Regular Meeting: December 7, 2005

TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, December 7, 2005 at the Addis Municipal Center.

Roll Call: Present: Councilman Cazes; Gauthreaux; Parrish; Toups.
Absent: Mayor Bourgeois; Councilman Landry

In the absence of the Mayor and Mayor Pro-Tempore Landry, the meeting was conducted by Russell Parrish, Mayor Pro-Tempore 2.

Minutes: The minutes of the regular meeting of November 2, 2005 were approved, as mailed, on a motion by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.

Parish Council: Mr. Randy Mouch reported that work is progressing nicely on the Riley Building and the work should be finished by the deadline, further, that sprinkler systems will be installed at all parish parks; and the new motor vehicle office is in operation in Port Allen.

Police Report: The monthly police report, given by Chief Anderson, included 180 traffic citations issued; 8 misdemeanor arrests; and 7 vehicle wrecks. The misdemeanor arrests were 3 for traffic; 2 disturbing the peace; 1 warrant; and 2 littering/dumping.

Sewer Report: The sewer report, given by John Artigue, consisted of 7 equipment failures; 3 jammed pumps; 3 leaks; and 1 tank installation. The sewer machine was run in Addis Place to unplug a line; 3 sewer tie-ins were inspected in Sugar Mill Plantation; and Sugar Mill Plantation and River Road pump station are on line.

Planning & Zoning Commission: A request for a Home Occupation presented by Carolyn Bourgeois was approved on a motion by Councilman Toups, 2nd by Councilman Gauthreaux and adopted.
A motion was made by Councilman Cazes, 2nd by Councilman Toups to accept the recommendation of the Planning & Zoning to approve the construction of a tower by ERF Wireless near the Iberville Bank facility, with the stipulation that proper documentation is filed and completed i.e., soil samples; engineered stamped drawings, permits. The motion was adopted.
A reminder was made of the Planning and Zoning training meeting to be held in Brusly on December 13, at the Brusly Town Hall from 6:00 p.m. to 8:00 p.m.

November minutes: On the advice of Mr. Larpenteur, the November minutes were amended as follows on a motion by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted: “add contingencies to the motion approving the rezoning of a portion of Sugar Mill Plantation for a mixed use development, as requested, contingent upon (1) documents for Association restrictions to be presented at the same time as the preliminary plat, (2) pictures of proposed condos and garden homes presented before construction, and (3) stub hubs for future roads installed. The motion was adopted unanimously.

Old Business: Police Car: The two bids received for the sale of the police car were: Jules Lefeaux-$1010.00 and Ace Auto Sales $1033.00.
A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to accept the high bid of Ace Auto Sales in the amount of $1,033.00 for the sale of the 2001 Ford Crown Victoria police vehicle. The motion was adopted.

Sewer Project Update: A motion was made by Councilman Toups, 2nd by Councilman Gauthreaux to accept the recommendation of Engineer Oscar Boudreaux and approve the road repairs in Acadian Crossing, 1st Filing, once they are completed in accordance with Mr. Patin’s design. The motion was adopted.

Janitorial Contract: A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to advertise for bids on the yearly janitorial contract on the municipal building. The motion was adopted.

Public Comments: Mr. Berthelot, President of the Parish Council, advised that the work on the Riley Building should be completed by March. He invited everyone to stop by and look at the building. He further advised that he is planning to hold a Parish Council meeting at the building along with a “grand opening.

Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
Mayor Pro-Temp Parrish advised that a finance committee meeting will be held on Wednesday, December 14th to work on the 2005 revised budgets and the 2006 budget.
A special meeting of the Mayor and Town Council will be held on Wednesday, December 28, 2005 to adopt the budgets and take care of other matters, as presented.

Sewerage: A motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to purchase a repair kit for the modulator switch on the chlorinator pump at a cost of $1,156.50. The motion was adopted.

Police: Chief Anderson advised that work on the police department is complete except for the wiring and telephones. The offices should be ready for occupancy this weekend or early next week.

Personnel: None

Drainage: John reported that culverts have been installed at the corner of First and Foret Streets.

Buildings: John advised that the air conditioners at the Civic Center need to be replaced next year.
A discussion was held on problems encountered at parties being held at the Civic Center. Councilman Toups is drawing up a document to start finalizing plans and regulations for renting the Civic Center. More discussion on this matter at future meetings.

Streets and Roads: Some patching of the roads have been done in Addis Place. It was pointed out the streets in Addis Place are in bad condition.

The meeting was adjourned at 7:59 p.m. on a motion by Councilman Cazes, 2nd by Councilman Toups and adopted.
