TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, February 1, 2006 at the Addis Municipal Center. The meeting was called to order by Mayor Bourgeois and the Pledge to the Flag recited.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None

Minutes: The minutes of the regular meeting of January 4, 2006 were approved, as mailed, on a motion by Councilman Landry, 2nd by Councilman Toups and adopted.

Correspondence: A thank you note from the Civic League for help with their flyers for the annual dance was read.

Parish Council: Mr. Mouch advised that the work on the Riley building is progressing as planned. The Parish has several projects planned. No further report.

Police Report: The monthly police report, given by Chief Anderson, included 149 traffic citations issued; 16 misdemeanor arrests; 11 felony arrests; and 3 vehicle wrecks worked. The misdemeanor arrests were 1-narcotics; 2-theft; 1-DWI; 5-traffic; 1-disturbing the peace; 1-warrant; 2-damage to property; and 2-contributing to delinquency of a minor. The felony arrests were: 4-narcotics (distributing of marijuana, crack and meth.); 2-theft; 3-unauthorized entry; and 2-theft of a motor vehicle.

At the request of Chief Anderson, a motion was made by Councilman Toups, 2nd by Councilman Gauthreaux to authorize overtime pay, breakfast and lunch for those officers working the Fireman’s parade on February 19th, and the purchase of beads for throws for the parade. The motion was adopted.

Sewer Report: The sewer report, given by John Artigue, included 11 equipment failures; 2 jammed pumps; 2 leaks; 2 tank installations and 2 miscellaneous calls. The charcoal filter was changed on the First Street pump station; One sewer tie-in was inspected in Missouri Acres and the top and ring on the Bird Heights manhole were replaced.

Planning & Zoning: Mayor Bourgeois advised that drawings were received for the second filing of Sugar Mill. A motion was made by Councilman Landry, 2nd by Councilman Cazes to authorize developers of Sugar Mill Plantation to proceed with the work on the second filing of Sugar Mill Plantation based upon review of the drawings and approval of same by the engineer, and the fact that the area was approved when the preliminary plat of the complete subdivison was approved. The motion was adopted.

Old Business: LCDBG Update: A motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to approve final payment on Part A, contingent upon completion of the following items:

(a) Clean up on River Road (Delahaye/Joffrion property)
(b) Asphalt on Younger Drive at River Road.
The motion was adopted unanimously.

A substantial completion was received on Part B of the project.

A motion was made by Councilman Landry, 2nd by Councilman Parrish to give final approval on the First Filing of Sugar Mill Plantation contingent upon completion of the following items: (1) provide temporary access for vehicle to wastewater pumping station; (2) at wastewater pump station, (a) fix broken latch on control panel; (b) seal around all pipe penetrations to wetwell (c) provide an approved method of hanging float switches within welwell; (d) cleanup and dress area around station, and (3) remove mud from streets and seed and mulch disturbed areas. The motion was adopted.

Lynn’s Trailer Park: A motion was made by Councilman Landry, 2nd by Councilman Toups to grant an additional 90 days (to May 3rd) for Mr. Ourso to repair the fence around his trailer park. The motion was adopted.

Culverts: Councilman Gauthreaux, chairman of the AdHoc Committee studying culvert regulations in Town explained the research the committee had studied and made a motion to introduce and advertise for an ordinance to amend the Town of Addis Code of Ordinances to reflect revisions to the Culvert Ordinance. The motion was seconded by Councilman Parrish and adopted.

New Business: Chamber of Commerce: Mr. Larry Durbin, Executive Director of WBR Chamber of Commerce was introduced. He, in turn, introduced Mrs. Debra Salvadras, Chairman of the Board. Mrs. Salvadras gave a report on the year’s activities of the Chamber.

WBR HAZARD MITIGATION PLAN: Ms. Sharlot Edwards was introduced and explained the WBR Hazard Mitigation Plan. Following the presentation, a motion was made to adopt a resolution accepting the WBR Parish Hazard Mitigation Plan, as presented. The resolution was adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None Absent: None Abstaining: None.

Park and Ride: Mayor Bourgeois explained a plan to run a bus along LA 1 to Baton Rouge, especially for those persons who are displaced or need help in getting to New Orleans. The service will begin February 13th and end on June 15th.
A motion was made by Councilman Landry, 2nd by Councilman Parrish to participate in the Park & Ride program, and allow the Municipal parking lot to be used as a “pick-up” place, contingent upon the Attorney reviewing the complete contract. The motion was adopted.

