TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was called to order by Mayor Bourgeois at 7:00 p.m. on Wednesday, November 1, 2006 at the Addis Municipal Center. The Pledge to the Flag was recited.
Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None
Minutes: The minutes of the October 4th regular meeting were approved, as mailed, on a motion by Councilman Toups, 2nd by Councilman Cazes and adopted.
Correspondence: Mayor Bourgeois advised that West Baton Rouge Parish will celebrate its 200th anniversary in 2007. A meeting of the Bicentennial Planning Committee will be held on November 15, 2006 at 2:00 p.m. at the WBR Tourist Information & Conference Center. Those interested are invited to attend.
A letter received from Shintech announced a job fair to be held on December 2, 2006 at the Carl F. Grant Civic Center in Plaquemine from 12 p.m. to 8 p.m. Hiring will target positions for the new Iberville Parish facility which should be completed in the 3rd quarter of 2007.
Edmond Jordan: Mr. Larpenteur advised that he spoke with Mr. Jordan who decided not to appear before the Council.
Parish Council: No further report other than the Bicentennial plans.
Police Report: The monthly report, given by Chief Anderson, included 119 traffic citations issued; 5 misdemeanor arrests; 2 felony arrests; 5 vehicle wrecks worked. The misdemeanor arrests were 2 for domestic abuse battery and 3 for traffic violations. Felony arrests were 1 aggravated second degree battery (stabbing/two victims; and 1 aggravated flight from officer (ran vehicle into a crowd of people.)
Sewer Report: The sewer report, given by John Artigue, included 17 equipment failures; 6 jammed pumps; 2 leaks and 2 miscellaneous calls. The north pump in Acadian Crossing was repaired; The impellers and wear plates on both pumps on Addis Lane were replaced; the impeller and wear plate on the east pump in Addis Place were replaced.
Planning & Zoning Commission: Following a short discussion, a motion was made by Councilman Landry, 2nd by Councilman Gauthreaux to accept the recommendation of the Planning & Zoning Commission and grant a Home Occupation license to Mrs. Joyce Beardon for a cleaning service. The motion was adopted.
Mayor Bourgeois advised that Mr. Raymond Loupe and Mr. J. D. Pellerin are in the process of purchasing 200 acres north of Sugar Mill. They want to develop the land. More information as it becomes available.
Developers of Sugar Mill have advised that they would like to build 81 condos instead of 88 as originally planned. They will come before the Planning & Zoning Commission and the Town with their plans.

Old Business: 2006 Revised Budgets: Town: A public hearing was held on the proposed 2006 revised Budget. Following the public hearing, a motion was made by Councilman Gauthreaux, 2nd by Councilman Landry to approve the 2006 revised budget, as presented. The motion was adopted. A copy of the complete budget is available at the Town Hall for those interested, and attached to and made a part of these minutes.
Enterprise Fund 2006 revised budget. A public hearing was held on the proposed 2006 revised budget. Following the public hearing, a motion was made by Councilman Toups, 2nd by Councilman Cazes to approve the 2006 revised budget for the enterprise fund, as presented. The motion was adopted. The complete budget is available at the Town Hall for public inspection, and attached to and made a part of these minutes.
Backup for computers: A motion was made by Councilman Toups, 2nd by Councilman Landry to approve the purchase and installation of a datavaluting “backup” system for the Town’s computers at a cost of $599.00 for installation and approximately $150.00 per month cost. The motion was adopted.
Spam Blocker: A motion was made by Councilman Cazes, 2nd by Councilman Landry to have Eric Seneca install a Spam Firewall for the Town’s computers at a cost of $2,000. for the unit and approximately $969.00 for 3 years of service. The motion was adopted.
Street Light-River Landing: Following a discussion, a motion was made by Councilman Landry, 2nd by Councilman Cazes to postpone a final decision until more houses are built in the subdivision. The motion was adopted.
Radio Station: Mayor Bourgeois advised that the Parish has approved the site location for the radio station’s antennae.
Wal Mart Resolution: A resolution was introduced by Councilman Cazes, 2nd by Councilman Landry to repay the amount owed by the Town for the infrastructure for the construction of the Wal Mart facility in three years. The motion was adopted. A copy of the complete resolution is attached to and made a part of these minutes.
New Business: Building Code: An ordinance to amend and re-enact the comprehensive building regulations for the Town of Addis, Louisiana, relative to the adoption of the Uniform Statewide Building Code, and to provide for related matters, was introduced on a motion by Councilman Toups, 2nd by Councilman Gauthreaux and adopted.
The LA Legislature enacted Act 12 of the 2005 Special Session mandating the adoption of a Uniform Statewide Building Code, and mandating that cities, towns, villages and parishes enforce its provisions.
Police Car: A motion was made by Councilman Cazes, 2nd by Councilman Landry to advertise for the sale of a 2001 Ford Crown Victoria police vehicle which is no longer in service, with bids to be opened at the December 6th regular meeting of the Town Council. The motion was adopted.

Public Comments: Mr. Eric Jones approached the Council with a problem he and his brother are having with property on Main Street. Mr. Jones was advised that this is a Civil matter and the Town cannot handle the resolution of it.
Fire Meeting; At 8:13 p.m. a motion was made by Councilman Toups, 2nd by Councilman Parrish, and adopted, to temporarily adjourn the meeting in order to hold the regular meeting of the Board of Commissioners for Fire Sub-District #1 of WBR.
At 8:36 p.m. the meeting was reconvened on a motion by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Landry, 2nd by Councilman Gauthreaux and adopted.
Mayor Bourgeois set a Finance Committee meeting for Wednesday, November 15th at 5:30 p.m. to discuss the 2007 budgets.
Sewer: A motion to ratify the repair of pumps, in the amount of $1,466.00, and to purchase a spare pump at $3,348.00, was made by Councilman Cazes, 2nd by Councilman Landry and adopted.
A motion to purchase a hammer drill for approximately $300.00 was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
A discussion was held on the donation of lift stations in new subdivisions being donated to the Town. This will be discussed further at future meetings.
Police: Chief Anderson asked for Executive Session which will be held later.
Personnel: Mayor Bourgeois asked if the Council would be receptive to having a “retreat” (brainstorming sessions) to look into plans for the future growth of Addis as a city.
Drainage: None
Streets, Roads, etc.; Everyone was asked to continue to check street lights for outages. The number to call is 1-800-9OUTAGE.
Buildings: John advised that the ice machine needs work and was told to have it repaired.
Executive Session: At 8:51 p.m. a motion to go into Executive Session at the request of Chief Anderson to discuss a personnel matter was made by Councilman Gauthreaux, 2nd by Councilman Landry and adopted.
At 9:41 p.m. a motion to return to regular session was made by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.
Mayor Bourgeois advised that the purpose of Executive Session was to discuss personnel, especially payroll.
The meeting was adjourned at 9:54 p.m. on a motion by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
