TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, February 4, 2009 at the Addis Municipal Center. The Pledge to the Flag was recited.
Roll Call: Present: Mayor Bourgeois, Councilmen Cazes; Landry; Gauthreaux; Parrish; Toups. Councilman Gauthreaux arrived at 7:04 p.m.
Minutes: The minutes of the January 7th regular meeting were approved, as mailed, on a motion by Councilman Landry, 2nd by Councilman Cazes and adopted.
The minutes of the January 14th special meeting were approved, as mailed, on a motion by Councilman Toups, 2nd by Councilman Parrish and adopted.
Additions to Agenda: A motion was made by Councilman Parrish, 2nd by Councilman Cazes to add Mr. & Mrs. Ricky Comeaux to the agenda. The motion was adopted.
Correspondence: Mayor Bourgeois reminded the Council of the upcoming Mid Winter Conference on February 10-12 in Baton Rouge; and a Chamber of Commerce meeting on March 17th at the Conference Center in Port Allen.
Parish Council: Mr. Randy Mouch advised that Congressman David Vitter will be at the Parish Council office on February 5th. He further advised that the Parish is presently digging on the south end of the Parish; and hours for the Administration Office for the Parish have been changed to 8:00 a.m. To 5:00 p.m. Monday through Thursday; and 8:00 am to 12:00 noon on Fridays.
Sewer Report: The monthly sewer report, given by John Artigue, included 11 equipment failures; 4 jammed pumps; 2 electrical relocations and 4 miscellaneous calls. One tank lid was replaced.
Police Report: Chief Anderson gave the police report for January which included 67 tickets written; 12 misdemeanor arrests; 3 felony arrests; and 6 wrecks worked. The misdemeanor arrests were: 1-DWI; 3-traffic; 4-disturbing the peace; 3-warrants; 1-damage to property. The felony arrests were: 1-armed robbery and 2-narcotics.
Planning & Zoning: Following an explanation from Mr. Steve Racca, Jr. of the request for a subdivision of his property on Main Street, a motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to accept the recommendation of the Planning & Zoning Commission and grant Mr. Racca approval of his proposed subdivision. The motion was adopted.
Old Business: Manufactured Home Ordinance: After a lengthy discussion of trailers/manufactured homes in Town, a motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to introduce an ordinance to amend the Town's Code of Ordinances, particularly Chapter 11 referring to mobile homes/manufactured homes in the Town of Addis, subject to revisions to the draft of the ordinance discussed at the meeting, with a public hearing to be held at the March 4th meeting. The motion was adopted.

Force Main Update: Mayor Bourgeois advised that insurance requirements are being taken care of by the contractor on the force main. More later.
Carlton Harris: Mr. Harris was recognized and advised that has started repairs to property located on Addis Lane, and is doing the work himself.,
New Business: DEQ Opportunity: Mayor Bourgeois explained a DEQ loan program which the town may be eligible for, with very low interest rates. To participate in this program, a resolution authorizing the Town of Addis to seek a loan from the Louisiana Department of Environmental Quality State revolving Loan Program for the purpose of needed pump station and wastewater treatment plant improvements, was offered by Councilman Cazes, 2nd by Councilman Parrish and adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None Absent: None Abstaining: None
Mr. L. J. LeBlanc, Jr. : Mr. LeBlanc approached the Council and asked for permission to live in his present house while a new home is being built on the same lot. Mr. LeBlanc was advised that he needs to go before the Planning & Zoning Commission and get their recommendation on this variance.
CRPC meeting: Mayor Bourgeois advised that the CRPC meeting will be held at the Addis Community Center on March 16th with Brusly and Addis co-hosting. He advised that he is presently serving as Chairman.
Public Comments: Chief Anderson asked about the status of the generators which are to be obtained for use in the Town Hall building. Mayor Bourgeois will follow up on this with Sun Electric.
Faye Watts asked about a backup system for just the sewer system. She further discussed the West Baton Rouge Beautification Committee which she is a member of and asked for suggestions for the beautification of the area.
A discussion was held on the fence being built along Plantation Ridge Subdivision. The developer will be contacted.
Mr. Berthelot advised that the servitude in Sugar Mill needs to be kept open for the parish to maintain ditches.
Fire Meeting: At 8:35 p.m. A motion was made by Councilman Cazes, 2nd by Councilman Parrish to temporarily adjourn the meeting and hold the meeting of the Board of Commissioners for Fire Sub-District #1 of WBR meeting. The motion was adopted.
At 8:46 p.m. a motion to return to regular session was made by Councilman Toups, 2nd by Councilman Cazes and adopted.
Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Landry, 2nd by Councilman Parrish and adopted.

Sewer: A motion was made by Councilman Toups, 2nd by Councilman Parrish to purchase a cordless Driver Drill and vehicle charger at a cost of $376.75 and a hand truck/wire cart at a cost of $369.00. The motion was adopted.
Police: Chief Anderson asked for Executive Session .
Personnel: None Drainage: None Buildings: John advised that he is still waiting for the roofer for Fire Station 1.
A motion was made by Councilman Cazes, 2nd by Councilman Landry to authorize the Mayor to sign a contract with a pest control firm for pest control on the town's buildings. Following a discussion, the motion was rescinded and quotes from several companies will be obtained.
Executive Session: At 9:02 p.m. A motion to go into Executive Session to discuss police buisiness was made by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.
At 9:37 p.m. A motion to return to regular session was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
A motion was made by Councilman Toups, 2nd by Councilman Gauthreaux to accept the recommendation of Chief Anderson for the promotion of Corporal Langlois to Sergeant with a $100.00 raise in pay, effective February 1, 2009. The motion was adopted.
A recommendation by Chief Anderson to promote Sergeant Patterson to Lieutenant with a $100.00 raise in pay was not approved due to lack of a motion.
A motion was made by Councilman Toups, 2nd by Councilman Landry to grant Assistant Chief Jones a $200.00 a month raise in pay, effective February 1, 2009. The motion was adopted.
A motion was made by Councilman Cazes, 2nd by Councilman Parrish to approve Chief Anderson's request to give volunteers from other departments who help with parade day, a plaque in appreciation for their services. The motion was adopted.
The meeting was adjourned at 9:40 p.m. On a motion by Councilman Parrish,2nd by Councilman Landry and adopted.
