Speical Meeting: April 9, 2009

TOWN OF ADDIS MINUTES

A special meeting of the Mayor and Town Council for the Town of Addis was called by Mayor Bourgeois and held at 5:00 p.m. On Thursday, April 9, 2009 at the Addis Municipal Center. The meeting was called to: Discuss servitude acquisition for the Sewer project; Police personnel and any other business which is properly presented and approved.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None

Peter Marshall Servitude: Following a discussion on problems contacting Mr. Peter Marshall, a motion was made by Councilman Parrish, 2nd by Councilman Gauthreaux to introduce an ordinance authorizing the expropriation of property belonging to Mr. Peter Marshall located in the Town of Addis, for a sewer right of way pursuant to LSA R.S. 19:102 et seq, with a public hearing to be held at the regular meeting of the Mayor and Town Council to be held on Wednesday, May 6, 2009 for adoption of said ordinance. The motion carried unanimously.

Personnel-Police: At 5:16 p.m. a motion to go into Executive Session to discuss police personnel was made by Councilman Cazes, 2nd by Councilman Toups and adopted.
At 5:31 p.m. a motion to return to regular session was made by Councilman Toups, 2nd by Councilman Parrish and adopted.

As a result of Executive Session, the following actions were taken:

A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to accept the recommendation of Police Chief Anderson to suspend Officer Dustin Hebert from the Addis Police Force for one day, April 3rd, without pay . The motion was unanimously adopted.

A motion was made by Councilman Parrish, 2nd by Councilman Landry to accept the recommendation of Police Chief Anderson to terminate the employment of Officer Dustin Hebert from the Addis Police Department, immediately, due to insubordination and failure to comply with Court Orders. The motion was unanimously adopted.

A motion was made by Councilman Landry, 2nd by Councilman Cazes to accept the recommendation of Police Chief Anderson and hire Mr. Charles Zalfen as a full-time police officer at a salary of $1,700.00 beginning as soon as he is able to give notice at his present position. The motion was adopted unanimously.

Adjourn: There being no further business brought up, the meeting was adjourned at 5:40 p.m. On a motion by Councilman Toups, 2nd by Councilman Parrish and adopted.
