TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, March 5, 2008 at the Addis Municipal Center. Mayor Bourgeois opened the meeting and led the Pledge to the Flag.
Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None
Minutes: The minutes of the regular meeting of February 6th were approved, as amended, on a motion by Councilman Toups, 2nd by Councilman Cazes and adopted. The minutes were amended to correct wordage on the Highway lighting to read: "a request for receptacles to be placed on the poles for future use will be made."
Correspondence: Mayor Bourgeois read a thank-you card from Dienna Landry. Also a letter from Cox Communications explaining a raise in cost of cable TV and a letter from David Wise of Shintech regarding permits the plant is applying for.
Old Business: Ordinance #2008-4: Mayor Bourgeois asked to deviate from the agenda and discuss annexation of property which will be further discussed under Planning & Zoning business.
A public hearing was held on the proposed annexation of property owned by Crystal Lakes LLC, which is located north of Sugar Mill. Following the public hearing, a motion was made by Councilman Landry, 2nd by Councilman Toups to adopt Ordinance #2008-4 – "An ordinance annexing additional property into the Town of Addis, Louisiana, pursuant to LSA-R.S. 33:172 Et Seq, more particularly described as a certain tract or parcel of land containing 125.50 acres, being a portion of a 208.84 acre tract located in Section 22, T8S-R12E, Southeastern Land District, west of the Mississippi river, West Baton rouge Parish, Louisiana." The motion was adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups; Absent: None Abstaining: None
Special Business: Police Report: The monthly police report, given by Assistant Chief David Jones included 111 traffic citations issued; 8 misdemeanor arrests; 1 felony arrests and 16 vehicle wrecks. The misdemeanor arrests were 1-traffic; 5-domestic abuse battery and 2-disturbances. The felony arrest was for severe domestic abuse battery.
Sewer Report: The sewer report, given by John Artigue, included 17 equipment failures; 5 jammed pumps; 1 leak and 1 miscellaneous. Three pumps were replaced; there was one sewer inspection on Younger Drive. There are two left to tie-in on Younger Drive.
Planning & Zoning Commission: Rezoning-"Stanley" property: Mayor Bourgeois held a public hearing on the proposed rezoning of recently annexed property located north of Sugar Mill, owned by Crystal Lakes LLC. Following the public hearing a motion was made by Councilman Landry, 2nd by Councilman Gauthreaux to accept the recommendation of the Planning & Zoning Commission to approve the rezoning of property owned by Crystal Lakes LLC, located just north of Sugar Mill Plantation, to include improvements discussed concerning green space and access to the lakes. The motion was adopted.
Mr. Eric Erikson of Evans Graves Engineering presented the preliminary plat for the 6th filing of Sugar Mill Plantation Subdivision. Following a discussion, a motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to accept the recommendation of the Planning & Zoning Commission and approve the preliminary plat of the sixth filing of Sugar Mill Plantation. The motion was adopted.
Mayor Bourgeois advised that the CRPC meeting will be held on Monday, March 17th the Brusly Lions Club, with Addis and Brusly as co-hosts.

Mayor Bourgeois advised that two training sessions will be held for Planning & Zoning Commissioners on March 25th and 26th from 6:00 p.m. to 8:00 p.m. They would like to hold the meetings in the Chambers.
A motion was made by Councilman Parrish, 2nd by Councilman Toups to allow the use of the Chambers for the Planning & Zoning Commissions' training sessions on March 25th and 26th. the motion was adopted.
A motion was made by Councilman Toups, 2nd by Councilman Cazes to supply refreshments for the Planning & Zoning Commissioners training sessions. The motion was adopted.
Update on Streets Projects: Mr. Oscar Boudreaux gave an update on the West River street project. The first draw down for the Contractors was presented.
Change Order #1 in the amount of $12,950.00 for the West River street project was approved on a motion by Councilman Cazes, 2nd by Councilman Parrish and adopted.
Ordinance #2008-5: Mayor Bourgeois read Ordinance #2008-5 in full and held a public hearing on the proposed Ordinance. Following the public hearing, a motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to adopt Ordinance #2008-5 "An Ordinance establishing the yearly base salary for the Mayor of the Town of Addis, Louisiana and the Chief of Police of the Town of Addis, Louisiana at $42,000.00 per year commencing January 1, 2009; and providing for yearly reviews; and further recognizing and encouraging the full time contribution to the Town of Addis made by both offices; and repealing all ordinances in conflict therewith particularly Ordinance 93-4 and Ordinance 97-1. The motion was adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None Absent: Non Abstaining: None.
Washington Street: Councilman Gauthreaux advised that he and Councilman Toups looked at the Washington Street site and recommended that limestone be put down to start building a base for the road. A motion was made by Councilman Landry, 2nd by Councilman Toups to have the road area surveyed, signs be put up and limestone be put on the street. The motion was adopted.
Landscaping around the Town Hall was discussed. Several landscapers will be contacted for estimates. Mayor Bourgeois advised that he feels that improvements of the area around the museum should be started.
Highway Lighting Project: Mayor Bourgeois advised that he contacted Mrs. Marlene Richard of Entergy who advised him that bids are being put out for the Highway lighting project.
Mayor Bourgeois will contact Mr. Carter of DOTD to get more "no turn" signs along the highway. Chief Anderson advised that these signs will not apply to emergency vehicles.
Computer Person: Mayor Bourgeois advised that he met with Mr. Cody Sarradet who will be working with Eric on the maintenance of our computers.
Resolution-State Property: A resolution urging and requesting the State of Louisiana through the Department of Transportation and Development and any other affected agency to take any and all steps necessary to prohibit parking and/or abandonment of vehicles and other related activities on its property located at the south end of Addis at the intersection of Louisiana Highway One and Old Louisiana Highway One (First street), a map of said property attached, was read in full by Mayor Bourgeois. The resolution was offered by Councilman Toups, 2nd by Councilman Cazes and adopted. The resolution will be sent to the Secretary of DOTD.
A motion was made by Councilman Parrish, 2nd by Councilman Landry to install "No Parking" signs along the road on the south end of town. The motion was adopted.

