TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was called to order by Mayor Bourgeois at 7:00 p.m. on Wednesday, October 5, 2005 at the Addis Municipal Center. The Pledge to the Flag was said and a moment of silence shared for Mrs. Miriam W. Myhand, a long time town resident and member of Water Works District #1 Water Board for a number of years.
Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None
Minutes: The minutes of the September 7th regular meeting were approved, as mailed, on a motion by Councilman Toups; 2nd by Councilman Gauthreaux and adopted.
Correspondence: It was decided that a memorial leaf will be placed on the tree for Mrs. Miriam Myhand from the Mayor, Council, Staff and Attorney.
Parish Council: Mr. Randy Mouch advised that the Parish Council voted against having temporary “trailer” cities in the Parish for evacuees. The garbage fee has increased. Mr. Mouch further advised that construction is underway at the Riley Building, and the hurricane evacuees shelter should be closed in the near future. Bookings for the VFW hall will be opened on Monday, October 24th at 5:00 p.m.
Sewer Report: The sewer report for the month, given by John Artigue included 25 equipment failures; 2 jammed pumps; 3 leaks and 3 miscellaneous calls. Sewer inspections were made: 1 in River Landing; 6 in Sugar Mill Plantation; and 1 in Missouri Acres. The sewer machine was run to unplug a line in Fisher Trailer Park; and a generator was run at the lift station during Hurricane Rita at the sewer plant and the lift station on First Street.
Sheriff Cazes: Sheriff Mike Cazes was recognized and addressed those present on his proposal to get an additional 5 mill tax to help operate the Sheriff’s Department. He advised that this additional tax will be used for salaries; equipment; training, etc and will not go into the General Fund.
Police Report: The police report, given by Chief Anderson, included 150 traffic citations issued; 20 misdemeanor arrests; 3 felony arrests; 9 vehicle wrecks worked. The misdemeanor arrests included 3 for narcotics; 3 hit and runs; 1 littering; 1 battery on an officer; 4 resisting an officer 1 resisting by flight; 1 theft; 3 traffic and 3 disturbing the peace The felony arrests included 1 narcotics; 1 theft use of motor; 1 unauthorized entry of inhabited dwelling.
Planning & Zoning Commissioner: PUD: Mayor Bourgeois explained the concept of PUD (Planed Unified Development). Following a discussion a motion to table further discussion and action on this matter until the November meeting, was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
Donnie Blanchard: A motion was made by Councilman Toups, 2nd by Councilman Cazes to accept the recommendation of the Planning & Zoning Commission and grant a Home Occupation License to Mr. Donnie Blanchard to open a “Mastering Studio” at his home. The motion was adopted on the following vote: Yeas: Cazes; Gauthreaux; Parrish; Toups Nays: None Abstaining: Landry. Mr. Landry abstained because Mr. Blanchard is his son-in-law.
Debbie Dupuy: A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to accept the recommendation of the Planning & Zoning Commission and grant a Home Occupation License to Mrs. Debbie Dupuy to have swimming lessons at her home. The motion was adopted unanimously.
Mayor Bourgeois advised that a special meeting of the Planning & Zoning Commission has been called for Tuesday, October 25, 2005 to review plans for future developments by Sugar Mill Plantation.
OLD BUSINESS: LCDBG Project Update: Mr. Oscar Boudreaux gave a monthly project status report. He advised that Plan A should be substantially complete pending the recommendation of the Mayor and John Artigue.
A motion was made by Councilman Parrish, 2nd by Councilman Gauthreaux to authorize the Mayor to sign the Substantial Completion on Plan A when the work has been inspected and approved. The motion was adopted.

Mr. Boudreaux advised that the audit of the project by the State went well. The grant will fund all grinders under Plan A. He further advised that the roads in Addis Place will meet the criteria for a grant.
A motion was made by Councilman Landry, 2nd by Councilman Parrish to withdraw the application for the 2006-07 LCDBG grant for rehab on the sewer and resubmit the application for a grant to repair roads. The motion was adopted.
Acadian Crossing Streets: Following a discussion of the condition of the street crossings in Acadian Crossing, a motion was made by Councilman Landry, 2nd by Councilman Toups to authorize the attorney to draw up a letter to Acadian Crossing developers revealing the recommendation of the town engineers setting out the time limits for the repairs to be completed. The motion was adopted unanimously.
