TOWN OF ADDIS MINUTES
A special meeting of the Mayor and Town Council was called to order at 5:00 p.m. on Wednesday, June 17, 2009 at the Addis Municipal Center by Mayor Carroll Bourgeois. The meeting was called by Mayor Bourgeois to discuss DEQ bond issues; National League of Cities; Employee Annual Meeting; LMA Convention; Sewer rates, police business requested by Chief Anderson and any other business properly presented.
Roll Call: Present: Mayor Bourgeois; Councilman Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None
DEQ Business: Mr. Oscar Boudreaux, Engineer and Mr. David Henderson, Bond Attorney were introduced.
Mr. Boudreaux presented figures on the sewer rates and explained what is needed to satisfy the Bond Commission for approval of a proposed $1,750,000.00 bond to upgrade the sewer plant.
Following Mr. Boudreaux's presentation, a motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to raise, effective August 1, 2009, the sewer rates in the Town of Addis to $14.00 for the first 4,000 gallons of water used and $1.50 per 1,000 gallons of water thereafter; with a second phase in on January 1, 2010 of $14.00 for the first 4,000 gallons used and $2.50 per 1,000 gallons of water thereafter. The motion was adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None Absent: None Abstaining: None
Mr. David Henderson, Bond Attonrey, spoke briefly on the Ordinance which is to be introduced on the proposed bond issue.
Following his presentation, a motion was made by Councilman Toups, 2nd by Councilman Cazes that the following entitled ordinance be introduced for consideration of adoption by the Mayor and Town Council of the Town of Addis, State of Louisiana, after a public hearing is held thereon at a special meeting of the Mayor and Town Council to be held on Wednesday, July 29, 2009 at 6:00 p.m. at the Addis Municipal Center, said ordinance being entitled as follows:
Ordinance #2009-7
Thousand Dollars ($1,750,000) of Sewer Revenue Bonds, Series 2009, of the
Town of Addis, State of Louisiana (the “Bonds”); prescribing the form, terms
and conditions of said Bonds; designating the date, denomination and place
of payment of the Bonds; providing for the payment thereof in principal and
and interest; providing for the sale of the Bonds to the Louisiana Department
of Environmental Quality; and providing for other matters in connection there-
with.”
The motion was adopted unanimously.
Police Business: A motion was made by Councilman Toups, 2nd by Councilman Parrish to accept the recommendation of Chief Anderson and hire Thomas Southon as the 2nd officer under the COPS Stimulus package, effective June 18, 2009, at a salary of $2,000.00 per month with a 90-day probation period, after which, if favorable, he will receive a $100.00 raise. The motion was adopted unanimously.

National League of Cities: Mayor Bourgeois advised that names picked to go to the Conference this year were Landry, Larpenteur, Gauthreaux. These were asked to contact the office as soon as possible if they plan to attend.
Employee Meeting: The annual employee meeting and appreciation banquet will be held on Thursday, September 10. Guest speaker will be Mr. Jonathon Perry, a cajun humorist.
LMA Convention: Mayor Bourgeois advised that since the Mayor and several of the Council members will be at the LMA Convention the day of the regular August meeting, he is calling a special meeting for Wednesday, July 29th at 6:00 p.m. so that some of the regular business can be discussed while the whole council is present..
Adjourn: The meeting was adjourned at 5:35 p.m. on a motion by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.
