Regular Meeting for Wednesday, May 6, 1981 at 7:00 P.M
TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Board of Aldermen for the Town of Addis was held on Wednesday, May 6, 1981 at 7:00 P.M. at the Town Hall.
Present: Mayor Bourgeois; Aldermen Carroll; DeBlanc; Fitzgerald; Guidry; Richard.
Absent: None
The minutes of the April 1, 1981 general meeting were approved on a motion by Aldermen Fitzgerald, seconded by Alderman Guidry.
The minutes of the April 8, 1981 special meeting were approved, as mailed on a motion by Alderman Carroll, seconded by Alderman Richard.
The following proclamation was made by Mayor Bourgeois with unanimous approval of the Board on a motion by Alderman Richard, seconded by Alderman Carroll.
PROCLAMATION
WHEREAS, the Small Business Community is recognized as the key to an economically diversified and stable state economy; and
WHEREAS, small business is recognized as being synonymous with creation and innovation; and
WHEREAS, small businesses generate about two‑thirds of all new job; and
WHEREAS, small businesses annually produce more jobs than either big business or all of government and big business put together; and
WHEREAS, small business is truly the backbone of the American economy;
NOW, THEREFORE, I, CARROLL P. BOURGEOIS, Mayor of the Town of Addis, Louisiana, do hereby proclaim the week of May 10 through May 16, 1981, as SMALL BUSINESS WEEK and urge all Louisianans to join me in the special salute.
Motion by Alderman Carroll, seconded by Alderman Richard and approved to go into Executive Session at 7:10 P.M.
Regular session was resumed at 7!15 P.M. on a motion by Alderman Guidry! seconded by Alderman Richard and approved.
As a result of the Executive Session, Alderman Carroll moved that, on the recommendation of the finance committee, the request of Mr. Dana Larpentur, attorney, to raise his fees by $10.00 per hour be approved.
The motion was duly seconded by Alderman Guidry and unanimously approved.
A letter from Capital Region Planning Commission regarding the state of its finances and asking for an increase in yearly dues from $100.00 per* year to $200.00 per year was read. Motion by Alderman Guidry, seconded by Alderman DeBlanc to accept the increase in the dues to CRPC and so advise the organization of the Board's decision. The motion carried unanimously.,
Sewerage: Mayor Bourgeois advised that he had talked with Mr. Robichaux of Barnard & Thomas who is in contact with Mr. Sarco in New Orleans. Mayor Bourgeois was not optimistic about the fate of the sewer project. a
Police & Fire: No report
Grass Cutting: Alderman Guidry advised that the tractor with the slope mower has been used on the roads in town. Some work needs to be done on the tractor in the near future.
A time‑card will be obtained for the use of the tractor drivers and, in the future, no checks will be cut without a warrant being issued first.
The Mayor advised that he spoke with Mr. Denstel of the Police Jury about the parish cutting some of the ditches in town. Mr. Denstel advised that the machines would come to Addis when they complete the work they are presently on. Mayor Bourgeois further advised that the cost of asphalt has gone up to $30,000. per mile.
General Maintenance & Roads:
The Parish will be contacted about the overlaying of Foret Street and Ed LeJeune Streets. Some of the smaller
potholes will be repaired with coldmix which the town has on hand. The Ceta workers will be instructed to clean gravel, etc. from the intersections.
Sanitation and Garbage: A "discussion was held on a request by Mr. Allen Cedatol relative to his purchasing an occupational license from the Town for the pickup of garbage in town. Mr. Larpentur will look into this matter and report his findings. A discussion was held on the days for garbage pickup by Mr. Cedatol. Some arrangement will be made to let the town's contractor know which garbage he does not have to pick up.
Evacuation: The Mayor advised that he will meet with the Fire and Police Department committees to finalize the evacuation plan. He further advised that the Town will probably adopt the regulations set up by the Parish but the Town officials will be in charge of any emergency within the corporate limits of the town.
A letter from the Planning & Zoning Commission recommending a variance: allowing Mrs. Alana Tanner to keep two mobile homes on her property was read and discussed. Mr: Larpentur advised that he felt that Mrs. Tanner should present her case to the Board of Adjustment, which in the case of the Town of Addis is the Board of Aldermen. Mayor Bourgeois will write to Mrs. Tanner advising of this action.
Mayor Bourgeois advised that the Garbage Committee had met to discuss the results of the public meeting held on the new "bag‑system". Some of the recommendations of the committee are: (1) allow people to put the bags) in garbage cans if they so desire (2) separate commercial users into three) groups; low, medium and high‑volumne usage. Mr. PeeWee Berthelot will con duct a study of the commercial places to determine which category each place should be placed.
Ordinance #81‑2 establishing delimitations of and regulations for garbage collection in the Town of Addis; requiring trash bags and the scheduling of collection in the Town of Addis; and further providing for the penalty for the failure to comply with these provisions, was read in full by Mr. Larpentur. The ordinance was adopted on a unanimous roll call vote after a motion by Alderman Carroll, seconded by Alderman DeBlanc.
The ordinance is attached to and made an official part of these minutes ; (previously published). X,letter will be sent advising residents that the "bag system" will officially start on the June 1st pickup.
Motion by Alderman Deblanc, seconded by Alderman Fitzgerald and approved to write off as unable to locate the following tickets. Further that the tickets and licenses be sent to the Records Division, La. Department of Public Safety. Chief Strauss gave the fire report for the month including two house fires; two railroad incidences; two gas chemical spills; a total of nine calls answered for the month and 39 for year to day.
Chief Strauss further advised that the Department will get some money from the Forestry Grant but does not know the amount at this time. Representatives from the Insurance Rating Commission was in town for two days. Indications are that the town will be given a lower, rating on its fire insurance but the results will not be known officially for about six weeks. The fire trucks will be service' checked as a part of the fire rating inspection.
A discussion was held on the possible rezoning of some areas in the town to R‑2. The Mayor advised that he would like to have another meeting on this subject with a representative of CRPC, Mr. Larpentur and the town committee present.
Mayor Bourgeois advised that three students were eligible to work for the town during the summer under the Summer Youth Educational Training program. This program begins after the school year ends.
Motion by Alderman Fitzgerald; seconded by Alderman Richard to purchase flood insurance for a three year period. Motion carried unanimously.
The meeting was adjourned at 7:55P.M. on a motion was Alderman Carroll; seconded by Alderman Richard, and approved.