Open Container: A request by Sid Richardson Carbon Co., for an open container permit for a company picnic to be held at Myhand Park on April 12, 2008, was approved on a motion by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
Shaw Annexation Petition: A petition for annexation of property owned by the Shaw Group was accepted; and the clerk was instructed to send the petition to the Assessor and Registrar of Voters for verification, on a motion by Councilman Parrish, 2nd by Councilman Cazes and adopted.
DeBlanc House: A motion was made by Councilman Cazes, 2nd by Councilman Toups to authorize Mayor Bourgeois to contact Mr. Brian Budd to survey the DeBlanc property and give recommendations on its renovation. The motion was adopted.
Employees Health Insurance: A motion was made by Councilman Toups, 2nd by Councilman Cazes to accept the Employee Assistance Program which Blue Cross/Blue Shield is offering as an addition to the Employee Health Insurance. The motion was adopted.
Mayor Bourgeois advised that there will be at least a 7% increase in health insurance premiums.
Audit Questionnaire: A motion was made by Councilman Parrish, 2nd by Councilman Cazes and adopted to authorize Mayor Bourgeois to sign the Louisiana Compliance Questionnaire for the 2007 audit.
Resolution-Wrestling Team: A resolution congratulating and commending the Brusly High School Boys' Wrestling team for their state championship in Boys' Division III Westling in 2008, was offered by Councilman Toups, 2nd by Councilman Landry and adopted.
Public Comments: Councilman Toups advised that a meeting will be held Sunday at 5:00 p.m. at the Brusly Town Hall to discuss the proposed "loop".
Mayor Bourgeois announced that the Addis Historical Society will hold a memorial service for deceased members Buster Fitzgerald and Hilton Guidry, Sr . Sunday at 2:00 p.m. at the Museum.
Fire Meeting: At 8:28 p.m. a motion to temporarily adjourn the meeting in order to hold the regular meeting of the Board of Commissioners for Fire Sub-District #1 of WBR was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
At 8:43 p.m. a motion to return to regular session was made by Councilman Parrish, 2nd by Councilman Gauthreaux and adopted.
Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Landry, 2nd by Councilman Parrish and adopted.
Sewer: A motion was made by Councilman Cazes, 2nd by Councilman Parrish to increase the cost of sewer tanks to $3,407.00. The motion was adopted.
A motion to expend $409.00 to replace pumps at the sewer plant was made by Councilman Toups, 2nd by Councilman Cazes and adopted.
Drainage: Following a discussion, a motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to authorize John Artigue to purchase whatever culverts are needed to alleviate the drainage problem on the property on the east side of First Street. The motion was adopted.
Streets, Roads, etc.: Estimates will be obtained for the restriping of streets in Town.

Personnel: Executive Session: At 9:02 p.m. a motion to go into Executive Session to discuss a personnel matter was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
At 9:12 p.m. a motion to return to regular session was made by Councilman Landry, 2nd by Councilman Parrish and adopted.
Mayor Bourgeois advised that personnel was discussed in Executive Session.
Adjourn: At 9:15 p.m. a motion to adjourn was made by Councilman Toups, 2nd by Councilman Landry and adopted.
