Regular Meeting: June 3, 2009
TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, June 3, 2009 at the Addis Municipal Center. Mayor Bourgeois called the meeting to order and led the Pledge to the Flag.
Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None
Minutes: The minutes of the regular meeting of May 6, 2009 were approved, as mailed, on a motion by Councilman Landry, 2nd by Councilman Gauthreaux and adopted.
The minutes of the special meeting of May 20, 2009 were approved, as mailed, on a motion by Councilman Toups, 2nd b Councilman Cazes and adopted.
Additions to Agenda: The following items were added to the agenda on a motion by Councilman Toups, 2nd by Councilman Gauthreaux and adopted:
(1) Bond Business (2) Plantation Ridge Subdivision (3) CDBG Business (4) Executive Session – Police (5)Animal Control Board Update. (6) Local Emergency Preparedness.
Correspondence: Mayor Bourgeois announced that the LMA District H meeting will be held on July 7th in Slaughter. Anyone interested in attending should contact the office.
The CRPC meeting will be held on June 15th and is being hosted in Port Allen by the City of Port Allen and the Parish.
Emergency Preparedness: Mayor Bourgeois asked to deviate from the agenda and introduced Mr. Deano Morain of the Emergency Preparedness office. Mr. Morain gave information on the meetings being held to prepare the whole parish for hurricanes and/or other disasters.
Councilman Gauthreaux asked about preparations for local readiness during an emergency.
Police Jury: Mr. Randy Mouch advised that the work discussed in last month's meeting is still ongoing. There was nothing new to report.
Sewer Report: In the absence of John Artigue, Mayor Bourgeois read the sewer report, which included 17 equipment failures; 1 jammed pump and 1 miscellaneous call. There were 2 sewer tie-in inspections in Sugar Mill; 1 in Bird Heights; and 1 in Addis Place. #1 pump was replaced in the East Nic pump station; the First Street pump station had broken wires and equipment failures; the Addis Place pump station had loose wires in the #1 pump, and rags and wood in the #2 pump. And one tank lid was replaced.
Police Report: The monthly police report, given by Chief Anderson, included 212 tickets issued; 13 misdemeanor arrests; 5 felony arrests; and 4 vehicle wrecks worked. The misdemeanor arrests were: 2-traffic; 1disturbing the peace; 9 warrants; and 1 theft. The felony arrests were: 1 narcotics with firearm; 2 narcotics; 1 unauthorized entry of dwelling and 1 aggravated battery.
Chief Anderson advised that he and Assistant Chief Jones attended a meeting regarding the Stimulus grant for police departments and were advised that the Town of Addis got the largest grant of $225,726.00.
Executive Session for police personnel will be held later in the meeting.

Planning & Zoning Commission: Home Occupation: Mrs. Ann Dugas requested a license for a Home Occupation to do sewing and crafts. A motion was made by Councilman Cazes, 2nd by Councilman Parrish to accept the recommendation of the Planning & Zoning Commission and grant a Home Occupation license to Mrs. Ann Dugas as requested. The motion was adopted.
Home Occupation: Mrs. Joyce M. Beardon approached the Council and asked for a Home Occupation license to conduct a cleaning service out of her home. A motion was made by Councilman Parrish, 2nd by Councilman Cazes to accept the recommendation of the Planning & Zoning Commission and grant a Home Occupation license to Mrs. Joyce Beardon to have a Cleaning Service run out of her home. The motion was adopted.
Variances: Mr. Louis Mouch appeared before the Planning & Zoning Commission to request two variances on his property. The recommendation of the Planning & Zoning Commission to approve variance #1, to allow current 50' predial servitude of passage rather than the 60' was approved on a motion by Councilman Toups, 2nd by Councilman Parrish and adopted.
A motion was made by Councilman Toups, 2nd by Councilman Parrish to accept the recommendation of the Planning & Zoning Commission and approve Variance #2 – delete the cul-de-sac requirement due to the fact that there is not enough room at the end of the road for a cul-de-sac. The motion was adopted.
Old Business: Mayor Bourgeois advised that he spoke with Bond Attorney David Henderson and was told that the Enterprise Fund does not show enough income to cover proposed Bond Debt yearly.
Following a discussion on possible solutions, a motion was made by Councilman Toups, 2nd by Councilman Cazes to authorize Mr. Oscar Boudreaux to review our rate scale and work up figures for a rate increase in sewer fees; and have a special meeting on the 17th of June at 5:00 p.m. to act on his figures. The motion was adopted.
Mayor Bourgeois called a special meeting for Wednesday, June 17th at 5:00 p.m. specifically to discuss the sewer rate increase.
Shaw Sewer Line Project: Mr. Dana Larpenteur advised that Mr. Peter Marshall's right-of-way has been signed by all parties and the sewer line can now be installed across his property. He further advised that the expropriation suit was dismissed.
A motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to pay Mrs. Dawn Himel for her assistance in obtaining the right of way. The motion was adopted.
Plantation Ridge Subdivision: Mayor Bourgeois advised that he spoke with Mr. J. P. Messina and was advised that there are still about six areas to be repaired in the sewer lines. The moratorium on building permits and occupancy of new houses will be not be lifted until these areas are repaired.
New Business: Official Journal: The West Side Journal was named the Official Journal for the Town's publications for July 1, 2009 to June 30, 2010, on a motion by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.

