TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was called to order at 7:00 p.m. by Mayor Bourgeois and held on Wednesday, March 4, 2009 at the Addis Municipal Center. The Pledge to the Flag was recited.
Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None
Minutes: The minutes of the February 4th regular meeting were approved, as amended, on a motion by Councilman Toups, 2nd by Councilman Landry and adopted. The amendment was to show that Mr. L. J. LeBlanc, Jr. appeared before the Council.

Additions to Agenda: The following items were added to the agenda on a motion by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.

WBR Beautification: Mayor Bourgeois introduced Mrs. Mary Delapasse who is the Executive Director for the WBR Beautification program. Mrs. Delapasse explained the goals and upcoming plans of the WBR Beautification committee. She explained that her group is an affiliate of Keep America Beautiful and Keep Louisiana Beautiful.
Chamber of Commerce: Mayor Bourgeois announced that the Chamber of Commerce will have its annual membership meeting, with dinner and cash bar, on March 17th. He asked the Council to let the office know if they plan to attend.
Mayor's Day: Mayor Bourgeois also advised that LMA will hold Mayor's Day meetings in several locations in the State and he plans to attend the one in Gonzales on 3/25/09. Any Councilar interested is invited to attend.
Parish Council: Mr. Randy Mouch advised that a reapportionment will take place after the next election to add another precinct in the Addis area due to the increase in population.
Solid Waste Collection: The Parish is presently working on the renewal of the solid waste contract. A motion was made by Councilman Toups, 2nd by Councilman Parrish to continue to piggyback on the parish solid waste contract instead of going out on our own. The motion was adopted.
Police Report: The monthly police report, given by Chief Anderson, included 129 traffic citations issued; 34 misdemeanor arrests; 4 felony arrests; 2 vehicle wrecks worked. The misdemeanor arrests were 1-DWI; 14-traffic; 6 disturbing the peace; 1-warrant; 1-theft; 3-open container; 1-domestic abuse battery; 1-resisting an officer; 2-trespass; 1-peddler's permit and 3-narcotics. The felony arrests were: 1-2nd degree battery; 2-narcotics(distribution) and 1-unlawful presence.

Sewer Report: The monthly sewer report, given by John Artigue, included 21 equipment failures; 3 jammed pumps and 2 miscellaneous calls. There was a sewer tie-in and inspection on Justice Lane; inspections: 2-Sugar Mill; 1-South River Road; and 1-Acadian Crossing.
Planning & Zoning Commission: Devillier Subdivision: Following a discussion, a motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to accept the recommendation of the Planning & Zoning Commission and approve the subdivision of property owned by Mr. Dennis Devillier, located on First Street, Addis, with the stipulation that the old, storage trailer be removed before construction of a new dwelling is started. The motion was adopted.
LeBlanc variance: A motion was made by Councilman Parrish, 2nd by Councilman Cazes to accept the recommendation of the Planning & Zoning Commission and grant a variance to Mr. L. J. LeBlanc, Sr. to have two dwellings on one lot during the construction of a new residence with the stipulation that there will be only one dwelling on the lot after the new building is complete. The motion was adopted.
Deannexation: A resident asked for the procedure to take a portion of his property out of the city limits. This will be looked into.
CRPC: Mayor Bourgeois announced that the next Capital Region Planning Commission meeting will be held at the Addis Community Center on Monday, March 16th.
Pest Control: A motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to have Mayor Bourgeois sign a contract with Massey Pest Control to spray the town hall; maintenance barn, Museum and Civic Center for pests, with proper notification to the office of the service performed. The motion was adopted.
Force Main (Shaw): Following a discussion of the cost of insurance to the Contractor on the Shaw Force Main project, a motion was made by Councilman Parrish, 2nd by Councilman Cazes to authorize the town attorney, Mr. Larpenteur, to draft a letter to the contractor giving him the option of buying the necessary insurance, as required in the bid packet, or withdraw his bid. The motion was adopted.
Museum project update: Mayor Bourgeois advised that the contractor signed the contract on Phase 1 of the museum project and work should begin soon.
Highway Lighting Update: Some of the materials have been received for the highway lighting project and the project should begin soon.
Ordinance #2009-4: Following a public hearing and reading of the Ordinance in full by the Town Attorney, a motion was made by Councilman Toups, 2nd by Councilman Parrish to adopt Ordinance #2009-4: “An Ordinance amending the Addis Code of Ordinances, particularly, Chapter 11, renumbering said chapter and providing for definitions, rules, regulations and permits for manufactured/mobile homes in residential zones and other specifically enumerated zones; and providing for definitions, rules, regulations and permits for manufactured/mobile home parks; and providing for the penalties for violations thereof, was offered by Councilman Toups, 2nd by Councilman Parrish and adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups.

