TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, April 5, 2006 at the Addis Municipal Center. The Pledge to the Flag was recited.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None

Minutes: The minutes of the regular meeting of April 5, 2006 were approved, as mailed, on a motion by Councilman Toups, 2nd by Councilman Cazes and adopted.

Citizens Corps: Mayor Bourgeois asked to digress from the Agenda and introduced Ms. Sharlot Edwards who introduced members of the Citizens Corps Committee. She then spoke on the purposes, plans and accomplishments of the the Citizens Corps. Officer Brian Doucet spoke on the Neighborhood Watch Program and urged citizens to become involved in this program. Ms. Edwards advised that volunteers were desperately needed to make the various programs successful and urged active participation by the citizens.

Change Order – Plan B: Mayor Bourgeois introduced Mr. Oscar Boudreaux, who in turn, reviewed Change Order #3, in the amount of $625.00, for Plan B of the Sewer Project.
A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted to approve Change Order #3 for Plan B in the amount of $625.00.

Parish Council: Mr. Randy Mouch advised (1) that the deadline for completion of renovations on the Community Center is Friday. The Fire Marshall will check, and all items completed by the end of the month. The Parish Council plans to hold its second meeting this month in the building; (2) the Parish has temporarily halted digging the ditch on the Reed property and will bring the equipment to the Messina property sooner than originally planned; (3) some cleanup in the flowerbeds; and repainting of some signs in Myhand Park will be done in the near future.

Police Report: The monthly police report, given by Chief Anderson, included 334 traffic citations issued; 15 misdemeanor arrests; 2 felony arrests; and 4 vehicle wrecks worked. The misdemeanor arrests were: 1-narcotics; 2- DWI; 4-traffic; 2 simple battery; 4 disturbing the peace; 1 stalking and 1-trespassing. The felony arrests were: 1-unauthorized entry of inhabited building; and 1-obscenity.
Chief Anderson that 220 citations were issued and 20 vehicles impounded for No Insurance at the recent check-point.

Sewer Report: For the month of March, John Artigue reported 17 equipment failures; 3 jammed pumps; 1 tank installation and 1 miscellaneous call. Tie-in inspections were: 14 on Younger Drive; 2 in Sugar Mill; and 1 in River Landing. One tank lid was replaced.

Planning & Zoning: Home Occupation: A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to accept the recommendation of the Planning & Zoning Commission and grant a Home Occupation license to Mr. Timothy Dan Willis to repair personal computers and do online sales. The motion was adopted.
Community Center Property: Mayor Bourgeois advised that 2’ of property was transferred from RRR Creations to the Community Center by an administrative act, with him and Planning & Zoning Commission chairman Joan Barbier signing the papers.
Sugar Mill: Mayor Bourgeois advised that he was told that the second filing of Sugar Mill Plantation was sold out.
Robert Rivet Home Occupation: Following a lengthy discussion on the question of Mr. Robert Rivet’s cabinet shop being a legitimate home occupation, a motion was made by Councilman Landry, 2nd

by Councilman Cazes to shut the business down, but allow Mr. Rivet the balance of the 90 days he was given at the March meeting to comply with the Home Occupation regulations. The motion was adopted on the following roll call vote. Yeas: Cazes; Gauthreaux; Landry; Toups. Nays: Parrish
Old Business: Bonnie Kleinpeter: Mrs. Kleinpeter asked about the status of solving the problem her mother-in-law is having with being disturbed at night by “prowlers.” Chief Anderson advised that two cameras and they are studying their operations and the best way to use them.
Civic Center Capacity: Following a discussion on the number of people who should be allowed at functions at the Civic Center, a motion was made by Councilman Gauthreaux, 2nd by Councilman Landry to set the capacity of the Civic Center at 85 people. The motion was adopted.

Open Container: A request for an open container by the Big Sixteen-Too hunting club was approved on a motion by Councilman Parrish, 2nd by Councilman Cazes and adopted.
A request for an open container by Jennifer Dupuis for Sid Richardson was approved on a motion by Councilman Toups, 2nd by Councilman Parrish and adopted.

Culvert Ordinance: A motion was made by Councilman Toups, 2nd by Councilman Landry to advertise for an Ordinance to amend Chapter 6, III of the Town of Addis Code of Ordinances regarding construction material and other pertinent information on culverts. The motion was adopted.

Wal Mart Agreement: The Mayor and Mr. Larpenteur will attend a Parish meeting to further discuss the agreement with Wal Mart.

Employee Health Insurance: Mayor Bourgeois presented the new rates for the employee health insurance, which shows an increase of 1%. A motion was made by Councilman Landry, 2nd by Councilman Parrish to continue the Health Insurance for Town Employees with Blue Cross/Blue Shield with an increase of 1% in the premiums. The motion was adopted.

Parish Building Inspector Agreement: A motion was made by Councilman Toups, 2nd by Councilman Gauthreaux to continue the agreement between the Parish and the Town for the Building Inspector, and change to a 5-year term. The motion was adopted.

Relay for Life: Mayor Bourgeois advised that the Town and the Civic League will work together for the Relay for Life. There will be cake walks and pie throwing. The Mayor, Council and Police Chief volunteered for 20 minutes each to “receive” the pies.

Public Comments: Mayor Bourgeois advised that Addis now has a radio station. The FCC has cleared the way for KDDK to set up operations in Addis.
Councilman Parrish asked about the division of the Lousteau property. The Advocate is still interested in purchasing a portion of this property and will be on the agenda for the Planning & Zoning Commission in April. This item will be on the Town’s May agenda.
Councilman Toups welcomed Police Chief Jamie Whaley of Brusly to the meeting.

Fire Meeting: At 8:24 p.m. a motion to temporarily adjourn the meeting in order to hold the meeting of the Board of Commissioners for Fire Sub-District #1 was made by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.
The meeting was reconvened at 8:40 p.m. on a motion by Councilman Landry, 2nd by Councilman Cazes and adopted.

Committee Reports: Finance: A motion to pay bill found in order was made by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.

Sewer: John advised that the “chatterbox” at the plant is on the blink. Larry is looking into buying a new unit.
Mayor Bourgeois advised that the Bank has a 50 kw generator with a 250 gallon storage tank, which is 12 years old with 800 hours of running time that they are interested in selling. A discussion was held, and it was decided that the Town does not need this size generator and will not purchase it.

John presented a quote, from Crawler, for the purchase of a new backhoe. A motion was made by Councilman Gauthreaux, 2nd by Councilman Landry to purchase a new Case, model 580 M Series 2 backhoe, under the state contract, from Crawler Equipment, at a cost of $54,401.00. The motion was adopted.
A motion was made by Councilman Cazes, 2nd by Councilman Parrish to charge the Sanitation Fund 10% of the cost of the backhoe due to their use of this machine. The motion was adopted.

Personnel: None Police: None Drainage: None

Buildings: Mayor Bourgeois advised that he met with Ms. Peebles who is a Landscape Architect, to draw up plans for the Museum area.
A motion was made by Councilman Cazes, 2nd by Councilman Parrish to start work on the Civic Center, and to replace the air conditioning system at a cost of approximately $4,500.00. The motion was adopted.
A motion was made by Councilman Landry, 2nd by Councilman Cazes to purchase 50 chairs and tables for “loan-outs.” The motion was adopted.

Streets, Roads, etc. John Artigue advised that the roads in West River are getting bad and will need attention soon.
A motion to purchase 2 tires for the pickup truck at a cost of $175.00 was made by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.

Adjourn: The meeting was adjourned at 9:05 p.m. on a motion by Councilman Cazes, 2nd by Councilman Parrish and adopted.
