TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, November 2, 2005 at the Addis Municipal Center. The Pledge to the Flag was recited.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None

Minutes: The minutes of the regular meeting of October 5, 2005 were approved, as mailed, on a motion by Councilman Landry, 2nd by Councilman Toups and adopted.

Correspondence: Mayor Bourgeois read thank you notes from the Civic League, the Cavaliere family, and the Castello family for memorials from the Town.

Parish Council: No one present at this time.

Police Report: Chief Anderson gave the monthly report which included 252 traffic citations issued; 18 misdemeanor arrests; and 4 wrecks worked. The arrests were: 1 narcotics; 1 theft; 3 traffic; 9 disturbing the peace; 1 trespass and 3 warrants.

Sewer Report: The sewer report, given by John Artigue, included 8 equipment failures; 1 jammed pump; 5 leaks and 1 electrical relocation. A manhole was repaired at the River Landing pump station; a mandrel test of sewer lines was run in Acadian Crossing; and the sewer machine was run to unplug a line in Addis Place Subdivision.

Planning & Zoning Commission: Sugar Mill Plantation Rezoning: At 7:07 p.m., Mayor Bourgeois opened a public hearing on proposed rezoning of a portion of Sugar Mill Plantation. The public hearing was closed at 7:45 p.m. following much discussion.
A motion was made by Councilman Landry, 2nd by Councilman Toups to accept the recommendation of the Planning & Zoning Commission and rezone a portion of Sugar Mill Plantation for a mixed use development, with the proposed office park being rezoned to C-1; the frontal retail portion to C-2; the apartment area to R-A; the town house area to R-A; the garden home area to R-50; with the remainder of the property to remain Agriculture. The motion was adopted.

Mower Bids: One bid was received from Mr. Leonard Gauthreaux in the amount of $827.00. A motion was made by Councilman Parrish, 2nd by Councilman Cazes to accept the bid of $827.00 submitted by Mr. Leonard Gauthreaux for the sale of the old mower. The motion was adopted, with Gauthreaux abstaining.

Drug Policy: Mayor Bourgeois presented a revised Drug Policy for the Town. It was adopted on a motion by Councilman Landry, 2nd by Councilman Gauthreaux, to be effective 90 days from the date of the employees’ meeting.

Town Map: A motion was made by Councilman Toups, 2nd by Councilman Cazes to advertise for a public hearing to be held for consideration of the adoption of a new town zoning map. The motion was adopted.

PUD: Mayor Bourgeois advised that he spoke with R. J. Goebel in reference to the PUD concept. In accordance with Mr. Goebel’s recommendation, discussion on this matter is set aside for the time being.

Acadian Crossing: Mayor Bourgeois read a letter from Engineer Oscar Boudreaux regarding the repair of the roadway.

Old Police Car: A motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to declare the 1997 Ford Crown Victoria police vehicle as no longer of use to the police department, and to put out bids for the sale of the vehicle in “as is” condition, with the bids to be opened at the December 7, 2005 meeting. The motion was adopted.

Tree Removal: Bids for the removal of a damaged tree on Susan Jean were: American Tree & Stump - $3,900.00; Baton Rouge Tree Service - $3,850.00.
A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to accept the low bid of Baton Rouge Tree Service in the amount of $3,850.00 to remove a damaged tree from the town servitude near 3835 Susan Jean Drive. The motion was adopted.

Mr. Berthelot, President of the Parish Council arrived. He advised that the Council is working on the 2006 budget, and it should be finalized soon.

Fire Meeting: At 8:13 p.m. a motion was made by Councilman Landry, 2nd by Councilman Cazes to temporarily adjourn the meeting in order to hold the regular meeting of the Board of Commissioners for Fire Sub-District #1 of West Baton Rouge. The motion was adopted.

At 8:23 p.m. a motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to reconvene the regular meeting of the Mayor and Town Council. The motion was adopted.

Committee Reports: Finance: A motion to pay bills presented was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
Mayor Bourgeois announced the following meetings:
November 16 at 7:00 p.m. – Fire Sub-District #1 to revise the 2005 budget
Discuss the 5-year plan

December 14th – revise 2005 General and Sewer budgets
December 28th – adopt 2005 revised budgets and the 2006 budgets.

A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to advertise for the 2005 budget amendments and adoption of the 2006 budgets on Wednesday, December 28, 2005.

Sewer: A motion to ratify the repairs to Larry’s truck in the amount of $1,010.52 was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
A motion to replace the air conditioner at the plant was made by Councilman Cazes, 2nd by Councilman Parrish and adopted.

Police: Repairs to the Police Department are nearing completion. Scheduled date of December 7th for completion should be met.

Personnel: Executive Session later.

Drainage: A motion was made by Councilman Landry, 2nd by Councilman Cazes to declare the old culverts, taken from Myhand ditch, to be surplus property and disposed of as seen fit. The motion was adopted.

Buildings: None
Streets, Roads, etc. Mayor Bourgeois advised that the railroad crossing at Sugar Mill Plantation is in place.
A motion was made by Councilman Toups, 2nd by Councilman Gauthreaux to authorize John Artigue to install one culvert in the ditch at First and Foret. The motion was adopted.

Executive Session: At 8:40 p.m. a motion to go into Executive Session to discuss personnel was made by Councilman Toups, 2nd by Councilman Landry and adopted.
A motion to return to regular session was made at 8:52 p.,m. by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
As a result of Executive Session, a motion was made by Councilman Landry, 2nd by Councilman Cazes to authorize the expenditure of approximately $4,000.00 to hire an accounting firm to take care of the Town’s bookkeeping, and get the books ready for audit. The motion was adopted.

Adjourn: The meeting was adjourned at 8:52 p.m. on a motion by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.
