TOWN OF ADDIS MINUTES

A special meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, December 28, 2005 at the Addis Municipal Center. The meeting was called to order by Mayor Bourgeois to hold public hearings and adopt the 2005 revised budgets and 2006 budgets for theTown and Sewer Funds; adopt new town zoning map; set 2006 holidays; approve 2005 audit engagement letter; adopt the five-year plan (2006-2011); set funds for accounting services and address any other business which is properly brought before the Council.

Absent: None

2005 Revised budget-Town: A public hearing was held on the proposed revised 2005 budget for the Town’s funds. Following the public hearing a motion to accept the 2005 revised budget, as presented, was made by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.

2005 revised budget-Sewer: A public hearing was held on the proposed revised 2005 budget for the Sewer Enterprise Fund. Following the public hearing, a motion to accept the 2005 revised budget for the SewerEnterprise Fund, as presented, was made by Councilman Parrish, 2nd bv Councilman Toups and adopted.

2006 Budget-Town: A public hearing was held on the proposed 2006 Town budget. Following the public hearing, a motion was made by Councilman Gauthreaux, 2nd by Councilman Landry to adopt the 2006 budget for the Town’s funds, as presented. The motion was adopted.

2006 Budget – Sewer: A public hearing ws held on the proposed 2006 budget for the Sewer Enterprise Fund. Following the public hearing, a motion was made by Councilman Landry, 2nd by Councilman Parrish to adopt the 2006 budget for the Sewer Enterprise Fund, as presented. The motion was adopted.

New Zoning Map: Mayor Bourgeois opened a public hearing on the new zoning map. He advised that the only thing not on the map was the new zoning for Sugar Mill Plantation. Mr. Summers, who created the map, advised that he is waiting on a CAD to finish this zoning. Following the public hearing, a motion was made by Councilman Cazes, 2nd by Councilman Parrish to adopt the map presented as the town’s official zoning map. The motion was adopted on the following roll call vote: Yeas: Cazes; Landry; Gauthreaux; Parrish; Toups. Nays: None Absent: None; Abstaining: None

2006 Holidays: The following holidays for 2006 were approved on a motion by Councilman Toups, 2nd by Councilman Cazes and adopted:

2005 Audit Engagement Letter: The engagement letter for the 2005 audit, presented by Mrs. Kathleen Beard, with a fee of $8,000.00, based on the belief that an audit in accordance with OMB Circular A-133 is not required, as approved on a motion by Councilman Landry, 2nd by Councilman Cazes and adopted. A copy of this letter is attached to and made a part of these minutes.

Five Year Plan: The five-year plan (2006-2011) presented by Mayor Bourgeois was adopted, with the deletion of Item #6 under the long term goals, as this item was a duplicate of Item #4, on a motion by Councilman Landry, 2nd by Councilman Toups and adopted.

Accounting: An accounting fee of $1,150 per month to have a CPA firm come in and help with the accounting for the Town and Sewer Funds was approved on a motion by Councilman Toups, 2nd by Councilman Cazes and adopted.

Adjourn: The meeting was adjourned at 7:33 p.m. on a motion by Councilman Cazes, 2nd by Councilman Parrish and adopted.
