The regular meeting of the Mayor and Board of Aldermen for the Town of Addis was held on Wednesday, March 4, 1981 at 7:00 P.M.

Present: Mayor Bourgeois: Aldermen: DeBlanc, Carroll, Fitzgerald, Guidry, Richard.

Absent: None

The minutes of the February 4 regular meeting were approved on a motion by Alderman Fitzgerald, seconded by Alderman Richard.

The minutes of the February 11 apg‑Qiak meeting were approved on a motion by Alderman Carroll, seconded by Alderman Fitzgerald.

A discussion was held with Police Juror Roy Mouch on the condition of a parish right‑of‑way in town. Mr. Mouch advised that the parish does not keep up rights‑of‑way with shells, etc.

Police Chief Berthelot reported his department worked 5 traffic accidents; issued 140 traffic citations; assisted the Fire Department on one call; answered 13 complaints. He advised that the Brusly Police Department helped the town while Harold Berthelot attended the 6‑weeks LSU Police Training Course. He advised that Harold completed the course with an average of 92 and complimetted him on his efforts. Chief Berthelot then thanked the Fire Department for their assistance to the Police Department.

He advised that he is setting up fire‑arm training with the parish; the officers will qualify once a year.

He asked about bringing "Simple Possession of Marijuana" cases to Mayor's Court. He was advised that these cases should be handled in District Court.

He requested that shells be put in his yard by the town for the parking of police cars. This will be done if it is agreeable with the adjoining property owner.

Chief Berthelot advised that DOW Chemical has donated a 40' tri‑pod tower(base‑tower‑antennae‑double power pack, included) to the Addis Police Department. Tri‑Parish Communication will donate the labor to install the tower. He asked if tower could be in­stalled at his residence with town supplying cement to mount the tower. This base station would afford communication with the Port Allen, Plaquemine, State, and Brusly Police Departments. All of these departments have agreed to the use of their frequencies.

Motion by Alderman Richard; seconded by Alderman DeBlanc to accept the tower from DOW Chemical if all legal problems are met and that a square yard of cement be purchased to set up the tower; further to check to be sure that Tri‑Parish Communi­cation has sufficient W.C. Insurance prior to commencement of

installation. Motion approved unanimously.

Fire Chief Strauss reported: A total of 9 calls in February for a total of 24 so far in 1981. One training session held.

Addition to building is 85% complete.

Asked that a portable radio be purchased for Fire Department Motion by Alderman DeBlanc , seconded by Alderman Richard that a portable radio be purchased for use by the Fire Department. Approved unanimously.

Forestry Grant application needs to filed now. Chief Strauss asked for the town's backing.

Alderman DeBlanc moved that the Board of Aldermen approve Chief Strauss's application for a Forestry Grant‑ with a maximum of $2500.00; seconded by Alderman Richard and unanimously approved.

The attached resolutions were adopted in connection with this grant.

Thanked the Police Department for their help before and during the annual firemen's parade.

Advised that some material was missing from Fire Station #2. He has pad‑locked the Fire Department side of the building.

Motion by Alderman Carroll, seconded by Alderman Richard an approved at 7:55 P.M. to go into Executive Session to discuss personnel problems.

Motion to return to regular session at 8:15 P.M. by Alderman Fitzgerald, seconded by Alderman Richard and approved.

Mayor Bourgeois advised that problems involving personnel were discussed in Executive Session.

Discussion was held on repairs needed on the door of Fire Station #1.

Mayor Bourgeois read a letter from the Planning and Zoning Commission recommending approval of a subdivision of property owned by Mr.Lytle Chustz. Motion by Alderman Carroll, seconded by Alderman Richard to approve the subdivision plat submitted b Mr.Chustz.

Mr. Larpenteur read proposed ordinance #80‑2 which is an amendment to the subdivision Ordinance. This ordinance was not adopted. A committee of Aldermen Guidry, Carroll, and Fitzgerald was appointed to meet with Mr. Larpenteur amd a committee from the Planning and Zoning Commission to review and make recommen­dations of changes necessary to bring the Mobile Home, Subdivision and Zoning Ordinances into compliance.

Beer and Liquor licenses for the Spider Lounge; VFW, and Lil Chief's Tee Pee were approved on a motion by Alderman Carroll, seconded by Alderman DeBlanc.

The Mayor gave an up‑date on the sewerage project. He also advised that he will meet with Mr. Landen of the State Department of Transportation to discuss the upkeep of La. 1 in the town limits.

The meeting was adjourned at 9:25 P.M. on a motion by Alderman Carroll, seconded by Alderman DeBlanc and approved.
