REGULAR MEETING OF THE VILLAGE OF ADDIS, December 5, 1984

The regular meeting of the Mayor and Board of Aldermen for the Town of Addis was held at 7:00 P.M. on Wednesday, December 5, 1984 at the Town Hall.

Present: Mayor Bourgeois; Aldermen Carroll; DeBlanc; Fitzgerald; Landry; LeBlanc.

Absent: None     Note: Alderman DeBlanc arrived a little late.

The minutes of the November 7 regular meeting were approved, as mailed, on a motion by Alderman Carroll, seconded by Alderman Fitzgerald and adopted.

The minutes of the FRS Public Hearing of November 7, 1984 were approved, as mailed, on a motion by Alderman LeBlanc, seconded by Alderman Carroll and adopted.

After a discussion, a motion was made by Alderman LeBlanc, seconded by Alder­man Landry to dispense with the approval of the minutes of the special meeting of November 14, 1984 until Alderman DeBlanc arrived. The motion was adopted.

Mr. Lawrence Breaux, the new member of the Police Jury was introduced by the Mayor. Mr. Mouch advised that he asked Mr. Breaux to attend the meeting if possible. Mr. Mouch advised that he delivered a copy of the resolution concerning the drainage of the Addis Place sewerage to the attorney for Addis Place. A meeting will be set up with the attorney and the Board of Aldermen to discuss this problem. Alderman Carroll stressed to Mr. Mouch that he would like to see the ditches in town cut as soon as possible. The Mayor asked Mr. Mouch to bring up the parish roads located in town for discussion at the Police Jury's special meeting. Mr. Mouch ad­vised that he would do this and asked that the town submit a letter to the Jury requesting the overlaying of streets in town to be included in the next fiscal year's program. Mayor Bourgeois asked when the sales tax would be effective and was advised that the Jury is shooting for January 1, 1985.

Fire Chief Strauss reported that the Fire Department had a very quiet month in November. Chief Spurlock of the Police Department advised that he had no written report as the Department was busy with a burglary which was solved. The Chief further advised that he asked Robert Jenkins for his resignation, and Mr. Jenkins turned in his badge and other police equipment. A motion was made by Alderman Fitzgerald, seconded by Alderman Carroll to accept the resignation of Patrolman Robert Jenkins, at the recommendation of Chief Spurlock. The motion carried un­animously.

Mayor Bourgeois advised that he spoke with Mr. R. J. Goebel of CRPC who ad­vised that he should have the revisions to the Zoning Ordinance by the end of February, 1985 at the very latest.

Attorney Dana Larpenteur gave the town a check in the amount of $264.00 which represents a refund on the cost of title research on the Old Post Office property.

Ordinance #84‑6, prohibiting the drinking from or possession of opened con­tainers containing alcoholic beverages in public places, was read in full by Mr. Larpenteur. The Ordinance was offered by Alderman Fitzgerald, seconded by Alder­man Carroll and unanimously adopted on a roll call vote. A discussion was held on the permits which can be issued in relative to this ordinance, and the decision was made that the issuance and approval of permits will rest with the Council at this

Ordinance #84‑7, designating that the date for municipal elections shall be held at the same time as the congressional elections in accordance with La. RS 18:402(B), was read by Mr. Larpenteur. The ordinance was offered by Alderman LeBlanc, seconded by Alderman Landry and unanimously adopted on a roll call vote. (Previously Published)

Maintenance Leaderman Jordan gave his monthly report. He advised that he would be moving to Texas in the early part of January, 1985 and asked that James Wallace be considered as his replacement. Mr. Jordan was thanked for his service to the town and assured that his recommendation would be considered. The work week for the balance of the year was left at four days.

Chief Spurlock advised that a police school was to be held in Port Allen in January and three of his men would like to attend. A motion was made by Alderman LeBlanc, seconded by Alderman Landry to allow three police officers to attend the police school in Port Allen at a cost of approximately $18.00 per officer, said expense to be taken from the Police Training Budget. The motion carried un­animously.

A motion was made by Alderman DeBlanc, seconded by Alderman Carroll to send $150.00 to the West Baton Rouge Parish Sheriff's Flotilla in appreciation of services rendered during the past year. The motion carried unanimously.

A motion was made by Alderman Carroll, seconded by Alderman Landry to require bartender/maid permits, renewable each year; expiring December 31st of each year; with any permit being issued after July 1st to be charged 1/2 of the yearly fee. The motion was adopted on a unanimous vote.

A motion was made by Alderman Fitzgerald, seconded by Alderman LeBlanc to set the bartender/maid permit fee at $6.00 per year, with owners and/or managers being exempt from this requirement. The motion carried unanimously.

A invitation from the Addis Volunteer Fire Department Ladies Auxiliary to participate in the Fireman's Parade to be held on February 10, 1985 was read.

Acting on a recommendation from Police Chief Spurlock, a motion was made by Alderman Landry, seconded by Alderman Carroll to move Perry Gaudet from an unpaid auxiliary policeman to a paid policeman at a starting salary of $135.OO,effective December 1, 1984. The motion was adopted unanimously.

Committee Reports:

Finance A motion was made by Alderman DeBlanc, seconded by Alderman LeBlanc to revise the 1984 budget to raise the total income to $229,000.00 & show the $29,000.00 paid for the Old Post Office Building in Capital Outlays in order to include the purchase of this property in the 1984 budget. The motion carried unanimously.

A motion was made by Alderman LeBlanc, seconded by Alderman Carroll to pay bills presented. The motion was adopted.

Sewerage: Mayor Bourgeois reviewed a letter received from the Louisiana Department of Environmental Quality which was a reply to our correspondence. The Mayor advised that Mr. Beard is aware of this letter and will keep us well in­formed if any action is taken.

Police:  None    

Fire:      Chief Strauss advised that an election was held by the Fire Department. Kevin Morain was elected First Assistant Chief and B. J. DeBlanc was elected Second Assistant Chief.

Streets, Roads, etc.:‑ No report

 

Sanitation: None

Drainage: A discussion was held on the condition of drainage in the ditch by the new fire station. Mr. Bouquet will be contacted to check these grades and this item will be discussed further at a future meeting.

Mr. Larpenteur advised that he was contacted by Mr. Lackey, attorney for Addis Place, who wants to set up a meeting with the Mayor and Board of Aldermen to discuss the problem with the drainage of the Addis Place sewer system. Mayor Bourgeois set a tenative meeting (committee meeting) for Thursday, December 6, 1984 at 7:00 P.M.

Mayor Bourgeois called a special meeting for Wednesday, December 19, 1984 at 7:00 P.M. to discuss the Federal Revenue Sharing budget; the audit for 1985; and drainage.

There being no further business to discuss the meeting was adjourned on a motion by Alderman Fitzgerald, seconded by Alderman LeBlanc and approved.