Parade: A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to expend money necessary for supplies needed for the float for the Fireman’s parade on February 19th. The motion was adopted.

A request by Linda Crosbie to open Chuck’s Lounge at 9:00 a.m. on parade day, February 19th, was made by Councilman Parrish, 2nd by Councilman Gauthreaux and adopted.

LMA Mid-Winter Conference: Mayor Bourgeois advised that the annual LMA Mid-Winter Conference for elected officials will be held on February 21-23 at the Holiday Inn Select in Baton Rouge, and asked that those interested in attending call the office so reservations can be made.

Public Comments: Mayor Bourgeois opened the floor for comments from the public.
Chief Anderson thanked the Mayor and Council, on behalf of his family, for their support and concern during the illness and death of his father, Alton Anderson.

Mr. Riley Berthelot advised that he was approached by Mr. Carter Wilkinson of Poplar Grove asking for a name change of a street in Sugar Mill Plantation which carries the name, Poplar Grove.

Mr. Lynn Ourso asked when the Younger Drive sewer would be ready for residents to tie-into. He was told this should be within the next few weeks.

Mrs. Bonnie Kleinpeter advised that her mother-in-law, Eva Kleinpeter is still having problems with “nighttime visitors” disturbing her at night with knocking on her home. Chief Anderson apologized for not taking care of this matter sooner, but advised that he will work on taking care of this problem in the near future.

Mr. Todd Leveron asked about issuance of building permits, and advised that the Fire Marshall’s office has not been contacted on several of the newer businesses in Town. This will be looked into by the office.

Fire Meeting: At 8:10 p.m., a motion to temporarily adjourn the meeting in order to hold the Fire Department meeting, was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.

The meeting was reconvened at 8:30 p.m. on a motion by Councilman Toups, 2nd by Councilman Cazes and adopted.

Committee Reports: Finance: A motion to pay bills presented, which are found in order, was made by Councilman Gauthreaux, 2nd by Councilman Landry and adopted.

Sewer: A motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to authorize the purchase of five sewer tanks. The motion was adopted.

Police: Mayor Bourgeois advised that Executive Session will be held at the end of the Committee reports.

Personnel: Mayor Bourgeois advised that the “Relay for Life” program will be held again this year in May.

A complaint regarding the use of town equipment for personal use by employees was addressed.

Drainage: A discussion was held on water on the street in Sugar Mill Plantation.

Buildings: Mayor Bourgeois advised that he was told that the Cullen house, on the corner of Harris and First Street, is for sale and was asked if the Town is interested in purchasing the property.
Following a discussion, a motion was made by Councilman Landry, 2nd by Councilman Gauthreaux to defer on the purchase of the Cullen house, due to the fact that the Town presently has several projects in progress concerning the museum and adjoining property. The motion was adopted.

Streets, Roads, etc.: A meeting on an Acadian Crossing problem has been set for Wednesday, February 8th at 5:00 p.m. with members of the Streets and Roads committee, Mayor Bourgeois, Attorney Dana Larpenteur, Engineer Oscar Boudreaux; Attorney Lou Delahaye; Contractor Raymond Loup; Engineer Cletus Langlois; John Artigue; Larry Broussard, and any other Councilman who is interested in attending.
A motion was made by Councilman Parrish, 2nd by Councilman Cazes to approve the Mayor entering into a binding agreement with Delahaye Investments for the repair of the road in Acadian Crossing, based upon the engineer’s recommendation. The motion was adopted.

Councilman Toups advised that a problem on the Foret Street Crossing has been reported to the railroad.

The State has been contacted concerning the red light in front of the municipal building. Chief Anderson reported that the sensor pad are not working properly and are located too close to the actual roadway.

Drawing for attendance at the National League of Cities Conference will be held at the next meeting.

Executive Session: A motion to go into Executive Session to discuss personnel was made at 8:07 p.m. by Councilman Gauthreaux, 2nd by Councilman Landry and adopted.

A motion to return to regular session was made at 8:12 p.m. by Councilman Parrish, 2nd by Councilman Toups and adopted.

On the recommendation of Chief Anderson, a motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to release Darrell Harrington as a paid, part time officer due to the fact that he did not put in his prescribed work time. The motion was adopted.

The meeting was adjourned at 8:14 p.m. on a motion by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
