TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, August 2, 2006 at the Addis Municipal Center. Mayor Bourgeois called the meeting to order and led the Pledge to the Flag.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None

Minutes: The minutes of the July 5th regular meeting were approved, as mailed, on a motion by Councilman Landry, 2nd by Councilman Toups and adopted.

Ordinance #2006-3: Mayor Bourgeois asked to digress from the agenda and held a public hearing on GroundWater Protection Ordinance #2006-3. Mr. Larpenteur reviewed the ordinance and a discussion was held.
Following the public hearing, a motion was made by Councilman Landry, 2nd by Councilman Gauthreaux to change Section 6B, paragraph 2, to read”Failure to respond in writing within sixty (60) days ………….”. The motion was adopted.
A motion was made by Councilman Landry, 2nd by Councilman Toups to adopt Ordinance #2006-3, as amended. The motion was adopted on the following roll call vote:

Fire Department: At 7:13 p.m, a motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish, and adopted, to temporarily adjourn the meeting for Mrs. Beard to give the review of the 2005 audit report for Fire Sub-District #1.
The meeting was reconvened at 7:20 p.m. on a motion by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.

2005 audit: Kathleen Beard, CPA, gave a review of the 2005 audit report. Following the presentation, a motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to accept the 2005 audit report, as presented by Mrs. Beard. The motion was adopted. The report is available at the Town Hall office for review by those interested.

Parish Council: No report

Police: The monthly police report, read by Mayor Bourgeois, included 97 traffic citations issued; 7 misdemeanor arrests; and 12 vehicle wrecks worked. The misdemeanor arrests were: 1-narcotics; 1 simple battery; 4 traffic; and 1 trespassing.

Sewer Report: The sewer report, given by John Artigue, included 15 equipment failures; 2 jammed pumps; 3 leaks; 1 tank installation; and 3 miscellaneous calls. There were four sewer inspections in Sugar Mill and one in River Landing.

Planning & Zoning: Home Occupation: A motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to approve the recommendation of the Planning & Zoning Commission and grant a Home Occupation license to Mr. Felix Smith to conduct a “handyman” business from his home. The motion was adopted.

OLD BUSINESS: Robert Rivet: Mr. Robert Rivet advised that he has all the paperwork done from the Fire Marshall’s inspection on the new location for his cabinet business. Mr. Leveron , with the Fire Marshall’s office, advised that it will probably be 90 days before this inspection will be made.
A motion was made by Councilman Landry, 2nd by Councilman Toups to grant Mr. Rivet an additional 90 days to move his business in order to get the Fire Marshall’s inspection done. The motion was adopted.

Zoning on map: Mayor Bourgeois advised that Chris from the Assessor’s office advised that the Town’s zoning is ready to go on the Town’s official map.
A motion was made by Councilman Parrish, 2nd by Councilman Cazes to expend up to $1,000.00 to have the zoning placed on the Town’s official map. The motion was adopted.

Appreciation Banquet: Mayor Bourgeois advised that the annual Employees Appreciation Banquet will be held at the Civic Center on Thursday, September 21st at 7:00 p.m.

NEW BUSINESS: Ken Locke-Sugar Mill Apts.: Following a discussion about the 240 apartments Mr. Ken Locke is planning for Sugar Mill, a motion was made by Councilman Landry, 2nd by Councilman Parrish to advise Mr. Locke that ½ of the impact fee will be due at the time the building permits are issued; with the remaining l/2 due as the units are ready for occupancy. The motion was adopted.

Backhoe: A motion was made by Councilman Toups, 2nd by Councilman Cazes to put the old backhoe out for bids, with a minimum bid of $3,500.00, with the bid opening to be at the October meeting. The motion was adopted.

Use of Chambers: Dow/DEQ: A motion was made by Councilman Cazes, 2nd by Councilman Parrish to allow Dow/DEQ the use of the chambers for a public hearing, on September 28th. The motion was adopted.

Subdivision Assn: Following a lengthy discussion, a decision was made that the Chambers would not be used by “private organizations” for meeting; i.e. individual subdivision organizations.

Faye & Graig Watts: Mr. Watts asked questions concerning installing culverts on property located at the corner of Sixth and West Nic Drives. John will check into this matter and discuss further with Mr. Watts. Mrs. Watts asked if activities of the Civic League could be put on the Town’s website. This will be looked into. She also expressed appreciation for the Town’s interest and contribution to the Little League Baseball program this summer. Several of the young teams placed in their respective categatories.

Clerk’s Conference: A motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to expend monies needed for the Clerks to attend the annual Clerks’ Conference in Baton Rouge in October. The motion was adopted.

Bicycles: A motion was made by Councilman Cazes, 2nd by Councilman Landry to declare bicycles, accumulated by the Police Department, to be declared abandoned property, and to donate these bicycles to Mr. Anderson who refurbishes them and gives them out as Christmas presents to needy children. The motion was adopted.

Condemnation: A motion was made by Councilman Landry, 2nd by Councilman Cazes to have the parish inspector inspect and offer his recommendations on property located on Lois Street (owned by Mike or Wayne Blanchard) and the property known as Nat’s Washateria and mobile home, located on First Street. The motion was adopted.

Chamber of Commerce: A motion was made by Councilman Toups, 2nd by Councilman Parrish to have the Town join the Chamber of Commerce at a cost of $295.00 per year. The motion was adopted.

Fire District Meeting: At 8:23 p.m. a motion to temporarily adjourn the meeting in order to hold the Fire Sub-District #1 meeting, was made by Councilman Cazes, 2nd by Councilman Landry and adopted.
At 8:25 p.m., the meeting was reconvened on a motion by Councilman Cazes, 2nd by Councilman Landry and adopted.

Committee Reports: Finance: A motion to pay bills presented, which are found in order, was made by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.

Sewer: A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux, and adopted to (1) authorize John Artigue to purchase a bracket and water cooler for the maintenance truck, for approximately $110.00; and (2) to expend $250.00 for David Bertrand to attend a Sewer maintenance training school.

Police: A new police car has been ordered. The Chief is looking into a lease agreement for future vehicles.

Personnel: Employees Appreciation Banquet – September 21st.

Drainage: John advised that the Parish has cleaned the ditch along Mouch’s Mobile Home Park into Sugar Mill, and the ditch between Bird Heights and the Messina property. They will start burning debris along Bird Heights Monday.

Buildings: John advised that the contractor is waiting on the air-conditioning for the Addis Civic Center. Most of the other work is complete.
Repairs to the bathroom in the museum have been completed.

Streets, Roads, etc. A motion was made by Councilman Cazes, 2nd by Councilman Parrish to spend approximately $2,600.00 to repair the Flail mower. The motion was adopted.

LMA Convention: Mayor Bourgeois reminded everyone of the LMA convention next week which will be held in Baton Rouge. He further advised that he submitted the town’s sewer project for an Achievement Award.

Councilman Toups congratulated Councilman Gauthreaux on making a “hole-in-one” recently.

The meeting was adjourned at 8:51 p.m. on a motion by Councilman Landry, 2nd by Councilman Gauthreaux and adopted.
