TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, January 5, 2005 at the Addis Municipal Center. Mayor Bourgeois called the meeting to order and led the Pledge to the Flag.
The newest member of the Council, David Toups, and the other Council members of the Council were welcomed by Mayor Bourgeois.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None

The minutes of the December 1st regular meeting were approved, as corrected,- on a motion by Councilman Landry, 2nd by Councilman Gauthreaux and adopted. The correction was to show Councilman Cazes and Councilman Parrish absent.

The minutes of the December 15th special meeting were approved, as mailed, on a motion by Councilman Cazes, 2nd by Councilman Toups and adopted.

Parish Library: Ms. Anna Marachifava of the WBR Parish Library was recognized and spoke on the upcoming election for the renewal of the Library tax. The election will be on January 15th.

Parish Council: Mr. Randy Mouch advised that a 5-mill tax for Recreation has been added to the election for January 15th. He thanked the Mayor and Council for their cooperation the past year and advised that he looks forward to the next four years.
Mr. Mouch further advised that a bid in the amount of $81,000.00 was accepted for the Riley Building and the Parish is ready to start on this renovation.
Mr. Mouch asked for local support of Shintech’s plans to build a multi-million dollar PVC plant possibly in Iberville or West Baton Rouge Parish. A public meeting will be held at the VFW Hall on Thursday at 6:30 p.m.
Councilman Toups asked how the money from the proposed 5-mill tax is be spent. Mr. Mouch advised that someone to organize programs will be hired; equipment will be replaced and hopefully more programs can be put into place for the parish.

Shintech: Mayor Bourgeois recognized Mr. David Wise, Manager of the Addis Shintech plant. Mr. Wise explained the expansion that Shintech is planning either in Freeport, Texas, Iberville Parish or West Baton Rouge Parish. The new expansion will create 150 new jobs with approximately 2,000 construction jobs.

Sewer Report: John Artigue reported 8 equipment failures; 2 jammed pumps; 1 leak; 1 electrical relocation; and 2 miscellaneous calls. Addis Place had 2 plugged lines.

Police Report: Chief Anderson reported 208 traffic citations issued; 11 vehicle accidents; 12 misdemeanor arrests; 3 felony arrests. The misdemeanor arrests were 4-traffic; 1-DWI; 1-aggravated assault; 1- battery on a police officer; 1-resisting an officer;

1 disturbing the peace; 1-damage to property; 1-solicitation of prostitution; 1-dangerous animal permit; and the felony arrests were: 1-forgery; 1- 2nd degree battery; 1 public intimidation.
Chief Anderson advised that one officer worked 6 hours on collection of warrants and collected approximately $1,600.00.

Planning & Zoning Commission: On the recommendation of Mayor Bourgeois, Mr. L. J. Cavaliere was appointed to replace Mr. David Toups on the Planning & Zoning Commission, effective January 1, 2005, with the motion being made by Councilman Cazes, 2nd by Councilman Parrish, and adopted unanimously.
Mayor Bourgeois appointed an Ad Hoc committee to study the mobile home issue in Town. The committee will consist of Mayor Bourgeois; Town Attorney Larpenteur; CRPC representative R. J. Goebel; Councilmen Landry and Cazes; Planning & Zoning Commissioners Gene Bertrand and Holly LeBlanc. Councilman Landry will be the Chairman of the Committee and will call meetings at his discretion.

LCDBG Update: Mayor Bourgeois advised that steps are being taken to get servitudes necessary for the project. There may be some time delay in the project because of the high river stage.

Duties of Elected Officials: Mr. Dana Larpenteur, Town Attorney, reviewed the duties of all elected officials. This information is presented by Mr. Larpenteur at the beginning of each new 4-year term for the Town’s officials.

Mid Winter Conference: LMA’s annual Mid-Winter conference is set for Febraury 3-4, 2005 and will explore issues for newly elected and veteran officials. Mayor Bourgeois asked that anyone interested in attending to contact the Town Clerk as soon as possible so they can be registered.

Appointments: Town Clerk: On the recommendation of Mayor Bourgeois, a motion was made by Councilman Cazes, 2nd by Councilman Landry to reappoint Vera Lucas as Town Clerk at a salary of $2,200.00 per month. The motion was adopted.
Town Attorney: On the recommendation of Mayor Bourgeois, a motion was made by Councilman Parrish, 2nd by Councilman Toups to reappoint Mr. Dana Larpenteur as Town Attorney at a salary of $165.00 per hour. The motion was adopted.
Mayor Pro-Tempore: Councilman Harry Landry was reappointed Mayor Pro-Tempore on a motion by Councilman Cazes, 2nd by Councilman Parrish and adopted.
Mayor Pro-Tempore; Pro-Tempore: Councilman Parrish was appointed as Mayor Pro-Temp; Pro-Temp to act in the event the Mayor and Mayor Pro-Tempore are absent from the Town, on a motion by Councilman Landry, 2nd by Councilman Cazes and adopted.

Salary Increases: As provided for in the 2005 budgets, a 5% salary increase, effective January 1, 2005, for Town Employees was granted on a motion by Councilman Cazes, 2nd by Councilman Parrish and adopted.

