor Bourgeois advised that the location for the tower has been picked, but he has had no further communication concerning the station.

Adjourn: At 8:22 p.m., a motion to adjourn was made by Councilman Landry, 2nd by Councilman Gauthreaux and adopted.