Ordinance #2005-7-Home Occupations: A public hearing was held on Ordinance #2005-7, Home Occupations, following which a motion was made by Councilman Toups, 2nd by Councilman Cazes to adopt the Ordinance as presented and read by the Attorney. The ordinance was adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None Abstaining: None Absent: None.
Ordinance #2005-6 – Sign Ordinance: A public hearing was held on Ordinance #2005-6 which amends the sizes of signs for Home Occupations. The ordinance was read in full by Mr. Larpenteur and the public invited to comment. Following the public hearing, a motion was made by Councilman Landry, 2nd by Councilman Parrish to adopt Ordinance #2005-6 as presented. The motion was adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None Abstaining: None Absent: None.
Ordinance #2005-8, Berthelot Annexation: A public hearing was held on Ordinance 2005-8 which annexes property owned by R. L. Berthelot into the Town’s corporate limits. The ordinance was read in full by Mr. Larpenteur and a discussion held. Following the public hearing, a motion was made by Councilman Parrish, 2nd by Councilman Cazes to adopt Ordinance #2005-8, as presented. The motion was adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None abstaining: None Absent: None
Ordinance #2005-9, Annexation of additional Sugar Mill property: A public hearing was held on Ordinance #2005-9 which annexes additional owned by developers of Sugar Mill Plantation into the Town’s limits. The ordinance was read by Mr. Larpenteur and the public invited to comment. Following the public hearing, a motion was made by Councilman Cazes, 2nd by Councilman Landry and adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Town of Addis Drug Policy: Mayor Bourgeois advised that he will make some changes to the draft of the Drug Policy. It will be on the November agenda.
Town Map: The town’s new map is not completed as yet. This item will be placed on a later agenda.
Veteran’s Parade: A motion was made by Councilman Landry, 2nd by Councilman Parrish to authorize the purchase of supplies to have a float in the Veteran’s Parade to be held in Port Allen in November. The motion was adopted.
NEW BUSINESS: Preferred Telephone: A motion to expend approximately $10,000.00 to upgrade the telephone system in the office was made by Councilman Landry, 2nd by Councilman Toups and adopted.
PUBLIC COMMENTS: Mrs. Eva Kleinpeter asked for help with a problem she is having with someone ringing her doorbell or knocking on the back of her trailer late at night. Following a lengthy discussion, a motion was made to authorize Chief Anderson to look into obtaining cameras for use with this kind of activity. The motion was adopted.

Fire Meeting: At 8:50 p.m. a motion was made by Councilman Toups, 2nd by Councilman Parrish to temporarily adjourn the meeting and hold the regular meeting of Fire Sub-District #1. The motion was adopted.
The meeting was reconvened at 9:00 p.m. on a motion by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.
Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Gauthreaux, 2nd by Councilman Landry and adopted.
Police: A motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to make the State Supplemental Pay a part of the salary of the full-time police officers. The motion was adopted on the following roll call vote: Yeas: Gauthreaux; Parrish; Toups Nays: Landry Abstaining: Cazes Absent; None
Chief Anderson advised that a double shift will be utilized until the hurricane shelter is closed.
A motion was made by Councilman Landry, 2nd by Councilman Cazes to expend approximately $21,000. for furniture and fixtures for the police department. The motion was adopted.
Sewer: Mayor Bourgeois advised that Copolymer will bring in 40 temporary housing units for workers demolishing the plant. They would like to dump into our sanitary sewer system.
A motion was made by Councilman Landry, 2nd by Councilman Gauthreaux to charge a minimum of $25.00, plus $1.00 per 1,000 gallons for wastewater. The motion was adopted unanimously.
Personnel: A motion was made by Councilman Toups, 2nd by Councilman Parrish to set trick-or-treat from 5:30 p.m. to 7:30 p.m. on Monday, October 31, 2005. The motion was adopted.
Drainage: John advised that he is almost finished with the culverts on Myhand Street.
Adjourn: The meeting was adjourned at 9:40 p.m. on a motion by Councilman Landry, 2nd by Councilman Cazes and adopted.
