Regular Meeting: December 6, 2006

TOWN OF ADDIS MINUTES

The regular meeting of the Mayor Pro Temp and Town Council for the Town of Addis was called to order at 7:00 p.m. on Wednesday, December 6th, by Mayor Pro Temp Harry Landry. The Pledge to the Flag was recited.

Mayor Pro Temp Landry advised that he will be voting on any items which come up which needs a vote of the Council.

Roll Call: Present: Mayor Pro Temp Landry; Councilmen Cazes; Gauthreaux; Toups. Absent: Mayor Bourgeois; Councilman Parrish.

Minutes: The minutes of the November 1st regular meeting were approved, as corrected, on a motion by Councilman Toups, 2nd by Councilman Cazes and adopted. The correction was one typographical error.

Correspondence: None

Special Business: Parish Council: Mr. Mouch advised (1) that more vandalism was discovered at Myhand Park. The parish would like to see cameras installed to help with this problem, (2) basketball courts are being constructed on the south end of Myhand Park. (3) the Parish has finalized their 2007 budget.

Mrs. Peeples-Museum Park: Mrs Helen Peeples presented the preliminary plan for the park area around the museum and the DeBlanc property. More at future meetings.

Sewer Report: The monthly sewer report, given by John Artigue, included 7 equipment failures; 3 jammed pumps; 1 tank installation; 1 electrical relocation and 3 miscellaneous calls. The carbon filter was replaced on the First Street pump station; and there were two tie-in inspections in Sugar Mill Plantation.

Police Report: The monthly police report, given by Chief Anderson, included 180 traffic tickets issued; 11 misdemeanor arrests; 2 felony arrests; 7 vehicle wrecks worked. The misdemeanor arrests were: traffic-2; disturbing the peace-4; warrants-1; domestic abuse battery-2; aggravated assault-1; and damage to property-1. The felony arrests were: aggravated battery-1; and vandalism (ballpark)- 3.
Chief Anderson advised that the vandalism at the park took place during the middle of the day after the park workers had left. One arrest was made later that evening, with two others identified, however, due to their age, they were not arrested.

Planning & Zoning Commission: A motion was made by Councilman Cazes, 2nd by Councilman Toups to accept the recommendation of the Planning & Zoning Commission and grant a Home Occupation permit to Mr. Paul Kearney to do residential repairs from his home. The motion was adopted.

Sugar Mill-Preliminary Plat: Following a discussion, a motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to accept the recommendation of the Planning and Zoning Commission and approve the preliminary plans for Phase one and two of the construction of single-story condominiums in Sugar Mill Plantation. The motion was adopted.

Building Code Ordinance: Mayor Pro Temp Landry opened a public hearing on proposed ordinance 2006-5, which addresses the adoption of the new Building Codes as directed by the State. Following the public hearing, a motion was made by Councilman Toups, 2nd by Councilman Gauthreaux to adopt Ordinance #2006-5, as corrected, which is an ordinance to amend and re-enact the comprehensive building regulations for the Town of Addis, Louisiana, particularly Code of Ordinances, Chapter 5, Sections 5-16 relative to the building codes; and to provide for related matters. The motion was adopted on the following roll call votes: Yeas: Landry; Cazes; Gauthreaux; Toups. Nays: None Absent: Parrish Abstaining: None

Police Vehicle Bids: No bids were received for the 2001 Ford Crown Victoria. A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux, to table action until the special meeting to be held on December 20th. The motion was adopted.

2006 Audit engagement letter: This item will be brought up at the special meeting of December 20th.

Fire Meeting: At 7:45 p.m. a motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to temporarily adjourn the meeting in order to hold the regular meeting of the Board of Commissioners for Fire Sub-District #1. The motion was adopted.
At 7:49 p.m. a motion to reconvene the meeting was made by Councilman Toups, 2nd by Councilman Cazes and adopted.

Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.
Mayor Pro Temp Landry advised that a special meeting to discuss/adopt the 2007 budgets and any other business which is properly brought up, will be held at 5:30 p.m. on Wednesday, December 20th at the Municipal Center.

Streets, Roads, etc.: Mr. Mouch advised that the Sid Richardson crossing at the railroad is in bad condition and that the Parish will patch the crossing.

Councilman Cazes asked if the Town will have to change any part of the Mobil Home Ordinance due to the fact that the State has adopted new building codes and guidelines for the construction of these homes. This matter will be researched further.

A motion was made by Council Toups, 2nd by Councilman Gauthreaux to expend necessary funds for the annual Christmas get together. The motion was adopted.

The meeting was adjourned at 7:55 p.m. on a motion by Councilman Toups, 2nd by Councilman Cazes and adopted.
