TOWN OF ADDIS MINUTES

A special meeting of the Mayor and Town Council for the Town of Addis was called by Mayor Bourgeois and held at 4:00 p.m. on Tuesday, May 24, 2005 at the Addis Municipal Center. Purpose of the meeting was to discuss the final plat for Sugar Mill Plantation; open bids for the LCDBG project and act on bids; open bids for grass cutting along LA 1 and act on bids; discuss home occupations; discuss use of the chambers by Rhonda Kelley; and discuss any other business which is properly presented.

Open Bids-LCDBG Project: Bids submitted on the LCDBG sewer project-Part A, were opened with the following results:

A motion to take the bids under advisement, so they can be reviewed by the Engineer, who will make a recommendation later in the meeting, was made by Councilman Cazes, 2nd by Councilman Landry and adopted.

Sugar Mill Plantation – Final Plat: Following a discussion on the remaining work to be done in the subdivision, and a letter of credit presented by the developers, a motion
was made by Councilman Landry, 2nd by Councilman Toups to accept the final plat for the First Filing of Sugar Mill Plantation, with a change on the plat to show that all Ordinances of the Town of Addis, instead of the Parish, will be followed, and the approval of the final plat is subject to a Letter of Credit, dated May 23, 2005, to cover completion of additional work according to a punch list, which was presented by the developers. The motion was adopted unanimously.

Open Bids-Grass Cutting: One bid was received from West Side Lawn Service in the amount of $1166.00 per month.
A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to accept the bid for grass cutting along LA 1, received from West Side Lawn Service in the amount of $1166.00 per month. The motion was adopted unanimously.

Bids-LCDBG Project: Mr. Oscar Boudreaux, engineer, returned to meeting and recommended acceptance of the low bids of Tullier’s Services, Inc. for Parts A and B on the LCDBG project.
Following receipt of bids for “Sanitary Sewer Improvements-Part A”, a motion was made by Councilman Parrish, 2nd by Councilman Gauthreaux, to award the construction contract to the low bidder, Tullier’s Services, Inc., in the amount of $252,310.00, with Alternate bid of $12,850.00, contingent upon contractor clearance from the Division of Administration, bonding approval and recommendation of award

from the project engineer, Environmental Engineering Services, Inc. The motion was adopted: Yeas: 5 Nays: 0 Absent: 0 Abstaining: 0
A motion was made by Councilman Landry, 2nd by Councilman Cazes to authorize Mayor Carroll Bourgeois to execute all necessary documents in connection with the above mentioned construction contract. The motion was adopted: Yeas: 5 Nays: 0 Absent: 0 Abstaining: 0

Following receipt of bids for “Sanitary Sewer Improvements – Part B, a motion was made by Councilman Landry, 2nd by Councilman Cazes to award the construction contract to the low bidder, Tullier’s Services, Inc.. in the amount of $278,975.00 with an alternate bid of $2,280.00, and to authorize Mayor Carroll Bourgeois to execute all necessary documents in connection with the above construction contract. The motion was adopted unanimously.
Mr. Boudreaux advised that Part B will be started following the completion of Part A of the project.

Home Occupation: Mayor Bourgeois reviewed the rules and regulations regarding Home Occupations, and the potential requests for Home Occupations in the near future. He asked the Council to give some thought as to how and what they would like to see the Home Occupation ordinance reflect in the future. This item will be on the June regular meeting agenda.

Use of Chambers: A request by Rhonda Kelley to hold an Addis Recreation meeting in the Chambers on June 3rd was approved on a motion by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.

Additional Items for Discussion: A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux, and adopted, to add the following items to the agenda for discussion:
Mobile Home Ordinance – Councilman Landry
Rural Development Grant – Mayor

Mobile Home Ordinance: Councilman Landry asked the attorney about the status of the draft of the Mobile Home Ordinance. Mr. Larpenteur advised that he will have something ready for the June meeting.

Rural Development Grant: Mayor Bourgeois advised that a letter of Commitment was received from the State on our Rural Development Grant application in the amount of $25,000.00. This will cover 50% of the Myhand ditch culvert project.

The meeting was adjourned at 4:56 p.m. on a motion by Councilman Cazes, 2nd by Councilman Landry and adopted.
