SPECIAL MEETING OF THE TOWN OF ADDIS, July 18, 1979

A special meeting of the Mayor and Board of Aldermen for the Town of Addis was held on Wednesday, July 18, 1979 at the Town Hall. This meeting was held to transact regular business not taken care of at the regular monthly meeting.

Present: Mayor Warren E. Fitzgerald; Aldermen, Robert W. Rabalais; G. P. Carroll; John Richard; B. J. DeBlanc; Hilton Guidry, Jr. Absent: None

The minutes of the July 11, 1979 meeting were approved, as mailed, on a motion by Rabalais, seconded by Carroll.

Mr. Dana Larpentur, Attorney, presented an advance copy of the Addis Municipal Code. Action on the adoption of the Code and ordi­nance was deferred until the next regular meeting.

Mr. Larpentur presented specifications for concrete and corrugated culverts drawn up by Mr. Kay Thomas, of Bernard & Thomas, Engineers. A lengthy discussion followed on the Town's culvert ordinance. A motion was made by Mr. Carroll, seconded by Mr. DeBlanc that the Town Culvert Ordinance #77‑6, amended #79‑2; be amended to include specs drawn up by Mr. Thomas on concrete and corrugated steel culverts and eliminating the "concrete only" stipulation in the ordinance. The motion was approved unanimously on a roll call vote.

A discussion was held on the purchase of a camera for the Fire Department's use in investigations and training only. Mr. Carroll will check into prices and report back at the next meeting.

Mr. Richard advised that a citizen on Harris Street had requested the removal or topping of some pine trees located on a town right‑of way adjacent to their property. The Board agreed that the property owner could remove or top the trees, at their own expense, if they so chose; the town is not interested in doing this work as the trees are not overhanging any streets.

Mrs. Alexander of the Police Jury advised that the Parish is studying the feasibility of a parish wide garbage pickup. She fur­ther advised that the final outcome of this project should be known before the end of the year.

The Fire Chief reported that five alarms were answered in May and 8 (4 of which were first‑aid calls) in June. He further advised that 34 alarms were answered so far this year.

Mr. Richard and Mr. Guidry advised that the tractor had been re­paired but more weights were needed. They recommended the installation of a bumper and guard rail to help insure the safety of the driver. Mr. Richard advised that Mr. Walter Cain had quoted a price of $250.00 for this work. He was advised to contact Mr. Cain and get him to take care of this installation.

Police Chief Spurlock requested an Executive Session. At 8:21 P.M., a motion was made by Mr. Rabalais, seconded by Mr. Carroll and approved, to go into Executive Session to discuss police per­sonnel salaries.

Regular session was resumed at 8:28 PM on a motion by Mr. Rabalais, seconded by Mr. Richard and approved.

The Mayor advised that salaries for the police chief and assistant police chief was discussed. It was decided, in executive session, that the chief and assistant chief would meet with the Police Com­mittee and a report given at the next regular meeting.

At 8:30 P.M. the meeting was adjourned on a motion by Mr. Rabalais, seconded by Mr. DeBlanc and approved.
