TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council was called to order by Mayor Bourgeois at 7:00 p.m. on Wednesday, May 7, 2008 at the Addis Municipal Center. The Pledge to the Flag was recited.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None

Minutes: The minutes of the regular meeting of April 2, 2008 were approved , as amended, on a motion by Councilman Landry, 2nd by Councilman Toups, and adopted.

Parish Council: Mr. Randy Mouch advised that the Parish is still working on the "dog problem" in the parish.

Sewer: The monthly report, given by John Artigue, included 13 equipment failures; 4 jammed pumps; 1 leak; 1 tank installation; 1 electrical relocation and 2 miscellaneous calls. There were two sewer tie-ins in Sugar Mill #2, and the sewer machine was run to unplug a line in Addis Place.

Police: The police report, given by Assistant Chief Jones, included 109 traffic citations issued; 15 misdemeanor arrests; 2 felony arrests and 4 vehicle crashes worked. The misdemeanor arrests were 3-traffic; 5-disturbing the peace; 3-simple battery; 2-trespass; and 2-narcotics. The felony arrests were 1 attempted 2nd degree murder; and 1 for unauthorized entry of inhabited dwelling.
A problem with a speeding school bus in West River Subdivision was brought to the attention of Ass't Chief Jones.

Planning & Zoning: Wendy Guidry Kimble: A motion was made by Councilman Landry, 2nd by Councilman Toups to grant a hardship permit to Ms. Wendy G. Kimble to place a trailer on her parents' property, contingent upon a limit of 90 days for the trailer to be installed. The motion was adopted.
Bonnie Kleinpeter: A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to reappoint Mrs. Bonnie Kleinpeter to the Planning & Zoning Commission for another 5-year term, commencing June 1, 2008. The motion was adopted.
Plantation Ridge Sub Lighting District: A motion was made by Councilman Parrish, 2nd by Councilman Cazes, and adopted, to go ahead and consider Plantation Ridge as a Lighting District where the Town would not be responsible for the lights, but they would be the responsibility of the individual who owns property in the subdivision.

OLD BUSINESS: Lights on Highway: Mr. Owen Cope advised that Entergy is still waiting for a permit from DOTD. He further advised that this is a process Entergy has to go through and it does take time.

Street Projects: Oscar Boudreaux, engineer, advised that both street projects were substantially complete and recommended that approval.
A motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish, and adopted, to grant substantial completion, with 4 items on a punch list, on the West River Streets project.
A motion was made by Councilman Toups, 2nd by Councilman Parrish, and adopted to grant substantial completion, with several items on the punch list, on the LCDBG Addis Place Streets project.

Ordinance #2008-6: A public hearing was held on Ordinance #2008-6 which is the annexation of property referred to as the "Loup, etal" property. Mr. Larpenteur read the ordinance in full and those present were invited to offer their comments.
Following the public hearing, a motion was made by Councilman Landry, 2nd by Councilman Cazes to adopt Ordinance #2008-6 as presented at the public hearing. The Ordinance was adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None Absent: None Abstaining: None

Ordinance #2008-7: A public hearing was held on Ordinance #2008-7 which is the annexation of property referred to as the "Shaw" property. Mr. Larpenteur read the ordinance in full and those present were invited to offer their comments. A discussion was held with Fire Chief Melancon asking about the fire protection on these two tracts of land.
Following the public hearing, a motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to adopt Ordinance #2008-7, with a correction made showing a total of 40.00 acres. The Ordinance was adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None Absent: None Abstaining: None.

Washington Street: Mr. Boudreaux advised that the surveyor could not find enough information and needs legal help to lay out Washington Street. Following a discussion , it was decided that further investigation into the original "lay out" of this area is needed.

Annexation: Mr. Larpenteur advised that a letter of approval has been received from the Justice Department on the annexation of property owned by Crystal Lakes, LLC and the Berthelots.

Museum Project: A motion was made by Councilman Landry, 2nd by Councilman Cazes to accept the proposal of $41,830.00 from Mr. Brian Budd to develop the master plan for the development of the museum and park area. The motion was adopted

Grass Cutting: One bid for grass cutting along LA 1 was received. Mayor Bourgeois asked, three times, for additional bids from the floor. There were none.
The bid received from Shane Lopez d/b/as Westside Lawn Service in the amount of $1,410.00 per month was accepted on a motion by Councilman Parrish, 2nd by Councilman Toups and adopted.

Bonnie Kleinpeter: Mrs. Kleinpter advised that she met with representatives of Entergy, and Sullivan Oil Company and the coordinator of the Clean Cities and Alternative Fuels project. An expo is planned for the alternative fuel project on October 3rd and 4th. A forum is being planned for sometime in June.

National League of Cities: Mayor Bourgeois advised that the annual National League of Cities would be held in Orlando this year. Names were drawn for attendees with the following results: 2008: Toups and Bourgeois; 2009: Larpenteur and Gauthreaux; 2010: Parrish; Cazes; Landry.

Safety Council: A motion was made by Councilman Toups, 2nd by Councilman Parrish to pay the $355.00 membership fee and join the Safety Council. The motion was adopted.

Congres' Mondial Acadien-World Acadian Congress: A resolution was offered by Councilman Parrish, 2nd by Councilman Toups to urge the Parish of West Baton Rouge to put in a bid to host the Congres' Mondial in 2014. The motion was adopted.

Special Exception- Church: A discussion was held on establishing a church in the old Cajun Outboard building on First Street. The petitioners were advised that they needed to go before the Planning & Zoning Commission to get a special exception to establish the church in that location. The approval of the Fire Marshal needs to be obtained before a building permit can be issued for the renovation of the building.

Faye Watts: Mrs. Watts thanked those who participated in the "walk race" for the Relay for Life. $400.00 was raised by the race. Mrs. Watts would like to see the museum opened more often. She was advised that, at the present, the museum was opened once a month by volunteers, and at other times by calling the Town Hall or any member of the Historical Society.

Fire Meeting: At 8:45 p.m. a motion was made by Councilman Toups, 2nd by Councilman Parrish to temporarily adjourn the meeting and hold the meeting of the Board of Commissioner for WBR Fire Sub-District #1. The motion was adopted.
At 9:34 p.m. a motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to reconvene the regular meeting of the Mayor and Town Council. The motion was adopted.

Committee Reports: Finance: A motion was made by Councilman Parrish, 2nd by Councilman Gauthreaux, and adopted, to pay bills presented that were found in order.

Sewerage: A motion was made by Councilman Gauthreux, 2nd by Councilman Landry, and adopted, to expend $3,105.00 to replace the panel on the First Street lift station.

Police: Executive Session later.

Streets, Roads, etc.: John Artigue presented information on the cost to stripe the newly overlaid streets in Town. Following the discussion, a motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to go with the therma plastic material, at a cost of $7,180.00 for 4 miles of road. The motion was adopted.

Police: At 9:40 p.m. a motion to go into Executive Session to discuss a matter of possible litigation was made by Councilman Landry, 2nd by Councilman Cazes and adopted.
Regular session was resumed at 9:55 p.m. on a motion by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.

Mayor Bourgeois advised that a matter of possible litigation was discussed in Executive Session.

The meeting was adjourned at 10:00 p.m. on a motion by Councilman Parrish, 2nd by Councilman Toups and adopted.
