TOWN OF ADDIS MINUTES

The regular meeting of the Town Council for the Town of Addis was called to order by Mayor Bourgeois and held at 7:00 p.m. on Wednesday, June 1, 2005 at the Addis Municipal Center. The Mayor led the Pledge to the Flag.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None

The minutes of the May 4th regular meeting were approved, as mailed, on a motion by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.

The minutes of the May 24th special meeting were approved, as mailed, on a motion by Councilman Toups, 2nd by Councilman Cazes and adopted.

Cox Communications Franchise: Mayor Bourgeois deviated from the agenda temporarily and introduced Ms. Sharon Kleinpeter of Cox Communications. A discussion was held on the proposed Cox Communication franchise agreement.
A motion was made by Councilman Landry, 2nd by Councilman Gauthreaux to authorize Mayor Bourgeois to sign the proposed Cox franchise agreement with the maximum allowable percentage of 5% for a period of 25 years. The motion was adopted.

CORRESPONDENCE: YMCA: Mayor Bourgeois advised that the YMCA ground breaking will be held on June 10th at the YMCA site in Sugar Mill Plantation.
A motion was made by Councilman Cazes, 2nd by Councilman Landry to expend approximately $200.00 to hold a reception at the Town Hall following the ground breaking. The motion was adopted.

Request by Library: A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to join the WBR Library, the School Board and Holy Family School working together to raise community awareness and in encouraging all school children to spend at least 10 minutes a day reading during their summer vacation. The motion was adopted.

PARISH COUNCIL: Councilman Gauthreaux. gave a report, related to him by Mr. Mouch who was not in attendance. He advised(1) Wal-Mart will be later than originally planned, possibly mid 2007. (2) Discussions are underway on concerns over events at the Civic Center and the VFW Hall. A committee is being formed to review the policies and the rental of the Parish’s community centers. Hopefully any changes made will be in place by August.
Mr. Berthelot advised that the air conditioning at the Reilly Building is being checked out. A bid packet is being put together so hopefully the bid can be put out by the first of the year.

Sewer Report: The monthly sewer report, given by John Artigue, included 9 equipment failures; 2 leaks; and 2 miscellaneous calls. One new sewer tie-in in River Landing Subdn and one new tie-in in Acadian Crossing Subdivision were inspected.

Police Report: The police report, given by Chief Anderson, consisted of 298 tickets issued; 6 vehicle accidents worked; 28 misdemeanor arrests; and 1 felony arrest. The misdemeanor arrests were 1-trespassing; 2-theft; 7-improper telecommunications; 7-disturbing the peace; 1-DWI; 8-traffic; 1-warrant. The felony arrest was for narcotics.

PLANNING & ZONING COMMISSION: (1) Louis Mouch Rezoning: A public hearing was held on a request by Mr. Louis Mouch to rezone a portion of his property to R-A which would permit apartments/condos.
Following the public hearing, a motion was made by Councilman Landry, 2nd by Councilman Cazes to accept the recommendation of the Planning & Zoning Commission and rezone a portion of property known as Missouri Acres Subdivision, owned by Mr. Louis Mouch, to R-A to allow the construction of apartments/condos. The motion was
adopted.

(2) Todd Leveron: A motion was made by Councilman Gauthreaux, 2nd by Councilman Landry to accept the recommendation of the Planning & Zoning Commission and allow a variance to Mr. Todd Leveron to provide for a reduced road to 40’ on a short area due to the location of the home. The motion was adopted.

(3) Robert Rivet: A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to reject the recommendation of the Planning & Zoning Commission to allow Mr. Robert Rivet to operate a Home Operation on his property on East Nic Drive, due to the fact that he no longer lives on the property. The motion was adopted.

It was suggested that Mr. Rivet go back to the Planning & Zoning Commission and ask for spot zoning to allow him to operate his business.

Mayor Bourgeois advised that the CRPC meeting would be held Monday, June 20, 2005 in Port Allen.

OLD BUSINESS: Delahaye Annexation: Mayor Bourgeois opened a public hearing on the requested annexation of property owned by the Delahayes, located west of the main railroad.
Following the public hearing, the attorney read the Ordinance in full. A motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to approve the Ordinance for the annexation of the Delahaye property, as requested. The motion was

adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None Absent: None Abstaining: None

Cox Communications: Mayor Bourgeois advised that a letter will be received from Cox Communications announcing a rate increase to be effective July 15th.

LCDBG: Mayor Bourgeois announced that a pre-construction meeting will be held on June 13th. Mr. Bobby Palermo will be the local inspector on the project.

Entergy: A motion was made by Councilman Gauthreaux, 2nd by Councilman Landry to table the final approval of the lighting contract with Entergy until Schedules A & B are received. The motion was adopted.

Residential Evaluations: Mayor Bourgeois advised that some work is being done on several of the properties which were evaluated. Letters will be sent to those who have not begun any clean-up work. They will be given a time limit in which to complete the work.

Trees: A motion was made by Councilman Cazes, 2nd by Councilman Landry to get prices to trim trees which are obstructing lights in town. The motion was adopted.
Mr. Fenton has agreed to trim his trees which are obstructing lights.

Building Inspector: Following a discussion on the contract for the parish-wide building inspector, a motion was made by Councilman Cazes, 2nd by Councilman Landry to authorize Mayor Bourgeois to sign the intergovernmental agreement between the Towns and the Parish for a Parish-wide Building Inspector. The motion was adopted.

NEW BUSINESS: Depreciated Assets: A motion was made by Councilman Landry, 2nd by Councilman Cazes to set $2,000.00 as the depreciable cost of an asset. The motion was adopted.

Bids-Town Truck: A motion was made by Councilman Toups, 2nd by Councilman Cazes to continue the opening of bids on the 1996 truck until the July meting. The motion was adopted.

PUBLIC COMMENTS: Parish President Berthelot advised that BFI has petitioned for a rate increase of approximately 50 cents.

Fire Meeting: At 8:23 p.m. a motion to temporarily adjourn the meeting and hold the regular meeting of the Board of Commissioners for Fire Sub-District #1 of WBR was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.

At 8:41 p.m. a motion to return to regular session was made by Councilman Landry, 2nd by Councilman Gauthreaux and adopted.

Committee Reports: Finance: A motion to pay bills found in order, was made by Councilman Landry, 2nd by Councilman Gauthreaux and adopted.

Sewer: None Police: Plans for the renovation of the police department are completed and bids should be in the next West Side Journal.

Personnel: Mayor Bourgeois advised that September 15th has been set as the date for the Employee Awards banquet.

Drainage: None Buildings: None

Streets, Roads, etc. Mayor Bourgeois advised that we are in the 15th month of the final plat warranty on Acadian Crossing. It was decided that the roads will be evaluated in September or October by Engineer Oscar Boudreaux.

Lawnmower: A motion to advertise for the sale of the old lawnmower was made by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.

Home Occupations: Councilman Landry advised that the Planning & Zoning has requested a better definition for Home Occupations. A committee of Joan Barbier; L. J. Cavaliere; Mayor Bourgeois; David Toups; Harry Landry and Attorney Dana Larpenteur was appointed to study the Home Occupation issue and bring their suggestions back to the Council.

Adjourn: At 8:50 p.m. a motion to adjourn was made by Councilman Landry, 2nd by Councilman Cazes and adopted.
