TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, November 5, 2003 at the Addis Municipal Center. Mayor Bourgeois called the meeting to order and led the Pledge to the Flag.
Roll Call: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; H. Landry; B. Landry; Parrish.
The minutes of the October 1st regular meeting were approved, as mailed, on a motion by Councilman H. Landry, 2nd by Councilman Parrish and adopted.
Mayor Bourgeois congratulated Mr. Randy Mouch on being elected to serve on the W.B.R. Parish Council.
Parish Council: Mr. Berthelot advised that the culverts were installed in the ditch between the VFW hall and the park; First Street has been overlaid and work is starting on Ed LeJeune; work is beginning on the renovations in the VFW hall; and the 2004 budget is just about finalized.
Sewer: Mayor Bourgeois read the sewer report which included 6 equipment failures; 2 jammed pumps; 4 leaks and 2 miscellaneous calls. One sewer inspection was made on Parker Lane; Boh Brothers worked on the “scum sucker” leak at the plant (still leaking); United Industries welded blades on aerators in Basin #2; two service lines were lowered on Main Street and a service line was run from the main line to the pump station in River Bend Trailer Park.
Planning & Zoning Commission: Mayor Bourgeois advised he got a letter from Benedetto/Mouch advising that work was starting on their subdivision developments.
He further advised that a mandrel test is to be run on lines in Acadian Crossing Subdivision tomorrow, Thursday, November 6th.
Old Business: Acadian Crossing Warranty: An additional one-year warranty on the sewer lines in Acadian Crossing Subdivision, given to the Town by Delahaye Investments, L.L.C., was read by Mr. Larpenteur and accepted on a motion by Councilman Cazes, 2nd by Councilman B. Landry and adopted. A copy of the complete warranty is attached to and becomes a part of these minutes.
Budgets: A motion was made by Councilman H. Landry, 2nd by Councilman Cazes to advertise for the revisions to the 2003 budgets, with adoption of the revised budget to be at the December 3rd meeting. The motion was adopted.
A motion to hold a special meeting on Wednesday, December 17th to adopt the 2004 budget was made by Councilman Parrish, 2nd by Councilman Cazes and adopted.

New Business: A motion was made by Councilman H. Landry, 2nd by Councilman Gauthreaux to adopt the 5-year plan, as presented. The motion was adopted. The complete 5-year plan is attached to and made a part of these minutes.
Sugar Mill Plantation, L.L.C.: A motion was made by Councilman H. Landry, 2nd by Councilman Cazes to accept a petition for annexation presented for property owned by Sugar Mill Plantation, L.L.C., and instruct the Mayor to present the petition to the Registrar of Voters and the Assessor for verification. The motion was adopted.
Open Containers: A request by Mr. Lenny Loup for an open container for a family day at Myhand Park on December 7th, was approved on a motion by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
A request by Ms. Rita Hutchinson for an open container for a wedding reception at the Civic Center on January 10th was approved on a motion by Councilman H. Landry, 2nd by Councilman B. Landry and adopted.
Neighborhood Watch: Councilman H. Landry advised that the Citizens Core Council would like to hold a meeting in Addis for the formation of a Neighborhood Watch program. The meeting is tentatively set for November 20th. Letters will be sent to apprise the residents of this program and the meeting.
A motion was made by Councilman Cazes, 2nd by Councilman B. Landry to allow the Citizens Core Council the use of the Chambers for the Neighborhood Watch meeting, when the date is set. The motion was adopted.
A motion was made by Councilman Parrish, 2nd by Councilman Gauthreaux, and adopted, to pay for the mailing of informational material relating to this program.
Fire Department meeting: At 7:30 p.m. a motion to temporarily adjourn the Town Council meeting in order to hold the meeting for the Board of Commissioner for Fire Sub-District #1 was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
At 7:45 p.m. a motion to return to reconvene the regular meeting of the Town Council, was made by Councilman H. Landry, 2nd by Councilman B. Landry and adopted.
Police Report: The monthly police report, given by Chief Anderson, included 118 citations issued; 4 vehicle accidents; 16 misdemeanor arrests; 3 felony arrests and 250 complaints answered. Arrests were 2-DWI; 6-traffic; 2-simple battery; 2-Dist the peace; 1-remaining after being forbidden; 1-cruelty to animals; 2-warrants. Felony arrests were: 2-burglary and 1 for theft.
Committee Reports: Finance: Mayor Bourgeois set a Finance Committee meeting for November 19th to discuss the 2004 budget.

Finance (continued): A motion to pay bills found in order was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
Sewer: A discharge pipe was run for River Bend Trailer Park and tied into the force main.
A meeting was held with the contractor on the Parker Lane project. This project should be completed in the near future.
Police: The Chief requested Executive Session after committee reports.
Drainage: Installation of culverts on Main Street has been completed except for dirt work and replacing of one driveway.
A catch basin in the vicinity of Jo Loubiere’s house was repaired and dirt filled in around the hydrant.
Buildings: The new storage and file room work is almost complete. Work is in progress on the front porch and posts.
A motion was made by Councilman Parrish, 2nd by Councilman Gauthreaux to spend approximately $2,000.00 on repairs to the front porch of the Town Hall. The motion was adopted.
A motion was made by Councilman B. Landry, 2nd by Councilman H. Landry, and adopted, to authorize Mayor Bourgeois to contact Mr. Tommy Cockfield to draw up plans for the additional parking area and expansion of the Police Department offices.
A motion was made by Councilman H. Landry, 2nd by Councilman Cazes to allow the use of the parking lot and restroom facilities to Mr. Jason Miguex of United Blood Services for a blood drive on a date to be announced. The motion was adopted.
Streets, Roads, etc. A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to authorize Mayor Bourgeois to contact Oscar Boudreaux to engineer plans for the widening of the crossing on Peter Messina Road. The motion was adopted.
A motion was made by Councilman H. Landry, 2nd by Councilman Parrish to authorize John to get quotes for the trimming of trees on Bird Heights and Foret Street. The motion was adopted.
Executive Session: At 7:55 p.m. a motion to go into Executive Session to discuss police personnel was made by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.
At 8:10 p.m., a motion to return to regular session was made by Councilman Parrish, 2nd by Councilman B. Landry and adopted.

Mayor Bourgeois advised that police personnel was discussed in Executive Session.
As a result of Executive Session, a motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to accept the recommendation of Chief Anderson to accept the resignation of Officer Joshua Anderson as a full-time police officer and put him on Reserve status, effective immediately. The motion was adopted.
A motion was made by Councilman H. Landry, 2nd by Councilman Cazes to pay overtime for 6 days to fill shifts vacated by Mr. Anderson’s resignation. The motion was adopted.
The meeting was adjourned at 8:12 p.m. on a motion by Councilman Gauthreaux, 2nd by Councilman B. Landry and adopted.
