TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was called to order by Mayor Bourgeois at 7:00 p.m. on Wednesday, February 2, 2005 at the Addis Municipal Center. The Pledge to the Flag was recited.
Mayor Bourgeois asked for a moment of silence in memory of Mrs. Ruth Larpenteur, who died recently. She was the wife of Town Attorney Dana Larpenteur. Mayor Bourgeois expressed condolences to Mr. Larpenteur on behalf of himself, the Council and the people of the Town of Addis.
Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None
Minutes: The minutes of the regular meeting of January 5, 2005 were approved, as mailed, on a motion by Councilman Toups, 2nd by Councilman Parrish and adopted.
Parish Council: Mr. Randy Mouch thanked the Mayor for the invitation to ride on the Town’s parade float; and the public for passing the three millages on the January 15th ballot. He advised that the Parish’s first quarterly paper was recently published.
Mr. Mouch advised that the engineering for the Riley Building was changed, but work should be started soon.
Mayor Bourgeois asked abut a problem at the VFW Hall with security at a recent function. Mr. Mouch advised that the Parish is working on this problem.
Police Report: The monthly report, given by Chief Anderson, included 205 traffic citations issued; 4 vehicle accidents; 9 misdemeanor arrests and 1 felony arrest. The arrests were: 1 DWI; 2 Traffic; 1 disturbing the peace; 2 simple battery; 2 under age drinking and 1 dangerous animal permit. Felony arrest was for narcotics.
Sewer Report: The sewer report, given by John Artigue, included 11 equipment failures; 3 jammed pumps; 2 leaks and 2 miscellaneous calls. The sewer machine was used on a plugged line in Addis Place and one on Addis Lane. One sewer tie-in was inspected on Gladys Drive in Missouri Acres.
Planning & Zoning Commission: Mayor Bourgeois advised that the AdHoc Committee to discuss Mobile Homes in Town is: Councilmen Cazes and Landry; Planning & Zoning Commissioners Gene Bertrand and Joan Barbier; R. J. Goebel of the Capital Region Planning Commission; Attorney Dana Larpenteur and Mayor Bourgeois.

Councilman Landry advised that the first meeting will be held at 7:00 p.m. on Wednesday, February 23rd.
Mayor Bourgeois advised that the proposed development of the Martinez tract of land has been put on “hold” for the time being.
A motion was made by Councilman Cazes, 2nd by Councilman Landry to host the bi-monthly meeting of the Capital Region Planning Commission on Monday, March 21st; and purchase items necessary to host the meeting. The motion was adopted.
LCDBG: A motion was made by Councilman Landry, 2nd by Councilman Parrish to authorize Mayor Bourgeois to begin acquisition of property necessary for rights-of-way for the proposed sewer project. The motion was adopted.
A motion was made by Councilman Cazes, 2nd by Councilman Toups to authorize the Engineer to go out for bids for the proposed sewer project. The motion was adopted.
Mayor Bourgeois reviewed the scope of the probject.
Ordinance #2005-2: Mayor Bourgeois opened a public hearing on Ordinance 2005-2, which raises the salaries of the Mayor; Chief; and Town Council. Following the public hearing, a motion was made by Councilman Parrish, 2nd by Councilman Cazes to adopt Ordinance 2005-2, as presented. The motion was adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None Absent: None Abstaining: None. The ordinance is attached to and made a part of these minutes.
Y.M.C.A.: Mayor Bourgeois read a letter from Mr. Bob Jacobs, YMCA President/CEO. He advised that work on the YMCA should begin in approximately 120 days.
Sugar Mill Crossing: Mr. Larpenteur advised that an agreement has been submitted to the railroad. Negotiations are still ongoing on the insurance needed for the railroad to agree to the crossing.
Open Container: A request for an open container by Freddie Jackson, to have a SuperBowl party at the Civic Center on February 6th, was approved on a motion by Councilman Landry, 2nd by Councilman Gauthreaux and adopted.

A request for an open container by Elaine Cazes to hold a “Honey Do” Shower at the Civic Center on February 13th, was approved on a motion by Councilman Landry, 2nd by Councilman Toups and adopted.
Rural Development Grant: Mayor Bourgeois advised that the Notice to Proceed has not yet been received on the Rural Development Grant, but expects it in the near future.
R & S Sewer Line: Mayor Bourgeois advised that the sewer tie-in to the R & S facility needed more equipment than the Town has. Tullier Services was asked to do the job at a quoted price of $4,530.55.
A motion to ratify the decision to go ahead and have Tullier Services do the sewer tie-in at the R & S Facility, at a cost of $4,530.55, was made by Councilman Landry, 2nd by Councilman Parrish and adopted.
Website Update: A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to expend $200.00 to upgrade the Town’s website and $500.00 to add an information page to the website. The motion was adopted.
Wal Mart: A discussion was held on the proposed agreement between the Parish and the Wal Mart organization. Mr. Berthelot, Parish President, advised that he will send the final draft of the agreement to everyone by e-mail.
Public Comments: Mr. Larpenteur thanked everyone for the love and support given to him and his family the past few weeks, following the death of his wife, Ruth.
Fire Sub-District meeting: At 7:56 p.m. a motion to temporarily adjourn the meeting and hold the regular meeting of the Board of Commissioners for Fire Sub-District #1 of WBR, was made by Councilman Gauthreaux, 2nd by Councilman Landry and adopted.
At 8:13 p.m., the meeting was reconvened on a motion by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.
Committee Reports: Finance: A motion to pay bills presented and found in order was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
Streets, Roads, etc. A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux for John Artigue to order a GMC ½ T pickup truck for the Maintenance Department. The motion was adopted.

Sewer: No further report Police: Chief Anderson asked for Executive Session.
Personnel: Mayor Bourgeois advised that the population estimate from Louisiana Tech shows approximately 4, 100 people in Town which will generate an additional amount of sales tax revenues, if this estimate is correct. Some of the additional monies can be put aside for needed road repairs.
Drainage: A motion was made by Councilman Parrish, 2nd by Councilman Toups and adopted to expend approximately $800.00 for new tires for the backhoe.
Buildings: Mayor Bourgeois advised that Brian Budd has inspected the air conditioning and lighting, etc in the police department and hopefully bids will be let in March for this renovation.
Executive Session: At 9:22 p.m. a motion to go into Executive Session to discuss a personnel matter was made by Councilman Landry, 2nd by Councilman Cazes and adopted.
As a result of Executive Session, a motion was made by Councilman Toups, 2nd by Councilman Cazes, to accept the recommendation of Chief Anderson and change the status of Officer Troy DeAngelo from an unpaid auxiliary officer to a part-time, paid officer at a salary of $300.00 per month for 50 hours worked, effective immediately. The motion was adopted.
Additional Comments: Mayor Bourgeois advised that the Portable Blook Unit will be at the Town Hall for a blood drive on March 15th from 1:00 to 5:00 pm

Chief Anderson is looking for sponsors for the Relay for Life event.
The meeting was adjourned at 9:33 p.m. on a motion by Councilman Landry, 2nd by Councilman Cazes and adopted.
