TOWN OF ADDIS MINUTES, August 2, 1995

The regular meeting of the Mayor and Board of Aldermen for the Town of Addis was held at 7:00 P.M. on Wednesday, August 2, 1995 at the Addis Municipal Center.

The meeting was called to order by Mayor Bourgeois who then led the Pledge to the Flag.

Roll Call: Present: Mayor Bourgeois; Aldermen Berthelot; Cazes; Landry; LeBlanc; Parrish.

Absent: None

The minutes of the July 5th regular meeting were approved, on a motion by Alderman LeBlanc, seconded by Alderman Cazes and adopted.

Mayor Bourgeois advised that the Baton Rouge Bicycle Club has requested the use of the parking lot for a bike ride to Plaquemine on August 12.

Police Jury: Mr. Delapasse advised that the Jury is getting ready to install culverts in Myhand ditch.

Police Report: The monthly report, given by Chief Berthelot, included 149 traffic citations issued; 2 vehicle accidents worked; 3 felony arrests; 9 misdemeanor arrests, for a total of 12 arrests for the month and 99 complaints answered. The department participated in the July 4th weekend holiday enforcement grant.

Sewer Report: The report, given by John Artigue, consisted of 13 calls: 8 equipment failures; 3 discharge leaks; one miscellaneous; and one tank installation. A motion was made by Alderman Berthelot, seconded by Alderman Parrish to ratify the purchase of a 55 gallon drum of charcoal for the filter at the lift station at a cost of $950.00. The motion was adopted.

A motion was made by Alderman LeBlanc, seconded by Aldeman Cazes to approve the purchase of chemicals for the treatment pond at a cost of $247.50. The motion was adopted.

A motion was made by Alderman LeBlanc, seconded by Alderman Cazes to pay $159.37 for the repair of the regulator at the plant. The motion was adopted.

Mr. Artigue advised that a generator for the lift station has been rented in case Hurricane Erin caused a power outage.

Old Business: Mayor Bourgeois called a public hearing to order to give those present an opportunity to express views on a proposed new Mobile Home Park Ordinance and an Ordinance amending the Zoning Ordinance.

Following the public hearing and the reading of the ordinance, a motion was made by Alderman Parrish, seconded by Alderman Landry to adopt Ordinance #95-5, amending the Addis Code of Ordinances, Appendix C, Zoning, to redefine front yard, rear yard, side yard and footage requirements for those yards for mobile home parks zoned R-T within the Town of Addis, LA, with a change of the width under 3.805 to 210 feet.

The motion was adopted on the following roll call vote:

A motion was made by Alderman Berthelot, seconded by Alderman LeBlanc to adopt

Ordinance 85-6, amending the Addis Code of Ordinances, Chapter 11, Section 11-3, to

revise and to promulgate additional requirements for Mobile Home Parks located in the

Town of Addis, LA. The motion was adopted on the following roll call vote:

A motion was made by Alderman Cazes, seconded by Alderman LeBlanc to repeal Ordinance 95-2 which suspends Section 11-3 of the Addis Code of Ordinances. The moiton was adopted unanimously.

A motion was made by Alderman Berthelot, seconded by Alderman Parrish to lift the Zoning moratorium on mobile home park developments, effective on the effective date of ordinance #95-5 and #95-6. The motion was adopted.

Bids: Bids on the 1991 Taurus police vehicle were opened with the following results:

A motion was made by Alderman Berthelot, seconded by Alderman Landry to accept the bid of $1,850.00 from Mr. Mickey Graphia of GO Motors for the sale of the 1991 Taurus police vehicle. The motion was adopted.

Bids: Copier. There were no bids on the Pitney Bowles.

A motion was made by Alderman Berthelot, seconded by Alderman Parrish to abandon the Pitney Bowles copier as it is no longer in use by the town or police department. The motion was adopted.

New Business: Mayor Bourgeois advised that the Civic League is sponsoring a circus to be held on Wednesday, September 27th at Myhand Park.

A motion was made by Alderman LeBlanc, seconded by Alderman Landry to pay registration fee, room and board for Sandra Broussard and Vera Lucas to attend the Clerk's Conference in Baton Rouge on October 18 - 20th. The motion was adopted.

A discussion was held on stray dogs and cats in Town. The Council asked Mayor Bourgeois to write to the Jury and the Dog Catcher regarding the effectiveness of the Animal Control.

At 8:00 p.m., a motion to suspend the meeting in order to hold the regular meeting of Fire Sub-District #1 of WBR was made by Alderman LeBlanc, seconded by Alderman Berthelot and adopted.

A motion was made at 8:35 p.m. by Alderman Cazes, seconded by Alderman Berthelot to reconvene the regular meeting of the Mayor and Board of Aldermen for the Town of Addis. The motion was adopted.

Committee Reports:

Finance: A motion was made by Alderman LeBlanc, seconded by Alderman Cazes to pay bills found to be in order. The motion was adopted.

Sewer: Mayor Bourgeois advised that the Police Jury has agreed to give the Town a grant not to exceed $2,000.00 to repaint/reroof the old "canning factory". A motion was made by Alderman Berthelot, seconded by Alderman Cazes to contact Mr. Arthur Washington to reroof the building at a labor charge of $250.00, plus the cost of materials. The motion was adopted.

Quotes for the repainting of the building were opened with results as follows:

A motion was made by Alderman Landry, seconded by Alderman Berthelot to contact Mr. Lonnie Clayton to repaint the "old canning factory" at a cost of $1,500.00 contingent upon presentation of proof of insurance. The motion was adopted.

Police: A motion was made by Alderman Cazes, seconded by Alderman Parrish to engage Mr. Toby Berthelot as an unpaid, auxiliary police officer, contingent on the attorney's research of the ethics law. The motion was adopted with Alderman Berthelot abstaining.

A motion was made by Alderman Cazes, seconded by Alderman Berthelot to purchase the second Ford Crown Victoria police vehicle from Hixson-Hopson Auto at a cost of $18,226.50. The motion was adopted.

Drainage: Alderman Cazes advised that the ditch between the Cullen and White properties needs cleaning as does the railroad ditch next to the Deville property.

Buildings: No action was taken on the replacement of the door at Station #2. Mayor Bourgeois will contact other companies for quotes.

A motion to adjourn the meeting was made at 9:35 p.m. by Alderman 13erthelot, seconded by Alderman LeBlanc and adopted.
