TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, March 3, 2004 at the Addis Municipal Center. The meeting was called to order by Mayor Bourgeois who led the Pledge to the Flag.
Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; H. Landry; J. Landry; Parrish.
Absent: None
Mayor Bourgeois advised that Mr. Larpenteur, Town Attorney, would not be present because he is in a murder trial.
The minutes of the February meeting were approved, as corrected, on a motion by Councilman Gauthreaux, 2nd by Councilman H. Landry and adopted.
Parish Council: Mr. Randy Mouch reported (1) the lighting project at Myhand Park has begun, (2) he talked with Mr. J. P. Messina who wants to give a 25’ temporary and 15” permanent servitude to clean out and maintain the ditch on the north side of his property, (3) the Garbage Contract is up for renewal. Mayor Bourgeois advised that he would like to see the contract go out for bids. He was told this is in the plans, and the proposed contract will be ready for the Parish Council to vote on in the near future.
Mr. PeeWee Berthelot, President of the Parish Council, reported on a recent meeting with the Louisiana Delegation in Washington, D. C.
Police Report: The monthly report, given by Chief Anderson, included 180 citations issued; 3 vehicle accidents; 9 misdemeanor arrests; and 200 complaints answered. The arrests were: 4 traffic; 2 disturbing the peace; 2 vehicular trespasses; and 1 illegal possession of stolen things.
Chief Anderson advised that there were only a couple of minor problems during the Mardi Gras parade. In answer to a question regarding “race” cars in the subdivision, the Chief asked that the Sheriff’s office be called immediately and they will be dispatched to the area.
Sewer Report: John Artigue reported 9 equipment failures; 1 jammed pump; 4 leaks; 1 tank installation; 1 electrical relocation and 2 miscellaneous calls.
Repairs were made on the Addis Place pump stations; there was a sewer backup in a home; and repairs were made in River Boat Lane to help stop infiltration into the system.
Mr. Bernhard, trailer park owner, repaired some problems in his trailer park which were found through smoke testing.
Planning & Zoning Commission: Sugar Mill Plantation Subdivision: A motion was made by Councilman H. Landry, 2nd by Councilman Cazes to accept the recommendation of the Planning & Zoning Commission and approve the preliminary plat submitted on Sugar Mill Plantation Subdivision, First Filing. The motion was adopted.
A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to grant a variance on Lot 50, Sugar Mill Plantation Subdivision to allow a frontage of less than 80’ due to its irregular shape. The motion was adopted.

A motion was made by Councilman H. Landry, 2nd by Councilman Parrish to grant a variance to allow a 50’ curb and gutter road, in lieu of a 60’ “open ditch” road as called for in the ordinance. The motion was adopted.
Lot Depths: A motion was made by Councilman Gauthreaux to accept the recommendation of the Planning & Zoning Commission and authorize Mayor Bourgeois to advertise for the amendment of the subdivision ordinance to have a minimum lot depth of 90’.
Councilman Landry advised that he feels the lot depth should be 100’. Following a lengthy discussion, Councilman Gauthreaux withdrew his motion. A substitute motion was made by Councilman H. Landry to require a minimum of 100’ on all residential lots and change the square footage to reflect the new value, and authorize Mayor Bourgeois to advertise for the amendment of the subdivision ordinance to reflect these changes, with a public hearing to be held on the proposed ordinance change at the May meeting. The motion was adopted.
Mayor Bourgeois advised that the CRPC meeting will be held in Brusly at the Lions’ Den on Monday, March 15th at 6:00 p.m.
Peter Messina Road Improvements: Mayor Bourgeois asked for additional bids from the floor three times, with no response. The only bid received for the improvements to Peter Messina Road was: Rad-Ton, Inc. ----$55,000.00.
A motion was made by Councilman Parrish, 2nd by Councilman J. Landry to accept this bid, upon the review and recommendation of the engineer. The motion was adopted.
Relay for Life: Mayor Bourgeois advised that a “challenge” from Brusly was received for the Relay for Life campaign. He further advised that he would prefer the effort to be a joint effort instead of a challenge. The Town will have a team in the Relay for Life to be held on April 2nd in Brusly.
Open Container: A request by Cornerstone Physical Therapy to have a crawfish boil at Myhand Park on April 3, 2004 was approved on a motion by Councilman H. Landry, 2nd by Councilman J. Landry and adopted.
Central Communications: A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to have Mr. Larpenteur draw up a resolution supporting the West Baton Rouge Parish Central Communications Committee’s request for funding from various agencies for all phases of construction of a Central Communications Facility for the Parish of West Baton Rouge. The motion was adopted.
Building Inspector: This item was tabled until the Parish Council acts on a parish wide inspector.

Fire Sub-District Meeting: At 8:10 p.m. a motion to temporarily adjourn the meeting in order to hold the meeting for Fire Sub-District #1 was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
At 8:15 p.m. a motion to reconvene the meeting was made by Councilman Cazes, 2nd by Councilman Parrish and adopted.
Committee Reports: Finance: A motion to pay bills found in order was made by Councilman J. Landry, 2nd by Councilman Gauthreaux and adopted.
Sewer: A motion to purchase 5 spare pumps at approximately $7,000.00 was made by Councilman Parrish, 2nd by Councilman Cazes and adopted.
Police: None Personnel: Executive Session later.
Drainage: John advised that culverts at the corner of Myrle and Hubert Dupuy were repaired.
Buildings: John advised that a bad leak occurred at the museum during the recent heavy rains.
A motion was made by Councilman H. Landry, 2nd by Councilman J. Landry to contact a roofer to make repairs at the museum. The motion was adopted.
Streets, Roads, etc. A motion was made by Councilman Cazes, 2nd by Councilman H. Landry to approve approximately $200.00 for the purchase and mounting of a new tire for the slope mower. The motion was adopted.
John advised that the new tractor has been ordered. He further advised that Connie Varden who works for DOTD has requested a description of the newly annexed areas to see if we can get a little extra money for highway grass cutting.
Executive Session: At 8:24 p.m. a motion to go into Executive Session to discuss personnel and possible litigation was made by Councilman H. Landry, 2nd by Councilman Cazes and adopted.
At 8:40 p.m. a motion to return to regular session was made by Councilman Gauthreaux, 2nd by Councilman J. Landry and adopted.
As a result of Executive Session, a motion was made by Councilman H. Landry, 2nd by Councilman Cazes to authorize Mr. Larpenteur to respond to Ms. Jeannette M. Engeron, attorney for Mr. Warren Brou, regarding a zoning matter. The motion was adopted.
Also as a result of Executive Session, a motion was made by Councilman Gauthreaux, 2nd by Councilman J. Landry to authorize John Artigue to seek the services of an additional worker for maintenance and grass cutting, with a starting pay of $7.50 per hour. The motion was adopted.
The meeting was adjourned at 8:42 p.m. on a motion by Councilman J. Landry, 2nd by Councilman Parrish and adopted.
