TOWN OF ADDIS MINUTES
A special meeting was called by Mayor Bourgeois and held at 7:00 p.m. on Thursday, May 20, 2009, to (1) hold a public hearing and take necessary action on the proposed bond issue, (2) Open and act on bids for highway grass cutting, (3) discuss a sewer problem at Plantation Ridge Subdivision, and (4) handle any other business properly introduced.
Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None
Add to Agenda: A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to add police business to the agenda. The motion was adopted.
Bond Issue Business: The Mayor and Town Council of the Town of Addis, State of Louisiana, were duly convened as the governing authority (the “Governing Authority”) of the Town of Addis, State of Louisiana (the “Town”), by the Honorable Carroll P. Bourgeois, Mayor, who then stated that the Governing Authority was ready for the transaction of business and a public hearing opened. Mr. David Henderson, bond attorney, was recognized and explained the proceedings of the hearing.
It was then announced that the Governing Authority would discuss, answer questions and hear any objections relative to the proposed issuance of not exceeding One Million Seven Hundred Fifty Thousand Dollars ($1,750,000) of Sewer Revenue Bonds of the Town (the “Bonds”), in one or more series, the proceeds of which will be used to pay for the acquisition and construction of additions, extensions and improvements to the sewer utility system of the Town (the “System”), a work of public improvement for the Town, and paying the costs of issuance of the Bonds. It was then stated that the Bonds shall be limited and special revenue bonds of the Town and would be secured by and payable in principal, interest and redemption premium, if any, solely from an irrevocable pledge and dedication of the income and revenues derived or to be derived by the Town from the operation of the System, after paying the reasonable and necessary expenses of administration, operation and maintenance of the System. The Bonds shall not be a charge on the other income and revenues of the Town as prohibited under the provisions of Article VI, Section 37 of the Louisiana Constitution of 1974, nor shall they constitute an indebtedness or pledge of the general credit of the Town. The Bonds shall be of such series, bear such dates, mature at such time or times not to exceed twenty-two (22) years from their date of issuance, bear interest at such rate or rates (not exceeding ninety-five one-hundredths of one per centum 0.95% per annum which includes an administrative fee of .5% per annum), pursuant to the authority of Part VII, Chapter 4, Title 39 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and a Notice of Intention to issue the Bonds in accordance therewith and published on April 23, April 30, May 7, and May 14, 2009, in the “West Side Journal” a newspaper of general circulation in the Town and published in the Town of Port Allen, West Baton Rouge Parish, Louisiana. After this explanation, the Mayor stated that the Governing Authority would proceed in open and public session to discuss, answer questions and hear any and all objections to the issuance of the Bonds, and then he called for questions and objections from any interested parties at the meeting and from members of the Governing Authority. He also asked for any petitions or written objections filed with the Clerk requesting that an election be held to authorize the issuance of the Bonds or otherwise objecting to the Bonds.
There was no one present who either offered any objections to the proposed issuance of the Bonds without an election being held thereon or presented a petition requesting such an election, and the Clerk announced that neither petitions requesting such an election nor objections to the proposed issue of Bonds had been filed.
Thereupon, it was moved by Councilman Toups, seconded by Councilman Cazes that the hearing be closed.

A resolution finding and determining that no petition has been filed objecting to the proposed issuance of Sewer Revenue Bonds of the Town of Addis, State of Louisiana (the “Town”), in an amount not to exceed One Million Seven Hundred Fifty Thousand Dollars ($1,750,000) (the “Bonds”), authorizing the officials of the Town to proceed with the preparation of the documents required for the issuance of the Bonds, and to obtain the approval of the Louisiana State Bond Commission for the issuance of the Bonds, and providing for other matters in connection therewith, was offered by Councilman Toups, 2nd by Councilman Cazes and adopted on the following roll call vote: Yeas; Cazes; Gauthreaux; Landry; Parrish; Toups. A resolution making application to the State Bond Commission for approval of the sale and issuance of not to exceed One Million Seven Hundred Fifty Thousand Dollars ($1,750,000) of Sewer Revenue Bonds, Series 2009, of the Town of Addis, State of Louisiana, was offered by Councilman Parrish, 2nd by Councilman Landry and adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; :Landry; Parrish; Toups. Nays: None Absent: None Abstaining: None

Police Grant: Chief Anderson advised that he and Assistant Chief Jones attended a meeting on the “Cops” grant and were told that they would receive approximately $225,726.00 for a 24 month period, which includes hiring three police officers and their equipment, with the Town matching approximately $75,000.00 of total cost.
A motion was made by Councilman Cazes, 2nd by Councilman Parrish to authorize Chief Anderson to start checking into equipment needed and interviewing applicants for the positions to be filled. The motion was adopted unanimously.
Highway Grass Bids: Mayor Bourgeois asked , three time, if there were any other bids from the floor. None were forthcoming. One sealed bid was received and opened with the following result:
Westside Lawn Service $1,410.00 per month, with specifications as advertised.
A motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to grant the 2009/2010 highway grass cutting contract to Mr. Shane Lopez, Sr. d/b/as Westside Lawn Service in the amount of $1,410.00 as submitted in his bid. The motion was adopted unanimously.
Plantation Ridge: Mr. Oscar Boudreaux, engineer, was recognized and advised the Council of the progress of repairs being made to the Plantation Ridge Subdivision sewer system. He advised that a letter has been written to the State advising that the sewer system in this subdivision was not installed by the Town of Addis, but was installed by the developer/contractor and is the responsibility of the developer/contractor and not the Town of Addis.
Ajourn: The meeting was adjourned at 7:35 p.m. on a motion by Councilman Toups, 2nd by Councilman Cazes and adopted.
