Regular Meeting: July 6, 2005

TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, July 6, 2005 at the Addis Municipal Center. Mayor Bourgeois called the meeting to order and led the Pledge to the Flag.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None

The minutes of the regular meeting of June 1, 2005 were approved, as mailed, on a motion by Councilman Toups, 2nd by Councilman Gauthreaux and adopted.

Parish Council: Mr. Berthelot, President of the Parish Council, advised that a study of the LA 1-I110 connection should be completed by January, 2007.

Police Report: The monthly report, given by Chief Anderson, included 240 citations issued; 9 wrecks worked; 16 misdemeanor arrests; and 2 felony arrests. The misdemeanor arrests were 2-trespassing; 1improper telecommunications; 1 disturbing the peace; 4-traffic; 2-DWI; 1-resisting arrest by flight; 1-warrant; 2 possession of narcotics; 1-cruelty to animals and 1-criminal mischief. The felony arrests were 1-narcotics distribution; and 1-aggravated battery.

Sewer Report: The sewer report for June, given by John Artigue, included 10 equipment failures; 4 jammed pumps; 2 leaks; 1 tank installation and 3 miscellaneous calls. A sewer tie in was inspected on Gladys Drive.

Planning & Zoning Commission: Home Occupation: A request for a consulting business, as a Home Occupation out of her home, made by Mrs. Sara Smith, was approved on a motion by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.

Ricky Parsons-Variance: A motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to approve a request by Mr. Ricky Parsons to locate a 2nd mobile home on his property to accommodate his ill mother-in-law, whose trailer park is closing down, with the stipulation that the trailer will be moved when it is no longer needed by the mother-in-law. The motion was adopted.

Jeanne Daigle: A motion was made by Councilman Landry, 2nd by Councilman Gauthreaux to deny a request for a Home Occupation by Jeanne Daigle. The motion was adopted.
Ms. Daigle was advised that she could request spot zoning for her business.

Home Occupation Study Committee: A committee to study the Home Occupation ordinance and possible changes was appointed as follows: Councilman Landry; Toups; Planning &Zoning Commissioners Cavaliere; Barbier; Mayor Bourgeois; Attorney Larpenteur and CRPC member Goebel.

New Zoning Map: A motion was made by Councilman Landry, 2nd by Councilman Cazes to introduce an ordinance to adopt the necessary changes to the Code of Ordinance to adopt the new zoning map. The motion was adopted.

Old Business: Bids on truck: Two bids were received on the 1996 Dodge - Brusly Wrecker Service-$1,800.00 and Sun Electric $1,227.00.
A motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to accept the high bid of $1,800.00 from Brusly Wrecker Service for the sale of the 1996 Dodge pickup. The motion was adopted.

Property Inspections: Mayor Bourgeois advised that he received a request from one property owner asking for 60 days to complete cleanup of their property.

A motion was made by Councilman Landry, 2nd by Councilman Toups to give 60 days to all of the property owners whose properties were inspected, to clean up their properties. Letters to be sent by certified mail. The motion was adopted.

Sewer Bore: A motion was made by Councilman Landry, 2nd by Councilman Cazes to authorize a change order on the contract for Part B of the Sewer Project, to add $7.00 additional per foot, or approximately $2,600.00, payable by the Town, to bore under trees which are on the right-of-way. The motion was adopted.

Concrete Trucks: A discussion and decision on weight of concrete trucks on town streets was tabled until the August meeting on a motion by Councilman Landry, 2nd by Councilman Gauthreaux and adopted.

Police Department Renovations: Mayor Bourgeois advised that bids on the renovations to the Police Department will be opened at 2:00 p.m. on July 12th. All are invited to attend.

Special Meeting: Mayor Bourgeois called a special meeting for 7:00 p.m. on Wednesday, July 27th , especially to discuss the bids on the police department renovations .

LCDBG UPDATE: Mr. Boudreaux, engineer, advised that the sewer project, Part A which is payable by the grant should be completed by September. Part B, payable by the Town will begin when Part A is complete.

A public hearing will be held at 4:00 p.m. on July 14th to give the public an opportunity to express its views on possible projects for the 2006 LCDBG. Everyone is invited to attend.

Open Container: A request by the Panther Paws for an open container for a ball tournament at Myhand Park on August 5th, 6th and 7th was approved on a motion by Councilman Parrish, 2nd by Councilman Toups and adopted.

Preferred Telephone: Mayor Bourgeois reviewed proposed plans to update the telephone system for the Town. This will be discussed further at future meetings.

Eric Seneca: Eric advised that Microsoft will no longer support Microsoft Word 2000 and recommended upgrading to Microsoft Word 2003; further that another server be installed to alleviate the problem of all computers “going down” when the accounting program has a problem.
A motion was made by Councilman Cazes, 2nd by Councilman Landry to expend approximately $5,350.00 to upgrade the computer system as presented by Eric Seneca. The motion was adopted.

Public Comments: Ricky Parsons asked for a copy of the regulations regarding trailers on residential property.
Chief Anderson thanked John Artigue for repairing potholes in the subdivision.

Fire Sub-District #1 meeting: At 8:09 p.m., a motion to temporarily adjourn the meeting in order to hold the regular meeting of the Board of Commissioners for Fire Sub-District #1 of West Baton Rouge, was made by Councilman Toups, 2nd by Councilman Cazes and adopted.

At 8:31 p.m, a motion to reconvene the meeting of the Mayor and Town Council was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.

Committee Reports: Finance: A motion to pay bills presented and found in order was made by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.

Sewerage: A motion to expend $425.00 to purchase gear oil and grease was made by Councilman Cazes, 2nd by Councilman Parrish and adopted.

Mayor Bourgeois advised that he is still negotiating with the Messina family for the location of the wet well on the sewer project. Mr. Boudreaux was asked to prepare a plot location to place the wet well near the River Road.

Police: Chief Anderson advised that they are waiting on the new vehicle. No further report

Drainage: John reported that the Parish has been cleaning drainage ditches in Town. He has ordered the culverts for the Myhand ditch project, being partially financed through the Rural Development grant.

Buildings: Councilman Gauthreaux moved to purchase waste paper baskets for each of the Councilmen’s position at the Council Table. The motion was seconded by Councilman Cazes and adopted.

Streets, Road, etc. No further report.

Adjourn: The meeting was adjourned at 8:42 p.m. on a motion by Councilman Landry, 2nd by Councilman Parrish and adopted.
