VILLAGE OF ADDIS MINUTES

The regular monthly meeting of the mayor and aldermen of the Village of Addis was held on October 5, 1976.

Present: Mayor Warren Fitzgerald, Aldermen Robert Rabalais, Hilton Guidry, Jr., and B.J. DeBlanc, Jr.

Absent: None

A motion was made by Mr. Rabalais, seconded by Mr. DeBlanc and carried that the minutes of the meetings of September 7, and 21, 1976 be adopted. as read.

The special meeting which was scheduled for September 28, 1976, was cancelled. There was not sufficient time for information to be obtained which was necessary for this meeting.

Mrs. John Greaud's subdivision plans were presented to the council. The only objection the council had to the plans was that there are no reservations for side streets. However, this subdivision plat has already been recorded and the Village's subdivision ordinance was not in effect at the time.

A motion was made by Mr. DeBlanc, seconded by Mr. Guidry and carried that the week of the 17th to the 23rd of October be proclaimed by the mayor as "Perfect School Attendance Week".

A motion was made by Mr. Rabalais, seconded by Mr. DeBlanc and carried that the extension of Ed'‑Lejeune Street, which was contracted with Raymond Loup, be approved.

Mr. Pendley, the Village attorney, stated that he had written a letter to the rail­road officials and had their reply stating that they will meet with the mayor and aldermen to try to remedy the stopped‑up drains. The mayor and Alderman Guidry informed Mr. Pendley that they have already spoken personally with these officials and have shown them exactly where the ditch is completely stopped‑up with debris. The mayor stated that this is an emergency and something must be done immediately.

A motion was then made by Mr. DeBlanc, seconded by Mr. Rabalais and carried that Ordinance 76‑6 be adopted. This is an ordinance prohibiting the littering of the public places, streets, sidewalks, ways, rivers, canals, waters, drains, sewers or receiving basins, within the Village of Addis, Louisiana, and further providing the penalty for the violation of this ordinance.

A motion was made by Mr. Rabalais, seconded by Mr. DeBlanc, and carried that Ordinance 76‑7 be adopted. This is an ordinance providing for a curfew for all minors sixteen years and under prohibiting their remaining upon any street, alley, or other public place between the hours of 11:00 P.M. and 5:00 A.M. unless accompanied by an adult; and, further, providing the penalty for the violation of this ordinance.

Annexation was discussed and it was decided to try to continue the plans with the already signed petitions. Addis Lane and Birdheights have neglected to make an effort to be included.

Fire alarms were discussed. There is still a need for a more efficient Alarm System.

It was agreed that a drain box should be installed by the road near Caldwell's Grocery and the corner of Main and First Street near the old Palermo's store.

A motion was then made by Mr. Rabalais, seconded by Mr. DeBlanc and carried that the meeting be adjourned.
