TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was called to order at 7:00 p.m. on Wednesday, October 4, 2006 at the Addis Municipal Center. The pledge to the Flag was recited.
Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None
Minutes: The minutes of the September meeting were approved, as mailed, on a motion by Councilman Landry, 2nd by Councilman Toups and adopted.
Correspondence: Mayor Bourgeois received an e-mail from Mr. David Carona, WBR Superintendent of Schools, advising that a meeting of the Personnel & Finance Committee for the school system will be held at 5 p.m. on Tuesday, October 10th. Discussions will be held on teachers’ pay in West Baton Rouge, which presently lag behind the surrounding districts. He urged attendance of those interested.
Mayor Bourgeois advised that the United Way campaign is underway and encouraged participation.
Special Business: Parish Council: Mr. Randy Mouch advised that the YMCA was dedicated with a ribbon cutting ceremony recently; the Wal Mart store is due to open November 8th; and the “Oldies but Goodies” event at the Tourist commission facility will be held on Sunday.
Mr. PeeWee Berthelot, President of the Parish Council, advised that the Central Communications Committee should have something definite by the end of the year.
Police Report: The monthly police report, given by Chief Anderson, included 72 traffic citations issued; 7 misdemeanor arrests; 4 felony arrests; and 4 vehicle wrecks worked. The misdemeanor arrests were: 2-traffic; 2-simple battery (domestic abuse); 1 aggravated assault (gun)(domestic abuse battery); 1 hit and run; and 1 trespassing. The felony arrests were: 1-narcotics; 1 second degree battery; 1-unlawful presence in the United States.
Sewer Report: The monthly sewer report, given by John Artigue, included 6 equipment failures; 7 jammed pumps; 3 leaks; 2 grease problems; and 2 miscellaneous calls. The sewer machine was run to unplug a line behind Ace Hardware; one grinder pump was replaced; sewer tie-ins and inspections: 3-River Road; 1-Sugar Mill; 2-River Landing; 2-Missouri Acres; 3-Acadian Crossing.
Planning & Zoning: The recommendation of the Planning & Zoning Commission to grant a Home Occupation license to Ms. Michell Bond to have a private investigating business, was accepted on a motion by Councilman Landry, 2nd by Councilman Parrish and adopted.

Eric Seneca: Mr. Seneca, the computer technician for the Town, was recognized. He explained problems which have been encountered with the computer system. Following his presentation, a motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes, to ratify the purchase of a new server and hard drive for the system and replace a switch which was bad. The motion was adopted.
Old Business: Backhoe Bids: Mayor Bourgeois asked for bids from the audience three times. The bids which were received were opened with the following results: (1) Toby Berthelot - $3,750.00 (2) Johnny Morain – $4,545.00; (3) L & O Construction - $6,500.00 (4) Kathy Mouton-$4,615.00.
A motion was made by Councilman Landry, 2nd by Councilman Gauthreaux to grant the sale of the backhoe to the highest bidder, L & O Construction - $6,500.00. The motion was adopted.
Ordinance #2006-4: Mayor Bourgeois opened a public hearing on ordinance #2006-4 which deals with parking at multi-family complexes, condominiums, etc. Following the public hearing, a motion was made by Councilman Toups, 2nd by Councilman Parrish to adopt Ordinance #2006-4, “An ordinance amending the Addis Code of ordinances, particularly, the zoning ordinance providing for the minimum number of parking spaces for all multi-family housing, including duplexes, triplexes, apartments, row housing, cluster development, atrium or patio homes, and condominiums. Those dwellings designated as multi-family dwellings shall have a minimum of two (2) parking spaces per dwelling unit, with an additional “visitor” space for every four (4) units.” The motion was adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. W. W. District #1: A discussion was held on WBR Parish Water Works District #1 which serves the people of Addis. A decision was made to look into future plans for the District and further discussions will be held at future meetings.
Radio Station KDDK-fm: Mayor Bourgeois advised that the antennae for the radio will need to have an additional 20’ in height. This will be brought to the West Baton Rouge Parish Planning & Zoning Commission for discussion.
New Business: Open Container: A request for an open container by Andrekia S. Smith for a family reunion on October 21st was denied due to the fact that revised rules for the rental of the building specified that no drinking will be done outside the building, and no open container permits will be issued in the future; the motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.

