TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was called to order by Mayor Bourgeois at 6:00 p.m. on Wednesday, October 7, 2009 at the Addis Municipal Center. The Pledge to the Flag was recited.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None

Minutes: The minutes of the September 2nd regular meeting were approved, as mailed, on a motion by Councilman Toups, 2nd by Councilman Cazes and adopted.

Additions to Agenda: The following items were added to the agenda on a motion by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted (1) Open Container request (2) Oscar Boudreaux (3) Halloween (4) House evaluation on First Street.

Correspondence: None

Parish Council: Mr. Randy Mouch advised that the Parish voted to hold Trick or Treat for Halloween at 5:30 p.m . to 7:30 p.m. on Saturday, October 31st.
He also announced that the “Oldies but Goodies” festival will be held this weekend.
Mr. Mouch thanked the Council for changing the time of the monthly meeting to 6:00 p.m.

Sewer Report: The sewer report, read by Mayor Bourgeois, included 21 equipment failures, 3 jammed pumps, 9 leaks, 1 electrical location and 1 miscellaneous. There were two sewer tie-in inspections in Sunset Place.

Police Report: None at this time.

Planning & Zoning: Koenig Subdivision: A motion was made by Councilman Toups, 2nd by Councilman Parrish to accept the recommendation of the Planning & Zoning Commission and approve the subdivision of property located at 3830 Susan Jean Drive, owned by Mr. Jason Koenig. The motion was adopted.
Kleinpeter Home Occupation: A motion was made by Councilman Toups, 2nd by Councilman Landry to accept the recommendation of the Planning & Zoning Commission and approve the request for a Home Occupation by Mrs. Bonnie Kleinpter to have a home business for on-line orders for outdoor and garden items, cajun cookware, and other items. The motion was adopted.

Mr. Larpenteur advised that he has invited Mr. Charles Landry, Chairman of the Advisory Commission for East Baton Rouge, to attend the next Planning & Zoning Commission to help in keeping up with the rapid growth in Town. This meeting will be at 7:00 p.m. on Tuesday, October 20th.

LGAP Grant: Mayor Bourgeois advised that the application has been sent in for a $35,000. grant to finish the Myhand Street culvert project.

LCDBG: Mayor Bourgeois advised that Mr. Ed Hannum, Consultant, does not feel that Addis has any projects at the present time that would qualify for a Community Development Block Grant.

Condemnations: Mayor Bourgeois advised that Mr. Kevin Durbin was contacted and has inspected two trailers next to the maintenance barn and a trailer by the washateria on First Street. Reports should be received in the near future.

Councilman Gauthreaux asked that the house behind the Guidry home on First Street also be inspected. Mr. Durbin will be contacted.

Sewer Building: Mr. Larpenteur will call Mr. Brian Budd to discuss the bids received on the new sewer building. The low bidder on the project did not have a bond included in the bid.

New Business: Sale of Trucks: A motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to advertise for the sale of the 2001 Dodge ¾ ton truck ; and the 1999 Dodge ½ ton truck, with a minimum bid being ½ of the Blue Book value on each with bids to be opened at the November 4th meeting. The motion was adopted.

Open Container: A request for an open container permit, submitted by the Redemptorist High School Coach, for a softball tournament to be held at Myhand Park on November 7th was approved on a motion by Councilman Landry, 2nd by Councilman Parrish and adopted.

Oscar Boudreaux: Mr. Boudreaux advised that DEQ requires a facility plan to be submitted in connection with the DEQ loan. A contract for this plan in the amount of $20,000.00 was approved, on a motion by Councilman Cazes, 2nd by Councilman Parrish. The contract also included $17,500.00 for an Environmental Information Document (if required) and $3,000.00 for a Sludge Management Plan (if required). Mr. Boudreaux advised that he does not feel that DEQ will require items 2 and 3.

Police Report: Assistant Police Chief Jones joined the meeting and gave the following monthly report: 178 traffic citations issued; 22 misdemeanor arrests; 2 felony arrests; and 6 vehicle crashes worked. The misdemeanor arrests were: traffic-3; disturbing the peace-9; warrants-4; peddler permits-3; improper telecommunications-2 and aggravated assault-1.
The felony arrests were: narcotics-2.

Halloween: Mayor Bourgeois announced that Trick or Treat for Halloween will be held on Saturday, October 31st from 5:30 p.m. to 7:30 p.m.

Public Comments: Dana Larpenteur announced that he will be tailgating for Saturday's game west of the railroad in front of the vet school. Everyone invited.

Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Parrish, 2nd by Councilman Gauthreaux and adopted.
Mayor Bourgeois set a Finance Committee meeting for 5:00 p.m. on Wednesday, October 28th to discuss finances and the five-year plan.
A questionable credit card bill charge was cleared up by Ass't Chief Jones who advised that the charge was for the purchase of training gear needed for the Academy by Chief Anderson and Officer Falcon.

Drainage: None Buildings: None Streets, Roads, etc.: None

Police: Ass't Police Chief Jones advised that a reimbursement in the amount of $55,479.00 has been received on the police STIMULUS grant.
A motion was made by Councilman Toups, 2nd by Councilman Parrish to authorize the purchase of the third police car under the Stimulus grant package. The motion was adopted.

Executive Session: At 6:29 p.m. a motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish, to go into Executive Session to discuss pending litigation. The motion was adopted.

At 6:48 p.m. a motion to return to regular session was made by Councilman Cazes, 2nd by Councilman Toups and adopted.

Mayor Bourgeois advised that a matter of pending litigation was discussed in Executive Session.

Adjourn: At 6:49 p.m. a motion to adjourn was made by Councilman Toups, 2nd by Councilman Gauthreaux and adopted.
