TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, December 1, 2004 at the Addis Municipal Center. Mayor Bourgeois called the meeting to order and led the Pledge to the Flag.

Roll Call: Present: Mayor Bourgeois; Councilmen Gauthreaux; H. Landry; J. Landry.
Absent: Councilmen Cazes; Parrish.

Minutes: The minutes of the November 3rd regular meeting were approved, as corrected, on a motion by Councilman H. Landry, 2nd by Councilman J. Landry and adopted. The correction was to show the special meeting on December 15th to be held at 5:00 p.m. instead of 7:00 p.m.

Special Business: (1) Road Bore-SugarMill Plantation: Mayor Bourgeois asked three times for additional bids from the floor. None were forthcoming and bids received were opened with the following results:
1. Tullier’s Services, Inc. $28,000.00

2. E. B. Feucht & Sons, Inc. 86,000.00

On the advice of the Attorney and Engineer, a motion was made by Councilman Gauthreaux, 2nd by Councilman H. Landry to take the bids under advisement until the December 15th special meeting. The motion was adopted.

Mr. Oscar Boudreaux, Engineer, expressed his appreciation to outgoing Councilman Joseph “Blackie” Landry for his many years of service on the Town Council.

(2) 2003 Audit: Mrs. Kathleen Beard, auditor, presented the 2003 audit and reviewed her findings. Following the presentation, a motion was made by Councilman H. Landry, 2nd by Councilman J. Landry to accept the 2003 Audit, as presented. The motion was adopted.

(3) The Chamber of Commerce: Mr. Larry Durbin, Director of the Chamber, was recognized. He introduced the Chairman of the Chamber of Commerce, Mr. Brad Tuminello. Mr. Tuminello presented a report on the activities of the Chamber this past year. Mr. Durbin then thanked the Mayor and Council for their support of the Chamber’s projects.

Parish Council: Mr. Randy Mouch, Parish Councilman, advised that bids on the renovations of the Riley were accepted and work should begin soon. Work has also begun on the Central Communications project. Mr. Mouch apologized for missing last month’s meeting due to a Council finance meeting on the same night.

Sewer Report: The monthly sewer report, given by John Artigue, included 8 equipment failures, 1 jammed pump; 4 leaks and 2 miscellaneous calls. The sewer machine was used at Fisher Trailer Park to unplug a line and the tank was installed at Mouch’s Trailer Park by Mr. Mouch. It should be put on-line tomorrow.

Police Report: The monthly police report, given by Chief Anderson, included 306 traffic citations issued; 2 vehicle accidents; 11 misdemeanor arrests; 4 felony arrests. The misdemeanor arrests were 1 battery on an officer; 1 resisting an officer; 2 disturbing the peace; 2 traffic; 1 DWI; 1 open container; and 3 curfew violations. Felony Arrests were; 2 narcotics; 1 burglary; and 1 forgery.

Planning & Zoning Commission: Mayor Bourgeois advised that the Planning & Zoning Commission was asked to study the Town Ordinances and development of properties in Town. A committee will be set up of 2 Planning & Zoning Commissioners; 2 Town Councilmen; Mayor Bourgeois; Town Attorney Larpenteur and Mr. R. J. Goebel of the Capital Region Planning Commission.

Janitorial Bids: Mayor Bourgeois opened bids received for janitorial service of the Municipal Center, with the following results:
(1) Personal Cleaning Service $365.00 per month (2 days a week)
(2) C & I Cleaning Service $420.00 per month (2 days a week)
(3) Jani King $850.00 per month (2 days a week)

A motion was made by Councilman Gauthreaux, 2nd by Councilman H. Landry, to accept the second lowest bid of $420.00 per month by C & I Cleaning Service, with the reason for not accepting the low bid because of past practices of Personal Cleaning Service, and satisfaction with the present service of C & I Cleaning Service. The motion was adopted.

