Regular Meeting: November 4, 2009

TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was called to order at 6:00 p.m. on Wednesday, November 4, 2009. The Pledge to the Flag was recited.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Landry; Parrish; Toups.
Councilman Gauthreaux arrived late.

Minutes: The minutes of the regular meeting of November 4, 2009 were approved, as corrected, on a motion by Councilman Landry, 2nd by Councilman Toups and adopted.

Additions to Agenda: The following items were added to the agenda on a motion by Councilman Toups, 2nd by Councilman Cazes (1) Mrs. Faye Watts (2) Proclamation. The motion was adopted.

Correspondence: Mayor Bourgeois presented a letter from Cox Communications pointing out changes in the Channel lineup and an increase in rates.

Parish Council: Mr. Randy Mouch advised that renovations are taking place at the Erwinville Community Center prompting the Council to hold its November meeting at that Community Center. Also the meeting has been moved from Nov. 12th to Nov. 10th at 6:30 p.m.
Mr. Mouch advised that he is on the Parish Library board, and at the quarterly meeting the idea of a branch library in the Addis/Brusly area was discussed. Mayor Bourgeois advised that the Mayor and Council had also brought up this idea at their recent Finance Committee meeting. A discussion followed, and Councilman Toups asked that Mr. Mouch express to the Parish Council the interest that the Addis Town Council has in having a branch library in Addis.

Police Report: The October police report, given by Assistant Chief Jones, included 169 citations issued; 14 misdemeanor arrests; 1 felony arrest, and 13 vehicle crashes worked. The misdemeanor arrests were: 4-traffic; 3-disturbing the peace; 3-warrants; 1-unattended fire; 1-improper telecommunication; 1-theft; and 1-stalking. The felony arrest was on narcotics.

Sewer Report: The October sewer report, read by Mayor Bourgeois, included 20 equipment failures; 3 jammed pumps; 1 leak and 1 miscellaneous call. One pump and one tank lid were replaced; A check valve was replaced on Addis Place Pump Station #1, and the suction lines were cleaned. Manholes in Plantation Ridge and Bird Heights were repaired; and 1 sewer tie inspection was made in Sunset Place and 5 in Sugar Mill.

Planning & Zoning: No action

Old Business: Truck Bids: There were no bids received on the trucks. A motion was made by Councilman Toups, 2nd by Councilman Landry to run the “for sale” ads again with bid opening at the December meeting. The motion was adopted.

Condemnation: : Mayor Bourgeois read the recommendation on trailers behind the track, which he received from Mr. Kevin Durbin. He will write letters to the owners advising them of these findings.

Sewer Building: Mayor Bourgeois advised that the contract has been signed on the new sewer building and he was advised that the building should be ready for occupancy by the end of the year.

Peddlar Permits: Mayor Bourgeois advised that the ordinance covering peddlars' licenses will have to be amended to spell out some main details.

Janitorial Contract: A motion was made by Councilman Cazes, 2nd by Councilman Landry to advertise for bids for the annual janitorial contract on the Municipal Building. The motion was adopted.

Mrs. Faye Watts: Mrs. Watts brought up the problem she is having with a renter who lives across the street parking her car on the street right-of-way. She feels that the person renting the residence should provide “off street” parking. A discussion followed and it was decided that the Mayor will write to the owner of the property being rented and advise her of the Council's wishes.

Proclamation: A proclamation setting November 24th as Law Enforcement Recognition Day was offered by Councilman Toups, 2nd by Councilman Cazes and adopted. A complete copy of the proclamation is attached to and made a part of these minutes.

Public Comments: Mrs. Watts asked what will be done with the old canning “factory” which has been used as a storage facility at the sewer plant. She was advised that this building was infested with termite and in deplorable condition and will be demolished.

Fire Meeting: At 6:50 p.m. a motion was made by Councilman Landry, 2nd by Councilman Cazes to temporarily adjourn the meeting in order to hold the meeting for the Board of Commissioners for Fire Sub-District #1 of West Baton Rouge. The motion was adopted.

At 7:13 p.m. a motion to reconvene the regular meeting of the Mayor and Town Council was made by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.

Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Landry, 2nd by Councilman Gauthreaux and adopted.

Mayor Bourgeois called a Finnace Committee meeting to discuss the 2010 budget for 5:00 p.m. on Wednesday, December 9th.

Mayor Bourgeois called a special meeting to be held at 5:00 p.m. on Wednesday, December 30, 2009 to adopt the 2010 budget.

Executive Session: At 7:18 p.m. a motion was made by Councilman Cazes, 2nd by Councilman Landry to go into Executive Session to discuss litigation. The motion was adopted.

At 7:46 p.m. regular session was resumed on a motion by Councilman Cazes, 2nd by Councilman Landry and adopted.

Mayor Bourgeois advised that a matter of litigation was discussed in Executive Session.

Adjourn: The meeting was adjourned at 7:47 p.m. on a motion by Councilman Cazes, 2nd by Councilman Landry and adopted.