Holidays for 2005: The following holidays for 2005 were approved on a motion by Councilman Toups, 2nd by Councilman Gauthreaux: New Years Day-Jan 1 (observed December 31); Civil Rights Day-Janaury 17; Mardi Gras-February 8; Good Friday-March 25; Memorial Day-May 30; Independence Day-July 4; Labor Day-Sept 5; Thanksgiving Day-Nov 24; Thanksgiving Friday-Nov 25; Christmas Eve-Dec 24 (observed Dec 23) and Christmas Day-Dec 25 (observed Dec 26).

Ordinance #2005-2: Ordinance #2005-2 to increase the salary of the Mayor to $1,500.00 per month; and the salary of the Police Chief to $1,250.00 per month; and the monthly salary for the Council to $450.00 with special meeting to be raised to $250.00 per meeting, effective January 1, 2005, was introduced on a motion by Councilman Landry, 2nd by Councilman Cazes and adopted. A public hearing and action on the Ordinance will be at the regular meeting of the Mayor and Council to be held on Wednesday, February 2, 2005 at 7:00 p.m. at the Addis Municipal Center.

Committee Assignments: The committee assignments for 2005, as presented by Mayor Bourgeois were approved on a motion by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted. Finance; Personnel; Sewer – All Council (Mayor Pro-Tem Chairman) Drainage: *Parrish and Landry; Police: *Gauthreaux and Toups; Streets, Roads: *Landry and Cazes; Buildings: *Toups and Parrish; Grass Cutting: *Cazes and Gauthreaux. *Denotes Chairperson.

Parade: A request from Chuck’s Lounge to open early on Parade Day, January 30th, was approved on a motion by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.
A motion was made by Councilman Landry, 2nd by Councilman Parrish to expend monies necessary for the Town’s float for the annual parade. The motion was adopted.

Licenses: Applications for beer and liquor permits by Sandra Scarborough were approved on a motion by Councilman Landry, 2nd by Councilman Toups and adopted.

Ordinance #2005-1: Mayor Bourgeois held a public hearing on Ordinance #2005-1 relating to the transporting of Mobile Homes within the corporate of the Town of Addis. The ordinance was read in full by Mr. Larpenteur and the public was invited to comment.
Following the public hearing a motion was made by Councilman Landry, 2nd by Councilman Parrish to adopt Ordinance #2005-1, as presented. The motion was adopted

on the following roll call vote: Yeas: Cazes; Landry; Gauthreaux, Parrish, Toups. Nays: None: Abstaining: None Absent: None.

Public Comments: Several comments from the public were heard and Brusly Councilman David Rodrigue was welcomed to the meeting.

Fire Meeting: At 8:15 p.m. a motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to temporarily adjourn the meeting to hold the meeting of the Board of Commissioners for Fire Sub-District #1 of WBR. The motion was adopted.
At 8:28 p.m. a motion to reconvene the meeting was made by Councilman Toups, 2nd by Councilman Cazes and adopted.

Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Toups, 2nd by Councilman Cazes and adopted.
Sewer: John advised that a letter from DEQ relating to testing for mercury levels was received. More information on this will be forthcoming.
A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux and approved to purchase padlocks for the pump stations at a cost of approximately $300.00.
Police: Chief Anderson advised that he is getting a price for Neighborhood Watch refrigerator magnets. A Neighborhood Watch meeting is set for January 11th at 7:00 p.m. at the Civic Center.
Personnel: A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted to modify the Town’s stationary to show new officials and office staff.
Drainage: A ditch at Benedetto’s was taken care of.
Buildings: Brian Budd is working on the plans for the renovation of the police department. Work should start in March.
A new roof has been put on the Civic Center building.
A motion was made by Councilman Cazes, 2nd by Councilman Landry to file Criminal charges against persons who rented the Civic Center and did extensive damage to the interior. The motion was adopted.
Streets, Roads, etc.: John Artigue reported that he is in the process of replacing and repairing signs in town.
Sewer: A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to authorize expenditures for David Bertrand to attend a seminar in Houma in March, to work on his certification. The motion was adopted.

Berthelot: Mr. Riley Berthelot, President of the WBR Parish Council, congratulated the old and new officials for the town, along with Brusly Councilman David Rodriguex and wished all a Happy New Year.

Mr. Berthelot advised that a Wal Mart presentation will be held on January 25th at 6:00 p.m. He also spoke on the millages which are on the January 15th election.

Executive Session: At 8:51 p.m. a motion to go into Executive Session to discuss personnel was made by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.
At 9:00 p.m. a motion to return to regular session was made by Councilman Cazes, 2nd by Councilman Parrish and adopted.
Mayor Bourgeois advised that a personnel manner was discussed in Executive Session.

As a result of Executive Session, a motion was made by Councilman Landry, 2nd by Councilman Toups to accept the recommendation of Chief Anderson to promote Blake Patterson to Sargeant with a $100.00 increase in salary to cover his additional duties. The motion was adopted.

The meeting was adjourned at 9:03 p.m. on a motion by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.
