The regular meeting of the Mayor and Board of Aldermen for the Town of Addis was held on Wednesday, March 2, 1983 at 7:00 P.M. at the Town Hall.
Present: Mayor Bourgeois; Aldermen Carroll; DeBlanc; Fitzgerald; Guidry; L,eBlanc.
Absent: None
The minutes of the February meeting were approved on a motion by Alderman Carroll, seconded by Alderman DeBlanc.
The Mayor announced an invitation to the CEDD district meeting and read a Thank You note from the DeBlanc family.
A short discussion was held on the status, of Parker Lane being taken into the parish and town maintenance programs. Police Juror Mouch advised that the Police Jury attorney wants an accurate map of the town boundaries to ascertain how much of this lane is in the parish and how much is in the town limits. In other business with the Police Jury, the mayor was asked to write to the Jury requesting the repair of potholes in town which have been a source of many complaints.
Alderman Guidry advised that he spoke with the plant manager of Occidental and was advised that the noise problem there has been rectified. Alderman Guidry asked that a letter of thanks be sent to Occidential from the town for their cooperation in this matter.
A discussion was held on railroad ditches which need to be cleaned. The Mayor will set up a meeting with T‑Zr. Crabtree of the railroad to discuss this matter.

Chief Strauss gave the fire department report for the month which included 19 responses ‑ a total of 34 for the year. The chief advised that he spoke with officials of the Acadiana Ambulance Service and would like to set up a meeting with them, town and parish officials. Chief Strauss then thanked the town officials and police department for their help with the Fireman's Parade which he termed a big success.
Chief Berthelot gave the Police report which included a total of 70 complaints answered. The chief extended his appreciation to the WBR Parish Sheriff's office and the Brusly Police Department for their assistance during the firemen's parade. Four officers received certificates for attending a street survival seminar in Biloxi. Officer Sidney Vaughn completed the LSU Police Training School with a 89.6 average.
Under Planning & Zoning Commission business, Mayor Bourgeois read a letter from the Commission recommending that a special exception use be granted to Gulf States Utilities to build a sub‑station in an R‑1 residential zone. This recommendation was accepted on a motion by Alderman Guidry, seconded by Alderman Carroll and approved unanimously.
A discussion was held on whether or not a building permit is needed by GSU. The town attorney will check into this matter.
A, letter from the Planning & Zoning Commission recommended that a request for a variance by Mrs. Alana Tanner to build a roof over her trailer in conflict with side lot setback lines, be denied. This recommendation was accepted on a motion by Alderman DeBlanc, seconded by Alderman LeBlanc and approved unanimously.
Mayor Bourgeois advised that Mrs. Tanner will rearrange her trailer on the lot in order to conform with the zoning ordinance. a
Mr. Bob Barry of Hill‑Richards presented a program of liability insurance drawn up for LMA for municipalities. A committee meeting has been set up for the 9th of March to further discuss this coverage.
Petro‑Chem will be contacted to pressure test the underground gas tank for leaks.
The month of March was proclaimed "Give the Gift of Life Month" in a proclamation signed by Mayor with the approval of the Board.
Mayor Bourgeois advised that a meeting of the Police Jury and town mayors will be held on the 16th of March to discuss the distribution of sales tax within the Parish.
A letter was received from Barnard & Thomas advising that any additional work needed on Step 1 of the Sewerage Project will be done by them at no additional charge. Mr. Larpenteur, attorney, advised that Attorney Fred Benton is willing to look for funding for sewerage on a contingency basis. A meeting will be set up on this matter.
Committee Reports: Police ‑ A motion was made by Alderman Fitzgerald, seconded by Alderman Guidry to reimburse Officer Vaughn $60.00 for tuition fee to the Street Survival Seminar in Biloxi. The motion carried unanimously.
Chief Berthelot advised that the Police Chief's convention will be held in Morgan City this weekend and asked the town to pay for the Chief's gas and meals. He was advised to bring this matter to the police committee for discussion. A meeting was set for Tuesday, March 8 at 8:00 a.m. at the Town Hall.
Fire Committee: A motion was made by Alderman DeBlanc, seconded by Alderman Carroll to put $10,000.00 of the excess money from 1982 income aside in a special account towards the purchase of a new fire truck. This money to be invested in an interest earning account with the interest reinvested as earned. The motion carried carried unanimously.
The Mayor asked the Fire Chief to have the old, donated trucks removed. Chief Strauss advised that the Forestry Department has been notified; Erwinville wants the bucket truck and Bayou Sorrell wants the other truck.
A motion was made by Alderman DeBlanc, seconded by Alderman LeBlanc to buy a dozen pager batteries at a cost of $60.00 to $70.00 from a local supplier. The motion carried unanimously.
It was decided that purchase orders should be written for any purchases, and the Fire Chief was given the authority to sign purchase orders for purchases under $25.00.
Chief Strauss asked that Mr. Paul Sarradet be contacted about the location of the gas meter at his car wash. The fire department has been called out two times for cars running over the meter.
Chief Strauss then thanked the Mayor and Council for the $10,000.00 set aside for the future purchase of a fire truck.
Streets and Roads: All signs will be checked and straightened. Two people have
been hired to take care of this.

Grass Cutting: Alderman Guidry will check to be sure the tractors are in working condition. Alderman LeBlanc will take care of checking lots which may need cutting.
Sanitation: A meeting was held on the hiring of a town maintenance man. The Mayor and Board of Alderman went into Executive Session at 9:45 p.m. on a motion by Alderman Carroll, seconded by Alderman DeBlanc and approved, to discuss personnel.
Regular session was resumed at 10:05 p.m. on a motion by Alderman Carroll, seconded by Alderman DeBlanC, and approved. The Mayor advised that the hiring of a town maintenance man was discussed in Executive Session.
A motion was made by Alderman Carroll, seconded by Alderman LeBlanc to hire Raleigh Warner, Sr. as Town Maintenance Supervisor starting Monday, March 7, to work a minimum of three days a week, including Monday and Thursday, with the third day to be at his discretion. The motion was approved unanimously.
The meeting was adjourned at 10:15 p.m. on a motion by Alderman Carroll, seconded by Alderman Fitzgerald, and approved.