2004 Revised Budget: Mayor Bourgeois held a public hearing on the proposed 2004 Revised Budget. Following the hearing, a motion was made by Councilman H. Landry, 2nd by Councilman Gauthreaux to adopt the 2004 Revised Budgets for the General Administration and Sewer Funds. The motion was adopted.

LCDBG UPDATE: Mayor Bourgeois advised that the amendment to the LCDBG application was approved with the grant amount reduced from $493,000 to $390,000.

Glenn Marcantel: A discussion was held on a question by Mr. Glenn Marcantel regarding sewer service to property he and his wife are planning to develop between Peter Messina Road and Parker Lane. Mr. Oscar Boudreaux, engineer, will be consulted on this matter and more information will be forthcoming when Mr. Marcantel has a plat to present to show exact location of his property.

Computer Class: A motion was made by Councilman H. Landry, 2nd by Councilman J. Landry to pay a $49.00 registration fee, and expenses, for Dana Strauss to attend a computer class in Baton Rouge on January 28. The motion was adopted.

Resolution: A resolution recognizing the outstanding contribution and service by Joseph “Blackie” Landry as a Councilman for the Town of Addis from 1984 to 2004, and congratulating him on twenty (20) years of outstanding representation for the Town of Addis was offered by Councilman Gauthreaux, 2nd by Councilman H. Landry and adopted.

Railroad Crossing-SugarMill Plantation: Mr. Larpenteur advised that the railroad is asking that the Town provide $5,000,000. Insurance on the railroad crossing at SugarMill Plantation. His investigation has shown that no one is willing to write this type of insurance, therefore, the Town cannot meet the requirements of the railroad. More meetings will be held to try to resolve this problem.

Building Codes: A motion was made by Councilman Gauthreaux, 2nd by Councilman H. Landry to purchase 3 copies of the International Building Code which was recently adopted by the Town. The motion was adopted.

Mr. Berthelot, President of the Parish Council, advised that a meeting has been set for Tuesday, December 7th at 7:30 a.m. in the Council meeting room to discuss the building code; zoning changes, and related subjects, and invited the Mayor and Council to attend.

Fire Sub-District #1 meeting: At 8:17 p.m., a motion to temporarily adjourn the meeting in order to hold the meeting of the Board of Commissioner for Fire Sub-District #1 was made by Councilman Gauthreaux; 2nd by Councilman H. Landry and adopted.
At 8:30 p.m., a motion to reconvene the regular meeting of the Mayor and Town Council, was made by Councilman Gauthreaux, 2nd by Councilman J. Landry and adopted.

Committee Reports: Bills: A motion to pay bills found in order, was made by Councilman H. Landry, 2nd by Councilman Gauthreaux and adopted.

Sewer: None Police: Following a discussion on outstanding bench warrants, a motion was made by Councilman J. Landry, 2nd by Councilman Gauthreaux to allocate $2,500.00, until the end of the year, for overtime for police officers to recover outstanding bench warrants. The motion was adopted.

A motion was made by Councilman H. Landry, 2nd by Councilman Gauthreaux to introduce an Ordinance to amend the Town of Addis Code of Ordinances, particularly those sections pertaining to Title 32 and Title 47. The motion was adopted.

Personnel: Mayor Bourgeois advised that the inauguaration will be held at 2:00p.m. on Sunday, December 19th.

Drainage: Mr. Berthelot advised that the Parish will clean the ditch on the south side of SugarMill Plantation Subdivision if a right-of-way is obtained.

Mayor Bourgeois advised that he will meet with representatives of the Messina family on Friday at 8:30 a.m. to discuss the location of a lift station on their property.

Buildings: John Artigue advised that the roof on the Civic Center will be repaired after the 1st of the year.

Streets, Roads, etc. A motion was made by Councilman Gauthreaux, 2nd by Councilman H. Landry to authorize John Artigue to purchase asphalt at a cost of approximately $500.00. The motion was adopted.

Adjourn: At 8:46 p.m. a motion to adjourn the meeting was made by Councilman J. Landry, 2nd by Councilman Gauthreaux and adopted.
