Regular Meeting: March 1, 2006

TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, March 1, 2006 at the Addis Municipal Center. The Pledge to the Flag was recited.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish Toups.
Absent: None

Minutes: The minutes of the February 1st regular meeting were approved, as mailed, on a motion by Councilman Landry, 2nd by Councilman Cazes and adopted.

Correspondence: Mayor Bourgeois read a thank you from the Anderson family.

Parish Council: Mr. Randy Mouch thanked the Mayor and Council for being invited to ride on the Town’s float in the Fireman’s Parade.
Mr. Mouch advised that discussions are still going on with Central Communications. A meeting will be held on March 27th for the group which is working to get a Board together to run the Central Communications.
Mr. Mouch further advised that there is a job opening in the Parish for a Program Director for the Recreation Department.

Police Report: The police report, given by Chief Anderson, included 169 traffic citations issued; 14 misdemeanor arrests; 2 felony arrests; and 3 vehicle wrecks. The misdemeanor arrests were traffic-3; disturbing the peace-5; resisting an officer-3; dangerous animal permit-2; and 1-unattended fire. The felony arrests were 2-theft of motor vehicle; 1 unauthorized entry of inhabited dwelling.

Chief Anderson advised that the parade day went well with only one problem with a juvenile. In answer to a question about the status of the purchase of equipment to alleviate a problem with residents being disturbed in the middle of the night by someone ringing door bells and/or banging on walls, Chief Anderson advised that he is checking on this type of equipment and is talking to other departments who are more familiar with this type of problem.

Sewer Report: The sewer report, given by John Artigue, included 13 equipment failures; 2 jammed pumps; 1 leak and 1 miscellaneous problem. Both effluent pumps were replaced at the plant. The sewer machine was run on Addis Lane to unplug a line; a sewer tie-in for a new home was located in Addis Place; and 6 sewer tie-ins were inspected in Sugar Mill Plantation.

A motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to ratify the cost of $11,554. for the replacement of the effluent pumps at the plant. The motion was adopted.

A motion was made by Councilman Landry, 2nd by Councilman Cazes to authorize John Artigue to expend $2,046. to repair the spare pump for the plant. The motion was adopted.

Letters have been sent to all new customers advising that the sewer system is ready.

Planning & Zoning Commission: Mayor Bourgeois opened a public hearing on the rezoning request on the Messina Property. The rezoning request is to reduce the front portion of the property, which is presently
zoned C-1, from 500’ to 328 ‘, and zone the balance to R-80, with the present R-100 lots to be rezoned to R-80, with the stipulation that no lot will be under 85’ frontage.

Following the public hearing, a motion was made by Councilman Landry, 2nd by Councilman Gauthreaux to accept the recommendation of the Planning & Zoning Commission and approve the rezoning of the Messina Tract as requested, with the stipulation that no lot would be less than 85’ frontage. The motion was adopted.

Mayor Bourgeois advised that the Advocate is still interested in purchasing a portion of the Lousteau property, but only want half of it. This matter will come before the Planning & Zoning Commission again in April.

Mayor Bourgeois advised that the unimproved portion of the Delahaye property has been sold. The developer will probably come before the Planning & Zoning Commission in the near future.

Home Occupation – Robert Rivet: A discussion was held on the validity of Mr. Rivet’s Home occupation, A motion was made by Councilman Toups, 2nd by Councilman Parrish to allow Mr. Rivet 90 days to operate his business as he is presently doing. The motion was adopted.
The Mayor and Councilman Landry, and any one else who is interested, will inspect this property and further discussion held at the next meeting.

Old Business: Resolutions: A resolution congratulating and commending the Brusly High school Boys’ Wrestling Team for their state Championship in boy’s Division II Wrestling in 2006 was read in full by Mr. Larpenteur, and offered by Councilman Cazes, 2nd by Councilman Gauthreaux, and adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None Absent: None Abstaining: None.

A resolution congratulating Miss Ellen Gauthreaux for her outstaning accomplishments and for being named the Brusly High School “Student of the year.”, was read in full by Mr. Larpenteur, offered by Councilman Toups, 2nd by Councilman Parrish and adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None Absent: None Abstaining: None

Culvert Ordinance: Following a discussion, a motion was made by Councilman Landry, 2nd by Councilman Cazes to table the discussion on the new culvert ordinance until the April meeting pending the obtaining of the most recent copy of the DOTD regulations. The motion was adopted.

New Business: National League of Cities: Names were drawn for attendance at the National League of Cities conferences in 2006 and 2007. 2006 are Mayor Bourgeois and Councilman Parrish; and 2007 Attorney Larpenteur , Councilman Hook Cazes. Councilmen Toups and Gauthreaux asked that their names be withdrawn from the drawing. Councilman Landry will fill in for anyone who cannot attend.

Old Telephones: A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to declare the old telephones in the municipal building as surplus and they will be disposed of. The motion was adopted .

Trees on Laws Road: A motion was made by Councilman Parrish, 2nd by Councilman Landry to ratify the cost of $825.00, which was the low quote received, for the removal of some partially dead trees on Laws Road. The motion was adopted.

Accounts Payable Class: A motion to expend monies necessary for Dana Strauss and Vera Lucas to attend a one-day Accounts Payable Seminar, was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.

Audit Questionnaire: A motion was made by Councilman Cazes, 2nd by Councilman Toups to authorize Mayor Bourgeois to sign the completed 2005 Audit Questionnaire. The motion was adopted.

Public Comments: Chief Anderson thanked the Fire Department for their quick and professional response to his recent health episode.

At 8:15 p.m., a motion to temporarily adjourn the meeting and hold the meeting of the Board of Commissioners for Fire Sub-District #1 was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
At 8:35 p.m, a motion to reconvene the regular meeting of the Mayor and Town Council was made by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.

Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.

Sewer: John Artigue advised that the cost of sewer tanks have gone up to $2,985. A motion was made by Councilman Parrish, 2nd by Councilman Gauthreaux to charge the cost, plus $50.,00 for the installation of a grinder pump and panel in the future. The motion was adopted.

A motion was made by Councilman Parrish, 2nd by Councilman Toups to authorize John Artigue to replenish supplies, as needed, without approaching the Council for approval. The motion was adopted.

Police: Chief Anderson advised that 21 police officers , which included 11 reserves of the WBR Parish Sheriff’s Reserves, worked the Fireman’s parade. He asked for a donation to the WBRPSO Reserves again this year.
A motion was made by Councilman Parrish, 2nd by Councilman Cazes to make a $250.00 donation to the WBR Parish Sheriff’s Office Reserves in appreciation for their help with the Fireman’s parade. The motion was adopted.

Personnel: None Drainage: John advised that a couple of ditches were cleaned out in WestRiver.
Some work was done on the cul-de-sac in River Landing. John is checking on the size of the culverts in that area.
The Parish will be contacted to see if Myhand Ditch can be cleaned out. Trash is being dumped into this ditch and could cause some serious drainage problems.

Buildings: A motion was made by Councilman Landry, 2nd by Councilman Cazes to authorize Mayor Bourgeois to contact a landscape architect to draw up plans for the museum area. The motion was adopted.

A motion was made by Councilman Landry, 2nd by Councilman Cazes to purchase approximately 200’ of culverts to install from the museum building to the caboose. The motion was adopted.

YMCA: A request by the YMCA to use the Chambers to register membership was approved on a motion by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.

Streets, Roads, etc. One pothole was repaired on Una Street.

The meeting was adjourned at 9:00 p.m. on a motion by Councilman Gauthreaux, 2nd by Councilman Landry and adopted.
