Regular Meeting: April 7, 2004

TOWN OF ADDIS MINUTES

The regular meeting of the Town Council for the Town of Addis was called to order by Mayor Pro-Tempore H. Landry at 7:00 p.m. on Wednesday, April 7, 2004 at the Addis Municipal Center. The Pledge to the Flag was led by Mr. Landry.

Roll Call: Present: Mayor Pro-Tempore H. Landry; Councilmen Cazes; Gauthreaux; J. Landry; Parrish.
Absent: Mayor Bourgeois

Minutes: The minutes of the regular meeting of March 3, 2004 were approved, as mailed, on a motion by Councilman Gauthreaux, 2nd by Councilman J. Landry and adopted.

The minutes of the special meeting of March 31, 2004 were approved, as mailed, on a motion by Councilman J. Landry, 2nd by Councilman Cazes and adopted.

Parish Council: Mr. Berthelot was unable to attend the meeting, however, Councilman Cazes reported that Mr. Berthelot asked him to announce that a meeting will be held in the Council Chambers in Port Allen on April 15th at 7:30 am to discuss various business matters that have arisen in the recent past.
All are invited to attend.

Police Report: The monthly police report, given by Chief Anderson, included 186 traffic citations issued; 7 vehicle accidents worked; 11 misdemeanor arrests and 2 felony arrests. The arrests consisted of 2 for possession of marijuana; 3 disturbing the peace; 1 DWI; 4 traffic; and 1 warrant. The felony arrests consisted of 1 for aggravated battery and 1 warrant.

Sewer Report: The March sewer report, given by John Artigue, consisted of 9 equipment failures; 1 jammed pump; 1 leak; 1 grease problem and 1 electrical relocation. There were two plugged lines in Addis Place; 4 tank lids were replaced; Addis Place Pump Station breakers tripped out. Replaced run capicator and broken belts on the east pump.

Planning & Zoning Commission: A motion was made by Councilman Gauthreaux, 2nd by Councilman J. Landry to accept the recommendation of the Planning & Zoning Commission and grant a Home Occupation license to Mr. Joe Taylor to wash cars in his yard. The motion was adopted.
A motion was made by Councilman Cazes, 2nd by Councilman Parrish to accept the recommendation of the Planning & Zoning Commission to grant a Home Occupation license to Mr. Joe Anderson to have an office in his home for the distribution and installation of metal buildings and roofing. The motion was adopted.

Parish Council: Mr. Randy Mouch, Parish Councilman arrived and reported on the status of the Lee property on Parker Lane-Parish will make him put a fence back up which he torn down. The lights are on order for Myhand Park. The parish prisoners are cleaning up the park, fields, bike tracks, etc at Myhand Park A discussion was held on the condition of Myhand Ditch at the railroad track. Mr. Mouch will check into this to see what the Parish can do to help with this problem.

Old Business: Councilman J. Landry asked about the status of the cleanup of property next to the Fire Station on Main Street. It was reported that some clean up has started and the house is scheduled to be sold at a Sheriff’s sale on May 5th.

New Business: A resolution in support of Entergy’s Low Income Home Energy Assistance Program (LIHEAP) and the Weatherization Assistance program (WAP) was offered by Councilman Cazes, 2nd by Councilman J. Landry and adopted.

At 7:35 p.m. a motion to temporarily adjourn the meeting in order to hold the regular meeting for the Board of Commissioner of Fire Sub-District #1 of West Baton Rouge was made by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.

At 7:40 a motion to return to regular session was made by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.

Committee Reports: Finance: A motion to pay bills found in order was made by Councilman J. Landry, 2nd by Councilman Gauthreaux and adopted.

Sewer: John Artigue reported that the new supplier for sewer tanks is in Metairie. He picked up some pumps and gave a list of parts to obtain prices.
A motion was made by Councilman Cazes, 2nd by Councilman J. Landry to purchase (1) a pressure washer for the new plant - $700.00; (2) a 12” bucket for backhoe – ($800.00) ; (3) sand for drying beds - $1186.25 (included $175.75 delivery fee). The motion was adopted.

Police: None Personnel: None

Drainage: John reported that some repair work has been done on the corner of Myrle and Hubert Dupuy.

Buildings: (1) John is still checking on the roof at the museum to determine where a leak originated earlier. He will check the vent and wait for a rain to see if this is the problem. (2) DeBlanc House. Mr. Larpenteur advised that a purchase agreement on the DeBlanc property has been signed and the owner would like to pass the sale as soon as possible. There is a termite contract on the house and he (Mr. Larpenteur) will get a clear title to the property.

Streets, Roads, etc. A motion to ratify the expenditures of approximately $1,431.57 to change the alternator on the slope mower and change a part on the flail mower was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
A motion to purchase an electric sprayer rig to install on the back of the tractor was made by Councilman Cazes, 2nd by Councilman J. Landry and adopted.

Mr. Mouch reported that the parish road project has been completed so striping has begun and reflectors will be put on First Street.

The meeting was adjourned at 7:55 p.m. on a motion by Councilman J. Landry, 2nd by Councilman Parrish and adopted.
