SPECIAL MEETING OF THE TOWN OF ADDIS, Tuesday, July 17, 1984
A special meeting of the Mayor and Board of Aldermen was held on Tuesday, July 17, 1984 at the Town Hall to hold a discussion on a proposed sewer grant with Mr. Gary Beard of Beard Engineering.
Present: Mayor Bourgeois; Aldermen Carroll; DeBlanc; Fitzgerald; Landry.
Absent: Alderman LeBlanc.
Mr. Beard was not present at the beginning of the meeting. A motion was made by Alderman Carroll, seconded by Alderman DeBlanc
to add the following items to the agenda: (1) 2‑T Truck (2) Air conditioning in hall (3) Payment of bills. Motion adopted unanimously.
Alderman Landry advised that the town workers turned the 2‑Ton truck over at the dump. The drive shaft was bent; left side banisters were bent. The cab was not damaged. After a discussion, a motion was made by Alderman Fitzgerald, seconded by Alderman Carroll to have Blackie's Auto Repair fix the 2‑Ton Truck and have it ready for the trash pickup. The motion carried unanimously.
Mr. Larpenteur, town attorney, advised that it was not against the law for an alderman's company to do repair work for the town.
After a discussion about the air conditioning in the hall, a motion was made by Alderman Carroll, seconded by Alderman Landry to look into prices and the feasibility of putting the two air‑conditioning units, which are presently suspended from the ceiling, in the attic and duct the air into the hall. The motion carried unanimously.
A motion was made by Alderman DeBlanc, seconded by Alderman Landry to approve payment of bills presented. The motion carried unanimously.
There being no further business, the meeting was adjourned on a motion by Alderman Fitzgerald, seconded by Alderman Carroll.
The meeting reconvened at 7:00 P.M. upon the arrival of Mr. Gary Beard.
Mr. Beard advised that the State has a fund which is used for funding grants for small communities and new technology only. He feels that Addis has a good chance of getting a grant‑from this fund, if the application is made for a new‑type system.
Mr. Beard explained the operation of the pressure pump system. He estimated a cost of $850,000. for the collection lines, treatment plant, and pumps ‑ retaining the present septic tanks. If the septic tanks were eliminated, he estimated an additional $300.00 per pump for the grinder pumps. He also advised that once a town is funded, the law says that the project has to be completed., with state help.
The following are the steps the town should take if interested in applying for a grant through Beard Engineering:
1. Determine whether or not to hire the company
2. Terminate, by letter, any obligation to another consultant
3. Hire Beard Engineering officially
4. If funded ‑ facility plan will be amended ‑ may cost $10,000.00
A motion was made by Alderman Carroll, seconded by Alderman Landry to authorize the Mayor to terminate the agreement and relationship with Barnard and Thomas Engineers. The motion carried unanimously.
A motion was made by Alderman Carroll, seconded by Alderman Landry to authorize the Mayor to execute all documents necessary to apply for a grant, and to execute a consultant's agreement with Beard Engineering for the sewer system, said agreement subject to the approval of the attorney and the Mayor. The motion carried unanimously.
There being no further business, the meeting was adjourned on a motion by Alderman Fitzgerald, seconded by Alderman Carroll and approved.
