SPECIAL MEETING OF THE Town of Addis was held at 7:00 P.M. Wednesday, June 20, 1979
A special meeting of the Mayor and Board of Aldermen for the Town of Addis was held at 7:00 P.M. Wednesday, June 20, 1979 at the Town Hall.
Present: Mayor Warren E. Fitzgerald; Aldermen Robert W. Rabalais; G. P. Carroll; John Richard; B. J. DeBlanc; Hilton Guidry, Jr.
Absent: None
The minutes of the June 6 meeting were approved, as mailed, on a motion by Mr. Rabalais, seconded by Mr. Carroll.
A discussion was held on compensating the police officers for District Court appearances. Mr. Richard moved that the police officers be paid $12.00 for each District Court appearance, retroactive to include any unpaid appearances, upon determination of the legality of such action from the Auditor's office. The motion was seconded
by Mr. Rabalais and approved unanimously.
On the railroad crossing repair controversy, Mr. Larpentur, Atty. advised that he had received a letter from Mr. Roberts of Missouri Pacific stating that two crossings in town had been repaired and the material for the third was available. The Board disagreed and in formed Mr. Larpentur that only one crossing had been worked on and work has now stopped. Mr. Richard advised that this is not a recent problem with the railroad and they have been approached several times
in the past by the Town asking that these crossings be repaired, with no success Mr. Guidry moved that the Missouri‑Pacific Railway CO. be contacted by letter by Town Attorney Dana Larpentur again requesting
the repair of the crossings, and legal action be taken if no satisfactory response is made by the railroad within five days upon receipt of the letter.
The motion was seconded by Mr. Richard and approved unanimously.
A discussion was held on garbage collection at the Playground. It was decided that the playground would be informed by Mr. Strauss (who volunteered) that the garbage for the playground would have to be put in garbage bags or regulation garbage cans to comply with the terms of the Garbage Collection contract. If these regulations are met, the garbage would be picked up.
Due to the fact that the meeting night for the July meeting is on the 4th of July, it was decided that the regular meeting for July would be held on Wednesday, July 11, 1979 at 7:00 P.M.
Mr. Allen Daniel was appointed to the Addis Planning and Zoning Commission to fill the unexpired term of Mr. Edwin Millet, who resigned Mr. Daniel's term will expire on May 31, 1980. He was appointed on a motion by Mr. Richard, seconded by Mr. Rabalais and unanimously approved.
The following bids were read by the Mayor for the purchase and installation of a gas tank and pump: Petro‑Chem Total bid of $1,560.00 to include 1,000 gallon tank with skid tank pump which shows the number of gallons pumped and an accumulated number of gallons. This bid does not include the electrical work necessary for the installation.
Waldroup Pump Service, Inc. ‑ Total bid of $1,549.00 to include 1,000 steel stank with rebuilt pump which shows gallon readings with accumulative totalizer reading. The bid includes all electrical work, labor and materials necessary for the job and includes dressing of the area after installation.
Mr. Carroll brought up the question of how the dispensing of the gas would be handled and how accurate records would be handled.
Mr. Rabalais asked that the bid be decided upon first and moved that the bid submitted by Waldrup Pump Service, Inc. be accepted. The motion had no second due to the question brought up by Mr. Carroll.
A discussion was then held on how records of gas dispensing would be handled. Mr. Carroll moved that a committee be formed to set up an acceptable plan for handling these records. The motion was seconded by Mr. DeBlanc and approved. The Mayor asked for volunteers and it was decided that the committee would be comprised of all Board members.
Mr. Rabalais moved that the bid submitted by Waldroup Pump Service, Inc. be accepted and the Mayor authorized
o enter into a contract with Waldroup Pump Service, Inc. for the purchase and installation of a 1,000 gallon tank and dispensing pump in accordance with the conditions set out in the bid, dated June 12, 1979. The motion was seconded by Mr. Carroll and unanimously approved.
Mr. Richard advised that he had checked into the price of fencing the area around the pump. This item was tabled until a later date.
A discussion on the ditch at Hubert Dupuy Street was tabled.
Mr. Richard advised that he had spoken with Mr. Roy Mouch of the Police Jury who told him that the Parish had encountered some difficulty in obtaining the additional property for the emergency road. He advised, however, that work on the culverts for the emergency road would commence approximately one week after the sale is passed for the additional property.
The insulation of the new fire station was then discussed. A bid submitted by Arthur Bourque Insulation Co., Inc. was rejected. Mr. Rabalais advised that Anco would not submit a bid because their product was not UL approved. It was'decided that the town manager and aldermen try to find some other companies to submit bids for this insulation project.
Mr. Richard advised that the police cars need to be compounded and polished. The cost would be approximately $60.00 for the Ass't Chief's car and $50.00 for the Chief's car. He was advised to have this work due on the cars.
Mr. Strauss submitted several statements for approval.
All statements were approved for payment.
At 8:10 P.M., the meeting was adjourned on a motion by Mr. Carroll, seconded by Mr. DeBlanc.
