TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, October 6, 2004 at the Addis Municipal Center. Mayor Bourgeois led the Pledge to the Flag.
Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; H. Landry; J. Landry; Parrish.
Absent: None
Minutes: The minutes of the regular meeting of September 1, 2004 were approved, as corrected, on a motion by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted. The correction was to state that garbage was placed at the VFW, not at the Town’s dumpster.
The minutes of the special meeting of September 15th were approved, as mailed, on a motion by Councilman H. Landry, 2nd by Councilman J. Landry and adopted.
Correspondence: Mayor Bourgeois congratulated all elected officials, and thanked Councilman J. Landry for his 20 years of service to the Town.
He then read an invitation to the Historical Society’s Veteran’s celebration.
Parish Council: Mr. Mouch advised that (1) the Parish Council is working on the budget for 2005, (2) Engineers are working with the Council on the Whirlpool building, and ideas are being gathered for the building, (3) the new garbage pickup program seems to be working well; and (4) Benedetto’s Market will hold its grand opening on Saturday at 10:00 a.m. A short discussion was held on the garbage pickup, especially in areas where the new trucks are not being utilized.
Sewer Report: The monthly report, given by John Artigue, included 8 equipment failures; 4 jammed pumps; 3 leaks; 1 electrical relocation; and 2 miscellaneous calls. The River Church manhole was changed from a 6” inlet to 8”; a main line was unplugged in Fisher Trailer Park; the filter was replaced in the First Street pump station; and a residential tie-in into the sewer system was sealed in River Boat Trailer Park.
Police Report: Chief Anderson gave the police report which included 460 traffic citations issued; 3 vehicle accidents worked; 14 misdemeanor arrests and 1 felony arrest. The misdemeanor arrests consisted of: 1 narcotics; 1 theft; 4 disturbing the peace; 7 traffic; and 1 DWI; the 1 felony arrest was for felony theft.
Planning & Zoning Commission: A motion was made by Councilman H. Landry, 2nd by Councilman Cazes to accept the recommendation of the Planning & Zoning Commission and grant a Home Occupation license to Mr. Jason Koenig to operate air conditioning repair business at his home. The motion was adopted.
An ordinance to amend the Town of Addis Code of Ordinances to include all residential zones require a 100’ depth on lots, was offered by Councilman H. Landry, 2nd by Councilman Cazes and adopted. A public hearing will be held on the proposed ordinance at the November meeting.
Old Business: Sugar Mill Plantation: Mayor Bourgeois and Attorney Dana Larpenteur, along with representatives of Sugar Mill Plantation plan to go to Omaha to discuss

the railroad crossing to the new subdivision with railroad officials.
Floyd Campbell: Following a discussion, a motion was made by Councilman H. Landry, 2nd by Councilman Gauthreaux to forgive the balance of the debt owed by Mr. Floyd Campbell for the upgrade of the lift station in his trailer park, and encourage Mr. Campbell to grant to the Town a part of the property which may be needed for a lift station in this area. The motion was adopted.
Building Code Update: An ordinance, to update the Building Code Ordinance, to comply with the State Building Code, was introduced on a motion by Councilman Parrish, 2nd by Councilman Cazes and adopted.
LCDBGrant: Mayor Bourgeois advised that the Parish has decided to install a sewer system on Paul’s Lane. Ed Hannum, consultant, will revise our grant and check with the State on the status of the grant and the revisions.
Norris Decoteau: Mayor Bourgeois advised that Mr. Decoteau advised that the Messina family is now in a position to start the division of their property and some action should take place soon.
New Business: Cox Communications: A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to authorize Mayor Bourgeois to sign the transfer documents for Cox Communications; said action taken upon the recommendation of the Attorney. The motion was adopted.
WBR Historical Society: A motion was made by Councilman Cazes, 2nd by Councilman Parrish to purchase two historical signs (one for the Town being a railroad town built by the TP) and one for the museum, at a cost of $2,600.00 The motion was adopted.
Printer: A motion was made by Councilman Gauthreaux, 2nd by Councilman H. Landry to purchase a new printer for the Town Clerk’s office at a cost of $500.00 to $600.00. The motion was adopted.
Resolution: A resolution congratulating Miss Jennifer Dupont, Miss Louisiana and First Runner-up for Miss America, for her outstanding accomplishments, was offered by Councilman J. Landry, 2nd by Councilman Cazes and adopted unanimously on a roll call vote. The resolution, in its entirety, is attached to and made a part of these minutes.
Road Bore-Sugar Mill: A motion was made by Councilman H. Landry, 2nd by Councilman Parrish to authorize Oscar Boudreaux to go ahead and prepare the specifications for the bid package for the road bore to Sugar Mill Plantation. The motion was adopted.
Workshop: A motion was made by Councilman Parrish, 2nd by Councilman Gauthreaux to authorize the expenditure of $139.00 registration fee and meal expense for Dana Strauss to attend a workshop on the Excel computer program. The motion was adopted.

