Regular Meeting: December 2, 2009

TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council was called to order by Mayor Bourgeois at 7:00 p.m. on Wednesday, December 2, 2009 at the Addis Municipal Center. The Pledge of Allegience to the Flag was recited.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None

Minutes: The minutes of the November 4, 2009 meeting were approved, as corrected, on a motion by Councilman Toups, 2nd by Councilman Cazes and adopted. The minutes were corrected to show Councilman Gauthreaux “arriving late” instead of absent.

Additions to Agenda: A motion was made by Councilman Parrish, 2nd by Councilman Gauthreaux to add a change order from Spinks Construction and a complaint about overspray from the car wash to the agenda. The motion was adopted.

Correspondence: Mayor Bourgeois advised that the LMA District H meeting will be held in Gonzales on January 21, 2010 beginning at 3:00 p.m. with dinner at 6:00 p.m. He asked that anyone interested in attending contact the office.

Parish Council: Mr. Mouch was unable to attend the meeting. Mayor Bourgeois advised that he spoke with Mr. Mouch who aprised him of a complaint by a resident about overspray from the carwash onto their property. Mr. Larpenteur, attorney, advised that the neighbor would have to make a formal complaint , and it would be a civil matter at this time.

Police Report: The monthly police report, given by Chief Melancon, included 260 traffic citations issued; 10 misdemeanor arrests; and 9 vehicle crashes. The misdemeanor arrests were: traffic-3; disturbing the peace-5; damage to property-1; and improper telecommunications-1. There were no felony arrests.

Sewer Report: The monthly sewer report, read by Mayor Bourgeois; included 7 equipment failures; 1 jammed pump; 3 leaks; 1 tank relocation; 1 electrical reloaction and 3 miscellaneous calls. One grinder pump was replaced and the sewer machine was run in Addis Place to unplug a line behind the apartments.

Planning & Zoning: Mayor Bourgeois advised that Mr. John Daniel has resigned as a Commissioner on the Planning & Zoning commission. He asked the Council to look around for a replacement.

Heidi Richard Ray: In response to a request by Mrs. Ray, a motion was made by Councilman Toups, 2nd by Councilman Cazes to allow her to utilize the Civic Center every Wednesday for a Girl Scout Troop meeting, with the understanding that rentals on that night would take priority. The motion was adopted.

Old Business: Bids on Trucks: Bids that were received for the sale of the 2001 Dodge pickup truck and the 1999 Dodge pickup were opened with the following results:

A motion was made by Councilman Parrish, 2nd by Councilman Cazes to accept the high bid of $1,300.00 submitted by Sun Electric for the sale of the 1999 Dodge pickup. The motion was adopted.

A motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to accept the high bid of $2,400.00 submitted by Tony Canella for A.F. Canella Sons Farm for the sale of the 2001 Dodge ¾ ton pickup. The motion was adopted.

Update on Condemnations: Mayor Bourgeois advised that he received a report from Kevin Durbin on property on First Street and will forward the information to the owner.

Janitorial Contract: There were no bids submitted for the janitorial contract.

Update on Sewer Building: Mayor Bourgeois advised that the sewer building is up and should be ready for occupancy by the end of the year.

WBR Students: Tabled until January meeting.

Sewer Lift Station and Loup Property: Mayor Bourgeois advised that Mr. Raymond Loup has a piece of property behind the Paul's Lane apartments which would be appropriate for the location of a needed lift station in that vicinity. Following a discussion, a motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to purchase property identified as A3, off Paul's Lane, on the attached plat, from Mr. Raymond Loup at a price of $36,400.00, and to authorize Mr. Larpenteur to draw up the paper work necessary for this purchase. The motion was adopted.

Change Order : A change order in the amount of -$561.50 for the completion of the sewer line work done by Spinks Construction was approved on a motion by Councilman Parrish, 2nd by Councilman Toups and adopted.
A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to pay the balance due Spinks Construction for sewer line work of $7,053.55. The motion was adopted.

Sewer to newly annexed area: A motion was made by Councilman Landry, 2nd by Councilman Cazes to authorize Mayor Bourgeois to start preliminary work to furnish sewer to the newely annexed properties of R. Loup, Shaw, etc. The motion was adopted.

Mr. Oscar Boudreaux advised that the facility plan in connection with the proposed EPA loan should be completed by the end of the month.

Historical Markers: A motion was made by Councilman Toups, 2nd by Councilman to hold a ceremony to unveil two historical markers received which will be placed at the museum and at the town hall. The motion was adopted.

Public Comments: None

Fire Meeting: At 6:35 p.m a motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to temporarily adjourn the meeting in order to hold the regular meeting of the Board of Commissioners for Fire Sub-District #1 of West Baton Rouge. The motion was adopted.
At 6:53 p.m. a motion to return to regular session was made by Councilman Landry, 2nd by Councilman Gauthreaux and adopted.

Committee Reports: Finance: Bills: A motion to pay bills found in order was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
Mayor Bourgoeis set a finance committee meeting for December 9th at 5:00 p.m.

No reports for Sewer; Personnel; Drainage; Buildings; Streets and Roads Committees.

Police Committee: A request by Chief Anderson for the purchase of 1 mobile radio and 1 portable radio at a cost of $5,246.00, with a grant to pay $5,005.00 of this cost was approved on a motion by Councilman Toups, 2nd by Councilman Parrish and adopted.

Chief Anderson was congratulated upon his completion of the POST Academy.

The meeting was adjourned at 6:56 p.m. on a motion by Councilman Toups, 2nd by Councilman Cazes and adopted.
