TOWN OF ADDIS MINUTES (JUNE 7, 2006)

The regular meeting of the Mayor and Town Council for the Town of Addis was called to order at 7:00 p.m. by Mayor Bourgeois. The Pledge to the Flag was recited.
Mayor Bourgeois asked for a moment of silence in remembrance of Mr. C. J. Cazes, the brother of Councilman Cazes.

Roll Call: Present: Mayor Bourgeois; Councilmen Gauthreaux; Landry; Parrish; Toups. Absent: Councilman Cazes

Minutes: The minutes of the regular meeting of May 3rd were approved, as mailed, on a motion by Councilman Landry, 2nd by Councilman Toups and adopted.

D.E.Q.- Mayor Bourgeois asked to deviate from the Agenda and introduced Ms. Marchand and Mr. Fielding with D.E.Q. Mr. Fielding spoke on contamination of drinking water and asked that the Town adopt an ordinance to help protect the public’s water supply. This will be discussed more at a committee meeting to be held on June 28.

Correspondence: Mayor Bourgeois announced that a dedication of the new park area on the Parish Governmental Complex Grounds with a reception following at the library, will be held at 5:00 p.m. on Wednesday, June 14, 2006. The area will be dedicated to those in service as firefighters, law enforcement personnel and the military.

Parish Council: Mr. Randy Mouch advised that talks are underway concerning Parish Water Districts #1 and #2. More discussions will be held at the next W.W. District #1 meeting to be held at 6:30 p.m. on July 6th.
Mr. Mouch advised further that the opening of the new Addis Community Center is contingent upon approval by the Fire Marshall. Another visit by the Fire Marshall’s office is scheduled for 9:00 a.m. on June 15th.

Police Report: The monthly police report, given by Officer Jason Langlois, included 138 traffic citations issued; 13 misdemeanor arrests; 2 felony arrests; and 4 vehicle crashes. The misdemeanor arrests were: 2-traffic; 1-Hit and Run; 1-DWI; 2-criminal trepass; 5-disturbing the peace, and 2-improper telecommunications.
The felony arrests were: 1-unauthorized entry of inhabited dwelling; and 1-second
degree battery.

Sewer Report: The Mayor read the sewer report which included 21 equipment failures; 1 jammed pump and 2 miscellaneous calls. Sewer inspections made were: 1-Missouri Acres; 1-Sugar Mill and 3-Acadian Crossing.

Planning & Zoning Commission: A motion was made by Councilman Toups, 2nd by Councilman Landry to accept the recommendation of the Planning & Zoning Commission and grant a Home Occupation license to Ms. Kimberly Taylor to run a Medical Transportation Service from her home on Kim Avenue. The motion was adopted.
Mayor Bourgeois advised that the property on First Street owned by the Lousteau Estate was subdivided by an administrative act as it met all the requirements necessary for this action. The plat was signed by Mayor Bourgeois and Mrs. Joan Barbier, Chairman of the Planning & Zoning Commission.
The CRPC meeting will be held at 6:00 p.m. on June 19th at the Community Center in Port Allen.

Mayor Bourgeois further advised that Mrs. Holly LeBlanc has advised that she does not want to be reappointed to the Planning & Zoning Commission as the meetings conflict with other family obligations. Mayor Bourgeois asked that anyone who knows of anyone interested in serving on this Commission to advise him or the Town Hall.

Old Business: Ordinance #2006-2: Following a public hearing and the reading of the proposed ordinance in full by the Attorney, a motion was made by Councilman

Landry, 2nd by Councilman Toups to adopt Ordinance #2006-2, an Ordinance amending the Addis Code of Ordinances, particularly, Chapter 12, Section 12-5 providing for the setting of Speed Limits in the Town of Addis, with one correction showing the date of introduction as May 3rd. The motion was adopted on the following roll call vote: Yeas: Gauthreaux; Landry; Parrish; Toups. Absent: Cazes Abstaining: None

Lynn Ourso Update: Mayor Bourgeois and others advised that the fence around the trailer park is almost complete. The area will be checked again and a letter sent if all improvements are not complete.

Jeanne Daigle Update: Mayor Bourgeois advised that he spoke with Ms. Daigle and was advised that she is moving her business to Gonzales.

Robert Rivet Update: A motion was made by Councilman Gauthreaux, 2nd by Councilman Landry to accept the request of Mr. Rivet and grant him a 30-day extension to move his business to the Addis Hardware building until approval of the Fire Marshall can be obtained. The motion was adopted.

New Business: Official Journal: A motion was made by Councilman Landry, 2nd by Councilman Toups to name the West Side Journal as the official journal for the Town of Addis for the year July 1, 2006 to June 30, 2007, with costs and regulations as set out in Mr. Guilbeau’s letter of June 6, 2006, a copy of which is attached to and made a part of these minutes. The motion was adopted.

DeBlanc House: A motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to have a dumpster placed at the DeBlanc house until the house is completely cleaned out. The motion was adopted.

LMA District H meeting: Mayor Bourgeois advised that the LMA District H meeting will be held in Fordoche on June 20th and asked that anyone interested in attending contact the Town Hall as soon as possible.

V.F.W. Facility: A discussion was held on the possible uses of the V.F.W. building after the Parish’s lease is up. More discussion will be held at the June 28th committee meeting.

C.J. Cazes: A motion was made byCouncilman Parrish, 2nd by Councilman Landry to purchase a leaf on the Memorial Tree for Councilman Cazes’ brother, Mr. C. J. Cazes, who died recently.

Public Comments: There were no public comments.

Fire Meeting: At 7:56 p.m. a motion to temporarily adjourn the meeting in order to hold the meeting of the Board of Commissioners for Fire Sub-District #1 was made by Commissioner Gauthreaux, 2nd by Commissioner Parrish and adopted.
At 8:01 p.m. the meeting was reconvened on a motion by Councilman Toups, 2nd by Councilman Parrish and adopted.

Committee Reports: Finance: A motion to pay bills presented was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.

Sewerage: None Police: None Personnel: None
Drainage: Mayor Bourgeois advised that he asked the contractors on the Advocate property to hold up on installing the culverts as they appear to be too high.
Councilman Parrish asked that the cul-de-sac on Susan Jean be checked as it appears to be damaged.
Buildings: A contractor has been contacted to do some work on the Civic Center.

Adjourn: The meeting was adjourned at 8:19 p.m. on a motion by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