A motion was made by Councilman Parrish, 2nd by Councilman J. Landry to expend approximately $50.00 for Vera Lucas to attend the LMAC’s conference on GASB 34. The motion was adopted.
Open Container Permit: A request for an open container permit by Tatum LeBlanc for a St. John Interparochial School softball tournament at Myhand Park on October 9th, was approved on a motion by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.
Public Comments: Mr. Greaud asked for help in getting his complaints about damage to his property taken care. Mayor Bourgeois and Chief Anderson advised him to sit down with the Police Department and file a damage report.
Mr. Dale Walsh thanked the police chief for “cleaning up behind the tracks”. He asked if cross bars and/or lights will be installed at the railroad crossings in town. Mayor Bourgeois advised that there has been some talk of this but no meetings have been set.
Fire Sub-District Meeting: At 8:00 p.m. a motion to temporarily adjourn the meeting in order to hold the monthly meeting for Fire Sub-District #1, was made by Councilman Cazes, 2nd by Councilman Parrish and adopted.
At 8:23 p.m., a motion to return to regular session was made by Councilman Gauthreaux, 2nd by Councilman H. Landry and adopted.
Committee Reports: Finance: A motion to pay bills presented and found in order, was mde by Councilman Parrish, 2nd by Councilman J. Landry and adopted.
Mayor Bourgeois advised that a Finance Committee meeting will be held on Wednesday, October 27th, immediately following Court, to discuss amending the 2004 budget and start discussing the budget for 2005.
Sewer: John Artigue reported that the line is run for service to S & R Trailer Park lift station. A motion was made by Councilman J. Landry, 2nd by Councilman Gauthreaux to authorize Oscar Boudreaux, engineer, to review the lift station to ascertain if it has the capacity to lift as needed. The motion was adopted.
A motion was made by Councilman Parrish, 2nd by Councilman H. Landry to purchase run timers at $264.00 for three lift stations. The motion was adopted.
John advised that the new permit requires testing to be done every week.
Police: A motion was made by Councilman Parrish, 2nd by Councilman H. Landry to expend funds necessary for Chief Anderson to take his officers and their wives to dinner in appreciation for their service. The motion was adopted.
Drainage: John advised that the culverts were installed on the Main Street project.
A grant will be applied for to install culverts on Myhand Street.
Buildings: A proposal from Mr. Brian Budd of Cockfield-Jackson Architects to complete the construction documents, provide coordinating mechanical and electrical engineering

consultation and providing construction administration, in the amount of $11,500.00 to $13,500.00 was accepted on a motion by Councilman Parrish, 2nd by Councilman Cazes and adopted
Streets, Roads, etc. – None
Personnel: Mayor Bourgeois announced that the inauguration ceremony for the coming term of office for elected officials will be held at 2:00 p.m. on December 19th.
Adjourn: The meeting was adjourned at 8:33 p.m. on a motion by Councilman H. Landry, 2nd by Councilman Gauthreaux and adopted.
