TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was called to order by Mayor Bourgeois at 7:00 p.m. on Wednesday, May 3, 2006 at the Addis Municipal Center. The Pledge to the Flag was recited.
Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups; Town Attorney Larpenteur.
Absent: None
Minutes: The minutes of the regular meeting of April 5, 2006 were approved, as mailed, on a motion by Councilman Landry, 2nd by Councilman Toups and adopted.
Tourist Commission: Mayor Bourgeois asked to deviate from the Agenda and introduced Ms. Sharon Stamm of the Tourist Commission. Ms. Stamm gave an update on activities of the Tourist Commission and outlined future plans for the area surrounding the Commission building.
Parish Council: Mr. Randy Mouch advised that the Addis Community Center is ready for the Fire Marshall’s inspection. Plans are to hold the May 25th meeting of the Parish Council in the building. There are several questions regarding the Center, such as staffing, which have not yet been answered.
Mr. Mouch further advised that work on the Messina ditch should begin in the near future; and work has started on the Wal Mart store with a expected completion date of October.
Sewer Report: The monthly sewer report, given by John Artigue, included 15 equipment failures; 4 jammed pumps; and 1 tank relocation. Sewer tie-in inspections were: 1-River Landing; 2-Sugar Mill; 2-Acadian Crossing; 10-Younger. The sewer machine was used to clear plugged lines in Fisher Trailer Park and Addis Place Subdn.
Police Report: The police report, given by Chief Anderson, included 135 traffic citations issued; 10 misdemeanor arrests; 1 felony arrests; and 6 vehicle wrecks worked. The misdemeanor arrests were: traffic-2; disturbing the peace-1; warrants-1; aggravated assault-5; and trespass-1. Felony arrest was 5th offense DWI.
Planning & Zoning Commission: Following a public hearing on the rezoning of property owned by the Lousteau Estate, located at 7436 First Street, a motion was made by Councilman Landry, 2nd by Councilman Cazes to accept the recommendation of the Planning & Zoning Commission and grant the rezoning request of the Lousteau property, located at 7436 First Street, from C-2 to C-1. The motion was adopted on the following vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None Absent: None Abstaining: None
Following a public hearing on the rezoning of property owned by Mr. Carl Lee, a motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to accept the recommendation of the Planning & Zoning Commission and grant the rezoning request of Mr. Lee’s property, located at 4025 Foret Street, from I-1 to R-100B. A motion was made by Councilman Toups, 2nd by Councilman Cazes to reappoint Mr. John Daniel to a 5-year term on the Planning & Zoning Commission, effective May 30, 2006. The motion was adopted.
A motion was made by Councilman Landry, 2nd by Councilman Parrish to reappoint Mrs. Holly LeBlanc to a 5-year term on the Planning & Zoning Commission, effective May 30, 2006, contingent upon her acceptance of the reappointment. The motion was adopted.
Culvert Ordinance: A public hearing was held for the discussion of a proposed ordinance pertaining to culvert material and other related matters. The proposed ordinance was read in full by the attorney and several minor corrections were made.
Following the public hearing, a motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to adopt Ordinance #2006-1, as corrected, an Ordinance amending the Addis Code of Ordinances, particularly, Chapter 6, Article III, Sections 6-55; 6-56 and 6-58 providing for construction materials for culverts, specifications and distance between manholes. The motion was adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None Absent: None Abstaining: None
Lynn Ourso: A motion to grant Mr. Ourso’s request for an additional two weeks to complete the new fence around his trailer park was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
Jeanne Daigle: A motion was made by Councilman Landry, 2nd by Councilman Toups to give Ms. Jeanne Daigle 10 days to cease and decease business at her home on River Road, due to the fact that she is not in compliance with the Home Occupation Ordinance. The motion was adopted.
Civic Center Rental: The new set of rules and regulations for the rental of the Civic Center were reviewed with several corrections/changes made.
A motion was made by Councilman Toups, 2nd by Councilman Landry to adopt the new policy of rules and regulations for the rental of the Civic Center, as amended. The motion was adopted. A copy of this policy is attached to and made a part of these miniutes.
New Business: Open Container: A request by Brandon Aillet for an Open Container for a wedding reception at Myhand Park on May 13, was approved on a motion by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
Coca Cola: Mayor Bourgeois advised that the Coca Cola personnel will be in Town on May 8th from 11:00 a.m. to 1:00 p.m. giving away coke in commemoration of their 100th anniversary.

A proclamation naming the week of May 8th – May 12th as Coca Cola Week in the Town of Addis was offered by Councilman Cazes, 2nd by Councilman Parrish and adopted.
Speed Limits Ordinance: Ordinance 2006-2, an ordinance to amend the Code of Ordinances for the Town of Addis as it pertains to speed limits in the Town, was introduced on a motion by Councilman Toups, 2nd by Councilman Cazes, with a public hearing and action on the proposed ordinance to be held at the June meeting. The motion was adopted.
Public Comment: Chief Anderson advised that the surveillance cameras are working and will be installed soon.
Fire Meeting: At 8:15 p.m. a motion to temporarily adjourn the meeting in order to hold the meeting for Fire Sub-District #1 Board of Commissioners was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
The meeting was reconvened at 8:37 p.m. on a motion by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
Committees: Finance: A motion to pay bills found in order was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
Sewerage: John advised that the truck was in the shop with the transmission slipping. The “chatterbox” was fixed.
Police: None Personnel: A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to provide funds for Dana and Vera to attend an
Excel computer class on May 22 and 23. The motion was adopted.
A motion was made by Councilman Landry, 2nd by Councilman Toups to expend $147.00 for a subscription to the Zoning Bulletin. The motion was adopted.
Buildings: John Artigue advised that Lonnie Clayton is painting the outside of the Museum. He further advised that a leak in the police department was repaired by Mr. Williams. Mayor Bourgeois advised that Mr. Tommy Cockfield will be called to check the problem in the police department.
A meeting has been set with Mr. Bubba Hebert to review repairs necessary in the Civic Center.
Streets, Roads, etc.: A motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to spend approximately $300.00 for a new chainsaw. The motion was adopted.
A motion to purchase a new weedeater was made by Councilman Cazes, 2nd by Councilman Landry and adopted.
