TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council was held at 7:00 p.m. on Wednesday, November 3, 2004 at the Addis Municipal Center. Mayor Bourgeois led the Pledge to the Flag.

Roll Call: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; H. Landry; J. Landry; Parrish.

Minutes: The minutes of the October 6, 2004 regular meeting were approved, as corrected, on a motion by Councilman Parrish, 2nd by Councilman Gauthreaux and adopted.

Parish Council: No report in absence of Mr. Mouch.

Sewer Report: The monthly sewer report, given by John Artigue, included 4 equipment failures; 1 jammed pump; 1 leak; 1grease problem; and 1 tank installation. The pump station in River Landing was started.

Police Report: The monthly police report, given by Chief Anderson, included 112 traffic citations issued; 2 vehicle accidents worked; 11 misdemeanor arrests. The misdemeanor arrests were 3-disturbing the peace; 1 simple battery; 1 simple assault; 1 concealed weapon (firearm); 1 resisting an officer; 2 cruelty to animals; 1 traffic; and 1 DWI.

Planning & Zoning Commission: The Planning & Zoning will be asked to study problems with mobile homes in Town.

Old Business: Sugar Mill Plantation Update: Mr. Larpenteur advised that a meeting was held with himself; the railroad; the town’s insurance carrier; and developers to discuss the ongoing problem with the railroad crossing on to the subdivision. No definite decisions were made. Another meeting will be set up to further discuss this matter.

Ordinance #2004-4. Public Hearing and Adoption: Mayor Bourgeois held a public hearing on Ordinance #2004-4 which amends and revises the Addis Code of Ordinances, particularly Chapter 5, Article II, Section 5-16 by adopting the International Building Code, 2000 Edition, as revised. Following the public hearing, a motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to adopt Ordinance #2004-4. The motion was adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; H. Landry; J. Landry; Parrish. Nays: None Absent: None Abstaining: None The ordinance has been previously published.

Ordinance #2004-5. Public Hearing and Adoption: Mayor Bourgeois held a public hearing on Ordinance #2004-5, amending the Addis Code of Ordinances, particularly, Appendix C, Zoning, Section 3. Following the public hearing, a motion was made by Councilman H. Landry, 2nd by Councilman Gauthreux to adopt Ordinance #2004-5, and adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; H. Landry; J. Landry; Parrish Nays: None Absent: None Abstaining: None. The Ordinance has been previously published.

LCDBGRANT: Mayor Bourgeois advised that the Town has requested an amendment to the LCDB Grant due to the fact that Paul’s Lane will not be included in the work outlined in the original application. He is waiting to hear from the State on the approval of the amendment.

Police Department/Parking Lot: Mayor Bourgeois advised that he gave the Architect the “go-ahead” on plans and specifications for bids on the renovations to the Police Department and the new parking lot.

New Business: Revised Budgets: The publication of a public hearing, and adoption, of the revision of the 2004 General Administration and Sanitation budgets, to be held at the December 1st meeting, was approved on a motion by Councilman H. Landry, 2nd by Councilman J. Landry and adopted.

Cleaning Contract: Advertisement for bids on the cleaning contract on the Municipal Building, with bids to be opened at the December 1st meeting, was approved on a motion by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.

Mobile Home Ordinance Amendment: Advertisement for a public hearing, and adoption, on an ordinance to amend the Mobile Home Ordinance, to include newly incorporated areas, was approved on a motion by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.

Open Container: A request for an open container permit, submitted by American Gateway Bank, was approved on a motion by Councilman Cazes, 2nd by Councilman H. Landry and adopted.

Public Comments: None

Fire Sub-District Meeting: At 7:47 p.m. a motion was made by Councilman H. Landry, 2nd by Councilman J. Landry to temporarily adjourn the meeting and hold the regular meeting of the Board of Commissioners for Fire Sub-District #1 of WBR. The motion was adopted.
At 8:06 p.m. a motion to return to regular session was made by Councilman Gauthreaux, 2nd by Councilman J. Landry and adopted.

Committee Reports: Finance: A motion was made by Councilman Parrish, 2nd by Councilman Gauthreaux to pay bills presented which are found in order. The motion was adopted.
A Finance Committee meeting, to discuss the 2005 budgets, will be held at 7:00 p.m. on Wednesday, November 10th in the Chambers.

Mayor Bourgeois set a special meeting for 5:00 p.m. on Wednesday, December 15th to hold a public hearing and adopt the 2005 budgets. The motion was adopted.

A motion was made by Councilman Parrish, 2nd by Councilman J. Landry to set a public hearing on the 2004 revised budgets to be held at the December 1st meeting. The motion was adopted.

Sewer: A motion was made by Councilman Gauthreaux, 2nd by councilman Cazes to ratify the purchase of Sevin Dust to treat the ditch at the Sewer Plant, at a cost of $330.00; and, the purchase of a pump for the boat clarifier at a cost of $345.00. The motion was adopted.

Police: A motion was made by Councilman Cazes, 2nd by Councilman Parrish to authorize Chief Anderson to accept the quote of J & S Automotive of $2,450.00, for the repair of his police car following a minor “fender-bender”. The motion was adopted.

Personnel: A motion was made by Councilman H. Landry, 2nd by Councilman Parrish to spend approximately $500.00 for the Inauguration of newly elected officials to be held at 2:00 p.m. on December 19th. The motion was adopted.

Drainage: None

Buildings: Quotes for the replacement of the roof on the Civic Center Building were: Westside Metal Buildings and Components - $8,500.00; and Joe Anderson - $11,500.00.
A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to accept the low bid of $8,500.00 of Westside Metal Buildings and Components to replace the Civic Center building roof. The motion was adopted.

A motion was made by Councilman Gauthreaux, 2nd by Councilman H. Landry to replace the heater firebox on the unit in the Municipal Center. The motion was adopted.

Streets, Roads, etc. None

Other Budiness: A motion was made by Councilman H. Landry, 2nd by Councilman J. Landry to authorize Mayor Bourgeois to send a letter to the Planning & Zoning Commission to request that they review the Code of Ordinances to bring all Ordinances “in sync” with each other. The motion was adopted.

The meeting was adjourned at 8:25 p.m. on a motion by Councilman H. Landry, 2nd by Councilman Cazes and adopted.
