REGULAR MEETING OF THE Town of Addis was held on Wednesday, April 1, 1981

The regular meeting of the Mayor and Board of Aldermen for the Town of Addis was held on Wednesday, April 1, 1981 at the Town Hall.

Present: Aldermen Carroll; DeBlanc; Fitzgerald; Guidry; Richard. Absent: Mayor Bourgeois

The minutes of the March 4th meeting were approved, as corrected, on a motion by Alderman Richard, seconded by Alderman Fitzgerald.

The minutes of the March 25th special meeting were approved, as corrected, on a motion by Alderman DeBlanc, seconded by Alderman Richard.

Fire Chief Strauss gave the Fire Dept. report for the month. He advised that he has filed the application for a Forestry Grant; further, that the portable radio has been ordered; and that the building addition is about 80% complete on the outside. He presented Asst Police Chief Harold Berthelot a "token" gift on his completion of the Police Academy School.

Police Chief Berthelot gave his monthly report which included the issuance of 77 traffic citations; investigation of 2 thefts; 21 complaints 4 minor drug busts and 3 misdemeanor arrests.

Committee Reports:

Sewerage: The Mayor Pro Tempore read a message from Mayor Bourgeois advising that he had talked with Mr. Carl Robichaux of Barnard & Thomas, Consulting Engineers, who advised that the project application is still active. Mr. Larpentur, atty. advised that he spoke with Mr. Kay Thomas of the same firm, who advised that he is not too optimistic about the project.

Police: A discussion was held on equipment for the new police car. A motion was made by Alderman DeBlanc, seconded by Alderman Richard that the car be bought as proposed and that it be fully equipped, using all equipment on hand which can be used and purchasing the balance necessary. Funds necessary to complete the equipping of the car will come from the Police Department budget.

Grass Cutting: Mayor Pro Tempore Carroll read a message from Mayor Bourgeois advising that he had contacted Mr. Landon of the State Department of Highways relative to a contract for the upkeep of La. 1 through Town. The general consensus was that the Town would not receive enough compensation on such a contract and, therefore, should not pursue this action. Alderman Guidry will check the tools and equipment for the grass cutting.

General Maintenance & Roads ‑ Chief Berthelot was asked to police large trucks using town streets. A discussion was held on the parking of a truck hauling a dangerous substance, within the town limits, on railroad property, within a residential area. The Board is not in favor of this practice. The Mayor will contact the railroad for their viewpoint.

Alderman Richard advised that a bulldozer had been unloaded and driven on a town blacktopped road. The responsible party will be contacted officially to correct this problem.

Sanitation & Garbage ‑ It was brought out that there would be no trash pickup for several months. No trash should be put out on public property. A short discussion on the "bag" system of garbage collection, was held. Mayor Pro Tempore Carroll called a special meeting for Wednesday April 8, 1981 at 7:00 P.M. for the discussion of garbage collection.

Evacuation ‑ The Town of Addis evacuation plan should be ready for presentation at the next meeting.

Mr. Carroll advised that a joint meeting was held with members of the Planning & Zoning Commission regarding the Zoning; Mobile Home and Subdivision Ordinances. He will call another meeting in the near future to further discuss these ordinances with a representative of CRPC present.

Recreation & Parks ‑ It was pointed out that Alderman Richard will act as liaison between the Parish Recreation & Parks Commission and the Town. Mr. Richard gave a reminder of the election to be held Saturday, April 4 on the tax for the Parish community center.

Mr. Larpentur asked for an increase from $60.00 to $70.00 per hour for his services. He advised that this is his firm's new rates. Mr. Carroll advised that a finance committee meeting will be held to further study this item.

The meeting was adjourned on a motion by Alderman DeBlanc, seconded by Alderman Fitzgerald and approved.
