TOWN OF ADDIS MINUTES

A special meeting of the Mayor and Town Council for the Town of Addis was called by Mayor Bourgeois and held at 6:00 p.m. on Wednesday, July 29, 2009 at the Addis Municipal Center. The meeting was called to hold a public hearing and act on Ordinance #2009-7 “Bond Ordinance:; introduce an ordinance to change the regular meeting time; discuss capital expenditures; update information on the museum project and Plantation Ridge Subdivision; discuss I.D. Management; and any other business which is properly added to the agenda.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Toups.
Absent: Councilman Parrish.

Additions to Agenda: Mr. Owen Cope of Entergy, and Larpenteur insurance, was added to the agenda on a motion by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.

Bond Ordinance: Mayor Bourgeois called a public hearing to order and opened the floor to discussion of the proposed “Bond Ordinance”. Mr. David Henderson of Foley & Judell, Bond Attorneys was recognized and reviewed the ordinance in its entirety. Mayor Bourgeois closed the public hearing at 6:07 p.m.
Following the public hearing, a motion was made by Councilman Toups, 2nd by Councilman Cazes to adopt Ordinance #2009-7, “An ordinance authorizing the issuance of One Million Seven Hundred Fifty Thousand Dollars ($1,750,000) of Sewer Revenue Bonds, Series 2009, of the Town of Addis, State of Louisiana (the “Bonds”); prescribing the form, terms and conditions of said Bonds; designating the date, denomination and place of payment of the Bonds; providing for the payment thereof in principal and interest; providing for the sale of the Bonds to the Louisiana Department of Environmental Quality; and providing for other matters in connection therewith.” The motion was adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Toups. Nays: None Absent: Parrish Abstaining: None

Meeting Time Ordinance: A motion was made by Councilman Toups, 2nd by Councilman Gauthreaux and adopted, to introduce an ordinance to change the time for Town meetings from 7:00 p.m. to 6:00 p.m., and authorize the clerk to advertise for the introduction of this ordinance.

Capital Expenditures: Highway Lights: Mayor Bourgeois advised that the installation of lights on the highway have been completed. Following a discussion of adding six lights to cover the latest annexation of the Town to the north, a motion was made by Councilman Cazes, 2nd by Councilman Landry to add six lights along Highway 1 to the northern corporate limits, at a cost of approximately $42,000. The motion was adopted.

Sewer Storage Building: A motion was made by Councilman Cazes, 2nd by Councilman Toups to advertise for the purchase and installation of a metal building to be used as a storage facility at the Sewer Plant on River Road, with specifications supplied by Mr. Brian Budd, with bids to be opened at the regular meeting of the Mayor and Town Council to be held on Wednesday, September 2nd. The motion was adopted.

Sewer Truck: A motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to authorize John Artigue to purchase a ½ or ¾ Ton truck for use by the Sewer Department. The motion was adopted unanimously.

Maintenance Truck: A motion was made by Councilman Toups, 2nd by Councilman Gauthreaux to authorize John Artigue to purchazse a ½ or ¾ Ton pickup truck for use by the Maintenance Department. The motion was adopted unanimously.

“Mule” Vehicle: A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to purchase a vehicle known as a “Mule” for use by the Maintenance and Drainage departments as needed. The motion was adopted.

Slope Mower: A motion was made by Councilman Toups, 2nd by Councilman Cazes to purchase a 30' reach slope mower and tractor for use by the Maintenance Department. The motion was adopted.

Update on Museum: Mayor Bourgeois advised that a “ribbon-cutting” and ope house will be held by the Addis Historical Society on Sunday, September 13th at 3:00 p.m. for the newly installed Phase I of the historic park.

Plantation Ridge Subdn.: Mr. Oscar Boudreaux, engineer, advised that the moratorium on the sale of lots in Plantation Ridge Subdivision has been lifted and recommended that the sewer system be taken into the Town's system.

Larpenteur Insurance: A motion was made by Councilman Cazes, 2nd by Councilman Landry, to add Dana Larpenteur and his two sons to the Town's health insurance policy, with Mr. Larpenteur paying the premium due as billed by the insurance company. The motion was adopted.

I. D. Management: Mayor Bourgeois advised that he was contacted by a Company who is interested in meeting with employees to discuss how to avoid identify theft. A motion was made by Councilman Toups, 2nd by Councilman Cazes and adopted to authorize the Mayor to call this meeting.

Addition to Agenda: A motion to add the 2009 revised budgets to the agenda was made by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.

2009 Revised Budgets: A motion was made by Councilman Cazes, 2nd by Councilman Landry to adopt an ordinance to amend the Town of Addis' Code of Ordinances to revise the 2009 Budgets for the General Fund and Sewer Fund. The motion was adopted.

Adjourn: The meeting was adjourned at 6:37 p.m. on a motion by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.