Dow Grant: Mayor Bourgeois advised that the Addis Historical Society received a $10,000.00 grant from Dow Chemical, and it was decided that a “town square” clock would be purchased with the grant.
A motion was made by Councilman Landry, 2nd by Councilman Toups to grant the difference in the cost of the clock, over the $10,000.00 grant, out of the Museum’s budget set by the Town. The motion was adopted.
Street Light: A request for a street light on river Parkway was tabled until the area can be looked at further, on a motion by Councilman Cazes, 2nd by Councilman Landry and adopted.
YMCA: In response to a question from Mr. Jeff Moore, director of the YMCA, a motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to charge the YMCA, for sewerage, the commercial minimum rate of $20.00, plus the regular charge for water usage. The motion was adopted.
Halloween: Mayor Bourgeois announced that “trick or treat” will be held on Tuesday, October 31st from 5:30 p.m. to 7:30 p.m.
Public Comments: Mr. Berthelot commented on the appearance of the Civic Center since it was renovated.
Mrs. Faye Watts, President of the Civic League advised that the Masquerade Ball will be held on October 28th with the dress rehearsal for the “pageant” on October 27th. She advised that the Civic League received a $2,500.00 grant from Dow Chemical. They will purchase a work table for the Community Center kitchen. The Civic League each year gives $500.00 to the Council on Aging; a $500.00 scholarship to a Brusly High School senior; $500.00 of perishable food to the St John the Baptist food bank; and annually hold breakfast with the Easter Bunny and an Easter egg hunt.
Fire Department: At 8:10 p.m. a motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to temporarily adjourn the meeting to hold the regular meeting of the Board of Commissioners for Fire Sub-District #1. The motion was adopted.
At 8:17 p.m. the meeting was reconvened on a motion by Councilman Toups, 2nd by Councilman Cazes and adopted.
Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Parrish, 2nd by Councilman Gauthreaux and adopted.
A motion to advertise for a public hearing at the November meeting to discuss the revision of the 2006 General Administration and Enterprise budgets was made by Councilman Parrish, 2nd by Councilman Cazes and adopted.

Sewer: A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted to purchase tires for the sewer truck at a cost of $587.56.
Police: Chief Anderson advised that the new unit should be in within the next two to four weeks. He further advised that one unit was damaged in an accident with a sheriff’s unit. The Parish will take care of repairs.
Personnel: Mayor Bourgeois advised that Chief Anderson has asked the Town to provide him with health insurance. Mr. Larpenteur advised that health insurance provided by the town becomes a part of the Chief’s salary and cannot be dropped.
A motion was made by Councilman Landry, 2nd by Councilman Parrish to provide Chief Anderson with insurance under the Town’s insurance coverage plan. The motion was adopted.
A motion was made by Councilman Parrish, 2nd by Councilman Cazes to provide rider coverage for insurance for Chief Anderson’s family. The motion was adopted.
Drainage: None
Buildings: John Artigue was asked to get someone to pressure wash the building.
Streets, Roads, etc. John will order new street signs as needed. He advised that he painted over some graffiti which was on some of the streets in Town.
Executive Session: At 8:33 p.m. a motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted to go into Executive Session to discuss personnel.
At 8:58 p.m. a motion to return to regular session was made by Councilman Cazes, 2nd by Councilman Toups and adopted.
Mayor Bourgeois advised that several personnel items were discussed in Executive Session.
The meeting was adjourned at 9:01 p.m. on a motion by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
