TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was called to order by Mayor Bourgeois at 7:00 p.m. on Wednesday, March 2, 2005 at the Addis Municipal Center. The Pledge to the Flag was recited.
Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None
Minutes: The minutes of the February 2, 2005 regular meeting were approved, as corrected, on a motion by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.
Correspondence: A thank you note from the Artigue family was read by the Mayor.
Parish Council: Mr. Berthelot announced that a meeting will be held in the Parish Council Chambers on at 2:00 p.m. Senator Landreau will be there.
Tourist Commission: Mayor Bourgeois introduced Ms. Sharon Stamm of the W.B.R. Tourist Commission. She gave an update on the Commission’s events and activities. Ms. Leslie Davis was introduced by Ms. Stamm. She reported on the Kite Festival which will be held at the Harry Rivault Field in Port Allen on April 8, 9 and 10. She encouraged everyone to attend.
Delahaye Development: Mayor Bourgeois introduced Mr. Tom Delahaye. Mr. Delahaye advised that his corporation is planning to develop a tract of land west of the main line of Union Pacific. They plan to build an 80-apartment complex. The land will be annexed into the Corporate Limits and rezoned to accommodate the proposed development.
LCDBG Update: Mr. Robbie Guillot of Environmental Engineering Services, Inc. advised that right-of-ways will need to be obtained from individuals along the River Road because the lines cannot be put as near to River Road as originally planned; the Contractor has sent money to the Railroad with a change from a 6” to an 8” line; and the permit has already been received to cross the Highway.
Parish Council: Mr. Riley Berthelot, President of the Parish Council, advised that a meeting was held last week to iron out the fine details in an agreement with those involved with Wal Mart.
Following Mr. Berthelot’s report, a ordinance was introduced on a motion by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted, to enter into an intergovernmental agreement with Wal Mart; West Baton Rouge Parish; the City of Port Allen; the Town of Brusly, and the Town of Addis, in regards to the infrastructure for the Wal Mart development.

Sewer Report: The monthly sewer report, given by John Artigue, included 14 equipment failures; 3 jammed pumps; 1 leak; 1 grease problem; and 4 miscellaneous calls. There was one plugged line at a home on Addis Lane.
Police Report: The police report, given by Chief Anderson, included 232 traffic citations issued; 4 vehicle accidents; 8 misdemeanor arrests; and 1 felony arrest. The arrests were 1 DWI; 2 Traffic; 2 Disturbing the Peace; 2 Warrants;1 unauthorized use of access card; and 1 felony arrest for narcotics.
Planning & Zoning Commission: Councilman Landry advised that the Ad Hoc Committee met to discuss mobile homes in Town. The next meeting will be on March 9th at 6:00 p.m. Mayor Bourgeois reminded everyone of the March 21st CRPC meeting to be held at the VFW hall.
Police Department Renovations: Mayor Bourgeois advised that a meeting with archictect Brian Budd will be held at 2:00 p.m. on Thursday to review the plans for the renovation.
A motion was made by Councilman Toups, 2nd by Councilman Parrish to authorize Mayor Bourgeois to give Mr. Budd the go ahead to go out for bids for this project. The motion was adopted.
Building Inspector: Mayor Bourgeois presented building permits which will be used for the inspections in Town. This form will be reviewed by the Planning & Zoning Commission.
A motion was made by Councilman Cazes, 2nd by Councilman Landry to authorize Town Attorney Larpenteur to meet with the Parish Attorney to draw up a cooperative endeavor agreement with the Parish to share a building inspector. The motion was adopted.
A motion was made by Councilman Landry, 2nd by Councilman Cazes to require that port-a-lets be furnished at all new construction sites. The motion was adopted.
Census Correction: Mayor Bourgeois advised that Louisiana Tech gave an incorrect estimate of the Town’s population, due to the fact that credit was given twice for some of the annexations. The population count has been set at 3,400.
New Business: Street Lights: Mayor Bourgeois advised that the developers of Sugar Mill Plantation would like Entergy to install the street lights in their subdivision.
A motion was made by Councilman Landry, 2nd by Councilman Cazes to establish a lighting district, as requested by the developers of Sugar Mill Planation Subdivision. The motion was adopted.

Property Inspections: A motion was made by Councilman Landry, 2nd by Councilman Cazes to contact Mr. Dean Hotard to make inspections of properties on Addis Lane, Harris Street and the corner of Myrle/Mary. The motion was adopted.
Cox Communications: A short discussion was held on the renewal of the Cox Communications franchise. This will be discussed again at the April meeting.
Open Containers: A request by Sid Richardson for an open container permit for a company function to be held at Myhand Park was approved on a motion by Councilman Landry, 2nd by Councilman Parrish and adopted.
A request by David Bertrand for an open container permit for a benefit function at Myhand Park was approved on a motion by Councilman Toups, 2nd by Councilman Gauthreaux and adopted.
Public Comments: A resident of Lynn’s Mobile Home Park on Peter Messina asked for assistance in having the roads in the Park repaired. Mayor Bourgeois advised that a letter will be written to the owner giving ten days to remedy this situation.
Mr. PeeWee Berthelot advised that the Parish Council’s March 10th meeting will be held at the Brusly Town Hall. He further advised that the Council would like to have the Riley Building completed by the end of the year.
At 8:24 p.m. a motion to temporarily adjourn the meeting in order to hold the regular meeting of the Board of Commissioners for Fire Sub-District #1 of WBR was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
At 8:31 p.m. a motion to reconvene the meeting of the Mayor and Town Council was made by Councilman Parrish, 2nd by Councilman Gauthreaux and adopted.
Committee Reports: Finance: A motion to pay bills found in order was mde by Councilman Parrish, 2nd by Councilman Toups and adopted.
Sewerage: No further Police: Chief Anderson reported that $220.00 was collected on a bench warrant during a traffic stop.
Personnel: None Drainage: None Buildings: It was noted that some keys are still outstanding for the Civic Center. Mr. Larpenteur will write a letter concerning this.
Streets, Roads, etc. Mr. Artigue will check the spelling of the LeJeune name on street signs. It was reported that the road is washing out at the corner of Mary and Lorraine Street. This will be checked.
Blood Drive: Mayor Bourgeois reminded those present of the Blood Drive to be held at the Municipal Center on March 15th.
Adjourn: The meeting was adjourned at 8:44 p.m. on a motion by Councilman Parrish, 2nd by Councilman Cazes and adopted.