New Business: 2008 Audit Questionnaire: A motion was made by Councilman Parrish, 2nd by Councilman Cazes and adopted to authorize Mayor Bourgeois to sign the 2008 Legislative Auditor Questionnaire as prepared by Ms. Vera. The motion was adopted.
DEQ Stimulus Package: Mayor Bourgeois advised of money that is available through DEQ for improvements to the sewer system. A bond issue will have to be floated if the Town chooses to take part in this program.
A motion was made by Councilman Landry, 2nd by Councilman Gauthreaux to authorize Town Attorney Dana Larpenteur to contact a bond attorney to handle any bond proceedings in connection with the DEQ offer. The motion was adopted.
Old Police Cars: A motion was made by Councilman Parrish, 2nd by Councilman Toups to declare that the 2001 Ford Crown Victoria, VIN #2FAFP71W31X187583 and the 2003 Ford Crown Victoria, VIN # 2FAFP71W93Z104533, are surplus and to go out for bids for the sale of the cars. The motion was adopted.
Tullier Lane: Mayor Bourgeois advised that a resident along Tullier Lane has asked that the Town maintain this road. She was advised that the Town would take over the road if the right-of-way was granted in the proper size and the road hardsurfaced in accordance with specs expected by the Town.
MuniCode: Mayor Bourgeois explained the services provided by Municipal Code Corporation who maintains the Town's Code of Ordinances book.
A motion was made by Councilman Toups, 2nd by Councilman Cazes to enter into an agreement with Municipal Code Corporation to have the Code put online with a link to our website; and change the size of the Code to a regular letter size; at a cost of $5,035.00, with a $400. yearly maintenance fee. The motion was adopted.
CDBG Program: A resolution in support of the CDBG program and naming April 12-18 as National Community Development Week in the Town of Addis was offered by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.
2010 Census: Mayor Bourgeois advised that the Census Bureau has some job openings for the upcoming census. Applications may be obtained at the Town Hall.
Open Container: A request for an open container permit by Sid Richardson for April 4th at Myhand Park was approved on a motion by Councilman Cazes, 2nd by Councilman Parrish and adopted.
Public Comments: Mr. PeeWee Berthelot advised that the garbage contract is being worked out. It is due September 1st and has an approximate increase of 4% per year, with two holidays added for the workers and terminalogy on storm debris pickup. More later. Mr. Berthelot further advised that the “loop” project is in the environmental phase. An informational meeting will be held on March 26th at the Addis Community Center for the public to keep abreast of activity.

Fire Sub-District #1 meeting: At 9:00 p.m. A motion to temporarily adjourn the meeting in order to hold the meeting of the Board of Commissioners for Fire Sub-District #1 was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
At 9:10 p.m. A motion to reconvene the regular meeting of the Mayor and Town Council was made by Councilman Toups, 2nd by Councilman Parrish and adopted.
Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Parrish, 2nd by Councilman Gauthreaux and adopted.
Sewer: John Artigue advised that there is water infiltration at the pump station in Plantation Ridge. Engineer Oscar Boudreaux will write to the developer.
Police: Chief Anderson advised that he will meet with his committee to talk about the purchase of some equipment for his office.
Personnel: None Buildings: A motion was made by Councilman Toups, 2nd by Councilman Cazes and adopted to authorize John to purchase municipal numbers for the Town's buildings.
Mayor Bourgeois advised that he is still getting prices on the cost to equip the municipal complex for generators and to get the necessary generators.
Street, Roads, etc.: In response to an inquiry regarding the Stop signs on the service road at the old Copolymer location, Mayor Bourgeois advised that a study will be made by DOTD.
Adjourn: The meeting was adjourned at 9:25 p.m. On a motion by Councilman Parrish, 2nd by Councilman Gauthreaux and adopted.