Local Emergency Plan: Several items discussed were (1) Generators will be called for when a hurricane is imminent in the Gulf. (2) the Council will be given radios for communication (3) the Town Hall and Police Department will be operational (4) Mayor Bourgeois will meet with Deano Morain to get more information on radios.
Annual Employee Meeting: A motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to authorize the expenditures of approximately $2,500,.00 to fund the annual Employees dinner and meeting. The motion was adopted.
National League of Cities: Councilmen Gauthreaux and Landry are scheduled to attend the National League of Cities this year.
2010-2011 LCDBG: A motion was made by Councilman Toups, 2nd by Councilman Parrish to hold a public hearing on the 2010-2011 LCDBG program, said hearing to be held at 4:00 p.m. on Thursday, June 18th at the Council Chambers of the Municipal Building. The motion was adopted.
Animal Control: Mr. PeeWeeBerthelot and Councilman Landry reported that the Committee is still working on a new Animal Control ordinance. Another meeting will be held on the 9th.
Fire Dept meeting: At 8:17 p.m. a motion to temporarily adjourn the meeting and hold the regular meeting of the Board of Commissioners for Fire Sub-District #1 of WBR was made by Councilman Toups, 2nd by Councilman Gauthreaux and adopted.
At 8:20 p.m. a motion to return to regular session was made by Councilman Toups, 2nd by Councilman Landry and adopted.
Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
Sewer: None Police: Executive Session later Personnel: None Streets, Roads, etc.: It was noted that the lights along the Highway are being installed. Drainage: None
Executive Session: At 8:25 p.m. a motion to go into Executive Session to discuss police business was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
At 8:33 p.m. a motion to return to regular session was made by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.
As a result of Executive Session, Chief Anderson, recommended the hiring of Josh Falcon to begin filling positions under the new COPS Stimulus grant.
A motion was made by Councilman Parrish, 2nd by Councilman Cazes to accept the recommendation of Chief Anderson and hire Mr. Josh Falcon as a police officer under the Stimulus grant at a salary of $1,600.00 per month and starting date contingent upon his passing the psychological testing and notice to his present employer. The motion was adopted.
A motion was made by Councilman Cazes, 2nd by Councilman Landry to authorize Chief Anderson to purchase 2 new police vehicles from Hixon Autoplex at a cost of $21,560.00 each. The motion was adopted.

Executive Session: At 8:37 p.m. a motion was made by Councilman Toups, 2nd by Councilman Cazes to go into Executive Session to discuss finances. The motion was adopted.
At 8:50 p.m. a motion to return to regular session was made by Councilman Cazes, 2nd by Councilman Landry and adopted.
Mayor Bourgeois advised that pending litigation was discussed in Executive Session.
Adjourn: The meeting was adjourned at 9:00 p.m. on a motion by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.
